his hair. The numerous cases which have been litigated on this issue has seen various and sundry constitutional provisions brought into play and various decisions by courts of the United States. M my of the courts h ive said that the quest .on is too insubstantial when mea ired against today’s great constitutional issues to constitute an important enough question to envoke the jurisdiction of the federal courts. The other four circuits have held that various constitutional provision including among others the first amendment, the ninth admendment and the fourteenth admendment to the United States Constituion grant the perogative to each person to choose their hair style as they see fit. Interestingly enough, one case which went to the United States Supreme Court from the Sixth Circuit was rejected by the United States Supreme Court thus sustaining an opinion which said that a regulation concerning the length of hair had a reasonable connection with the disciplining of school students. Thus we find the law in hopeless disarray on the question of the length of hair in the various areas of the United States and the validity of regulation concerning the length of hair rests upon the geographic area at this point in which the student happens to live. The decision arising m Indiana pointed out that in order to support a hair regulation on a dress

code it must be within the school’s competence and be adopted to avoide substantial disruption of school discipline. Thus, although the Supreme Court of the United States has so tar refused to rule on this issue it is fairly obvious that with the division in the Circuits now existing the United States Supreme Court will have to rule on the “hair issue" thereby recognizing that it has become a substantial federal question. Census Survey To Help Provide Data On Growth How many children do married women expect to have within the next five years? Will they average the same number as in the recent past ? Answers to these questions will indicate the future growth and composition of the Nation’s population, data vital to planners both in goverment and private business. Forrest P. Crawley, Jr., Acting Director of the Bureau of the Census Data Collection Center in Chicago, announced today that information on birth expectations will be collected during the w-eek of June 19-23 from a sample of households in this area. The questions are in addition to the usual ones askeel in the monthly survey on employment and unemployment conducted nationwide by the Bureau for the U.S. Department of Labor. Results of this monthly survey provide a continuing measure ot the economic health of the counthat the overall unemployment try. The April &<»rvey showed rate was 5.9 percent, the same as in March and about the same as a year ago. Total employment, which rose 2.2 million over the past year , was also about the same as in March. Information supplied by individuals participating in the survey in confidential and results are used only to compile statistical totals. The law safeguarding the confidentiality of information applies to surveys as well as major censuses conducted by the Bureau of the Census.
