reduced rates for sales exempt from the incremental pricing provisions of the Natural Gas Policv Act (NGPA). In one petition. NIPSCO is requesting the Commission to allow the utility to pass on $21.669.846 in higher costs for gas purchased from suppliers, when these increased costs are approved by the Federal Energy Regulatory Commission (FERC). In another petition. NIPSCO is seeking reduced gas rates for sales to all classcss of customers whose useage is exempt from incremental pricing provisions of the NGPA. The lower rates requested reflect a reallocation of $100,933 collected from certain large industrial customers under the incremental pricing surcharge for boiler fuel in accordance with the NGPA and orders of the Public Service Commission of Indiana. The effect of these petitions, if approved as Tiled, would increase costs for an average NIPSCO residential customer using 147.600 cubic feet of gas a year for homeheating and other purposes $16.20 a year or $1.35 a month beginning in December. An average NIPSCO residential customer using 39.800 cubic feet of natural gas for purposes other than spaceheating would realize an increase of $4.38 a year or about 37 cents a month. The purchased gas adjustment is the thirteenth filed by NIPSCO this year. Seven have been increases and six have been decreases. Incremental pricing reallocations were filed in April and July and were put into effect in June and Septc m ber. res pect i vely. The total effect of all purchased gas adjustments so far this year on the average NIPSCO customer using gas for homeheating and
other purposes is an increase of $40.35 — from $483.68 at the be ginning of the year to $524.03 upon approval of these petitions. The average NIPSCO customer using 39.800 cubic feet of gas a year for purposes other than space heating will experience an annual increase of SIO.BB — from $158.36 onJaunary I. 1980. to $169.24 as of December 1. 1980, upon approval of these petitions. Adjustments in gas rates to NIPSCO customers, usually up ward but sometimes downward, have occurred and will continue to occur as rates from NIPSCO's pipeline suppliers change, as thev have and will, under the provisions of the Natural Gas Policy Act of the National Energy Act of I9 7 8. NIPSCO explained that it does not realize one cent of profit from purchased gas adjustments. The money, the company said, goes directly to suppliers to pay for the increased cost of natural gas deliv ered to the utility. The company also said that in spite of these rising costs, natural gas continues to be the least expensive fuel for homeheating in northern Indiana.
