Passport Is A Good I.D. Americans planning to do any traveling outside of the United States this summer should rely on a passport, even for countries that don't require one, suggests the National Notary Association. Some nations, like Mexico, Can ada and the Bahamas, do not require passports of American tourists but do demand some other prix/ of citizenship, according to their consulates or official tourism bureaus. They all accept original or certified copies of birth certificates. "Unfortunately." notes Raymond C. Rothman. NNA president, "manv travel agencies, airlines and auto clubs advise people to get a copy of their birth certificate notarized and use that as identification. "Such a notarization is pointless because the Notary has no way of knowling if the copy was made from an original or just another copy or even from a forged document." Furthermore, some states, including California, expressly advise Notaries not to make such notarizations. "Thus, travelers trying to get a copy of their birth certificate notarized could find their trips delayed as they search frantically for a Notary who doesn't know the law or will ignore it." said Rothman. "The tourist who takes the time to apply for a passport will be much better prepared to go almost anywhere." Passport applications are available at U. S. Passport Agency

Completed applications should be accompanied by two small "passport photos" and a certified copy of the applicant's birth certificate which can be obtained from the office of vital statistics in the area where he was born If foreign born, the applicant must present a naturalization certificate instead. First-time applicants must also show a valid ID having both a signature and a photo or description. A driver's license is usually sufficient. If sufficient ID is unavailable. (he passport agency will accept the sworn testimony of a U. S. citizen who has know the applicant for at least two years. The passport is definitely the best document for travelling outside of the U. S.. according to Eugene Briggs of the passport agency's Los Angeles office. "That one document has both identification and nationality established plus it’s a document that's recognized everywhere." Using a passport for even short trips across the border is recommended by Rothman who has traveled extensively in representing the American Notary profession abroad. "I wouldn't go anywhere outside the United State without a passport in my hand. "If 1 were detained in a foreign country for any reason I would feel more confident of getting prompt assistance from the American consulate if I had a passport to prove my citizenship.” Rothman, who was the sole Notary representative on the Federal Advisory Committee on False Identification in Washington, D.C. recently. participated in the review of various types of ID in consideration

for an accepted national identification system. "The passport ranked high because it provides both a photo and description of the person, is hard to forge and is universally accepted." Moreover, the days of the passport "substitute" — be it birth or baptismal certificate, military discharge papers or voter registration receipt — appear to be numbered. Not only is the passport required outside the Western Hemisphere but even more Latin American countries are demanding that U. S. citizens show passports, probably to help stem the drug trade, speculates one State Department official. A birth certificate or driver’s license can’t be stamped to show destinations. A passport visa can — and this reveal a pattern of travel which may indicate the person is trafficking in narcotics. If the passport is such a useful form of identification, w hy do some countries still accept less authentic documents, particularly notarized copies? "Some foreign authorities accept such copies because they attach a significance to the American notarial seal that it doesn't have." said Rothman. "Many foreign Notaries are record keepers with authority to make certified copies of original documents in their possession. American Notaries are mainly limited to administering oaths and identifying and qualifying signers of documents."
