A SHOCKING WARNING The news of the tragic death of Arthur Zigler, a life-long area resident and well-known man, has to be one of the shocking news items you will hear. This type of murder and violent crime takes a new dimension when it involves someone you know. It is a little different than reading or hearing of a situation such as this in a distant city or town. However tragic and brutal this may be, there is a story to be told here . . . one of warning. It is just too bad the warning must be issued so violently, but this type of crime could and will happen again . . . maybe not here or to someone you know, but also maybe it will. People living alone are particularly good targets for this type of crime. Also, the elderly, who are not able to defend themselves as well are very likely targets. These older people also still live in times past . . . times when one didn’t lock their doors because they didn’t have to . . . times when trust and faith in the fellow man never even let such as this enter one’s mind. However, it is a serious problem and one that is growing all the time. The Indiana Legislature has some bills before it for consideration concerning crimes involving the elderly. They recognize this as a serious and growing problem. It should be remembered, that crime and hard economic times have always gone hand in hand, and add to this the constantly growing drug problem in our country and you have the basis for a lot of crime. It is a serious situation and bad enough to hear of it, let alone being a victim of such crime. Everyone, the elderly, single residents and just the public in general, should be aware of this and take every precaution to see that they are not a potential easy victim for such crimes. The slightly extra time it takes to be sure might just be the time needed to save a life or injury, not to mention property damage and loss by theft. It is time that is well spent. Walkerton, for the 1971 event. 1966 Investigation continues of the fire which took the life of a Chicago man at a Koontz Lake home on Friday night Emil Esposito. 49. was killed when a fire raged through the home of Bernard Kay. 38 year old vice detective and partner of Esposito, in a Chicago Used Car business The explosion and fire broke out around midnight on Friday . February 11. Playing at the Rialto Theatre this week is "North To Alaska” and “Oceans 11". and at the Rees is "The Misfits”. Mrs. Leonard Beaty, fourth grade teacher in Walkerton Elementary School, was honored along with other St. Joseph County teachers and laymen at the County Council meeting of the PTA at a Founder’s Day Banquet held in South Bend. Mrs. Beaty was selected to receive this honor because of the many years she has been active in PTA work. She served as president of the Walkerton PTA in 1944-45 and 1945-46 and has served on numerous committees and the Executive Board. Founder’s Dav program will be held in Walkerton on February 16. at 7:30 p.m. with the past presidents of the PT A being honored. The Walkerton PTA was founded in 1930. February 13. about ’() hills have been passed out of the Si natc and sent to the House. Ihe Si nate must consider all bills or iginahng in the Senate by the 40th day of the session. As of the 13th, the Senate lias completed 28 of this session’s bl davs. I lie lobby ing bill. S B 12. prom ises to be one of the more import ant pieces of legislation to come out of tlie General Assembly this ses sion. S B 12 was debated at length on the floor of the Senate this week, and passed on third reading bv a vote of 46-4. Ihe bill would stiffen accountability and reporting requirements for lobbyists in the state, and would also raise the filing fee. There are several lobbying bills originating in the House of Representatives, and some compromise between the House and Senate bills is expected. Another bill which passed the lull Senate this week would clear the wav for "enterprise zones” to help businesses in Indiana cities. Ihe intent of SB I"2 is to help businesses move into areas of cities which currently have little or no business "enterprise zone" is an area exempt from certain taxes for the purpose of encouraging development in the area. I wo bills that would create new programs tn Indiana publn schools were passed out of the Senate Elementary and Secondary I ducation ( ommittec this weck S B 186 would require the Department of Public Instruction to establish a progrma for gifted children by the end of 1982. Currently. only one third of the public schtxils in Indiana have programs for the gifted I lie program would include hxal school program development and technical and in serv ice training for teachers of gifted i hildren. Ihe second bill. S B 139, would seek to combat the increasing prog lorn of drug and alcohol abuse among children and teenagers. I he hill would require that schools tear h students in grades 4 12 about the harmful effects of drug abuse and that health textbooks discuss the problem On another subject, the problem of access to solar rays for owners of solar energy systems was dealt with bv tlie Senate Energy and Fn vironmental Affairs (ommittec. SB 422 would authorize hxal units of government to zone and plan so that solar collectors could have maximum access to the sun. The hill would prohibit local government from imposing unreasonable restrictions on existing solar energy systems and would promote the use of solar energy in Indiana Since the adoption of no-fault divorce several years ago Indiana has had no provision for legal scpaiation. 1 his deficiency will be corrected if S B 313 becomes law.
