SHORT SESSION BETTER THAN NONE AT ALL I he Indiana legislature convened this week in Indianapolis and tin v are in what is known in Indiana .is a "short session' lor stars and sears in Indiana the Legislature met esers other seat unless special sessions were needed hi emergency situations. 1 his attempt to run the business of the state on an esers other sear basis and especially as times changed forcing so much more business to be handled, it was finally approved a fess sears ago to meet annually Add to this the fact that the legislature onls met for some three months as their working days schedule was always too short and the furious actions, trading, manipulating, confusion, etc . of the last fess dass found a lot of legislation being handled on rather uncertain terms Fhe short session in the even sears calls for onls 30 working dass. this still not enough time, but certainly much better than the former esers other sear basis. There has been a lot of talk that the legislature should be in session almost sear-round. I here is a lot of reason to believe that more time is needed to handle the business of the state, especially when the state becomes a little more and more involved in the operations of all in the state sear after sear. Indiana legislators are really part-time employees . it is a necessary thing for them to hase other employment as the time spent and the money paid for their duties as lawmakers is too small for full-time for anyone. It is strange that operating the business of the state, naturally a multi million dollar job in evers respect, is still treated as a part-time job for those entrusted with this responsibility. At ans rate, what is now law as far as the legislature is concerned will hase to remain that way for a few years. The short sessions were started mainly due to the fact that budgeting for the mans facets of operating the state could not be done tin a two year basis with the constant rising prices, the added services needed, etc. As this session unfolds, no major legislation is expected, as this is still rather reserved for the regular terms in the odd years. Howes er. a lot of important decisions will be made and a lot of not-so-important decisions will come up for consideration as the session continues on through Januars and • February. Most of the bills hase already been introduced and in the coming weeks we will be hearing more and more about different matters to conic before both the house and the senate. It would do all well to follow as closely as they can the actions in Indianapolis and also to not be afraid to write or call your representative or senator on matters coming up Ihcs will listen to you and regardless of what mans people think, those representing us in our area of Indiana are interested in their constitu ents. 1975 Robert Frame, 15, 903 Van Buren Street. Walkerton, was injured when the truck he was riding in rolled over twice throwing him from the vehicle on Fridas afternoon. Januars 3. He was a passenger with Larry L. Heimer. Jr.. 902 Ohio Street. Walkerton. The mishap occured on L’. S. 31. in Marshall Counts. I he Might Atlas, a real strongman in the wrestling profession, will appear in the main event of the wrestling show in Walkerton, Saturday evening. January 22. Atlas, who also performs as a strongman on occasions, will meet Hans Schmidt in a 2 out of 3 fall, sixty minute time limit match. This social minded individual quickly goes about town among the membership and picks up three other members, who perhaps had not expected to go calling, but who must go along on the party just as is. I hey call on a fifth member of the club who of course isn't expecting company and well might be in the midst of doing the wash or cleaning cupboards, but who. according to the rules of the game, must stop everything and entertain her sudden guests. This includes the scrying of refreshments. She also collects 25 cents from each guest for her services to be turned into the club treasurer. THE INDIANA SENATE WITH SEN. MILLER By V. Richard Miller Senator. 9th District I he 19X0 session of the Indiana General Assembly began on Monday. January and will continue for thirty session days, until about the end of February Actually, preparations for the new session began several weeks ago with the prefiling of legislation Profiling of bills began on October 2(> and is intended to give members of the General Assembly the op portunity to introduce bills prior to the session when there is more time to do this kind of work and
with the hope that these profiled bills will be considered by the appropriate committees early in the session. As of the end of December. almost 200 bills and resolutions have been filed in the Senate with an equal number filed in the House. In addition to the profiling of bills. Senators will have until the third day of the session. Wednesday. January 9 to intnxluce any legislation or resolution for the 19X0 session. After that dale, special consent must be given by the Senate's Rules and Legislative Procedures C ommittee for a bill to be introduced. As of the end of December. 1 am authoring or co-authoring five bills. One of these. Senate Bill 8 is a comprehensive bill dealing with our state’s policy towards the handling, transportation and safe disposal of hazardous wastes. I his legislation would give the environmental management board the power to establish monitoring requirements and effluent limitations. authorizes certain emergency pollution control actions and makes other similar changes in the state s eny ironmcntal management law . The issues of what to do w ith hazardous wastes is going to be with us for several years, and this bill is an attempt to establish a workable state policy in this increasingly important public policy area. In a related area. I have authored another bill. SB 89. that would create a litter control fund, revenues of which would be generated from 1 per cent assessments on the gross income of all solid waste landfills. A third bill I have authored. SB 90. would require drugs sold or delivered for consumption in Indi-
