Gov Otis R Bowen has authored this column on issues and concerns affecting state government Gov Orr plans to continue that tradition and his message will appear here on a weekly basis) ■ "Whatever happened to Indiana s surplus was the question posed the other day by the lady who had just put down her coffee and morning newspaper to call my office Well, her use of the word, "surplus." was not really accurate The word has always been a serious misnomer for what really has amounted to a “cushion." However we may quibble with the choice of words, though, her question was a reasonable one — one that deserved an answer That SIOO million cushion that Indiana was guarding just one year ago has evaporated into what now can be best described as a struggle to stay in the black — not just because that s the fiscally responsible thing to do, but because that s what we must do under the terms of our Constitution Unlike the federal government, Indiana is not allowed to go into debt And what has happened to that "extra money in the bank" the woman was inquiring about is. it has fallen victim to the sorry national economy we ve experienced in the last few years With our national debt at S9BO billion, the Feds must constantly borrow heavily just to pay the bills and meet the payroll, most recently to the tune of SSO billion This borrowing has taken capital out of the stream of commerce and pushed interest rates to a high of 21 ’in January They are down now to 19%. but who wants to buy a car or a house financed at that rate 7 The federal government has been stepping in front of every other borrower — you me, farm-

That forces interest rates up and keeps them up With up to 19 percent interest rates, consumers have stopped purchasing high ticket items such as washers and dryers, cars, campers, farm implements and homes That means the sales tax revenues usually derived from such purchases have dned up That, to answer the lady s question, is the reason tor the deterioration in the state s surplus ' The cushion provided by good times is gone In away, it seems we re being punished tor being frugal The silver lining to that cloud is that we will weather the current storm — unlike some of our sister states who regularfy overspent their income and regularfy engaged in deficit spending And we ifwll do so without increasing the general tax burden on our citizenry Despite a recession-dnven dip in the state's income. I am already committed to a hold-the-line tax posture To me. it would be the height of governmental insensitivity to contemplate new taxes or higher taxes, when Hoosiers are already suffering from a double whammy — higher federal taxes and less spendable income When you add to the state s financial outlook the federal cutbacks announced recently by President Reagan, you have our more cynical colics labeling my firm stand against higher general taxation “impossible and idealistic " Granted, checking spending habits while holding the line on taxes may look "idealistic " But, it CAN and MUST be done This is no time for cynicism ano despair This is the time for common sense and the guts to make the changes necessary for the survival of the Republic and our individual state
