"The general public seems to be demanding a greater voice in the setting of rates charged for energy. With better know ledge of the financial requirements of running a public utility, and greater understanding of the regulations 'mposed upon utilities, the citizens have better opportunity to effectively influence the complex procedures by which rates are established." Mangus attended the fourth meeting of the special bipartisan task force recently at the State House. Ihe first two hearings have been devoted to testimony from utility finance experts and then consumer groups had their turn at defending problems with the current ratemaking process.
