Chamber Hears Commissioner Os St. Joseph County Keith Klop enstein. president nf the St. Joseph Commissioners, was the principle speaker at the Walki.ton Chamber cf Commerce meeting Thursday as a group of 28 heard some plans .m i problems of the commissioner • job. Klop enstein outlined some Os the plans the commissioners had for coming years- in particular the road work cf St. Joseph County. He stated that the Commissioners were trying to purchase their own equipment to chip and seal roads and if suc-ces-ful, they would be doing their own road work m.-tead of letting this work on bids. It woulu oe the long range plan to have all roads chipped and sealed in the county within a four year period if this can be started this summer. This is not an i phalt sur ace, as we know asphalt roach, but a couple of layers over the years will give a good clean road to a gravel surface and certainly improve the road considerably. The county highway department would also chip and seal the present blacktops with this, giving a new driving ?u 'ace on many needed roads in this fashion. Commissioner Klop enstein also talked . n other phases of the county, the data processing they are entering in. the junitary lan dfHls, plus other duties of the commissioners of ice. His talk was Informative cf the job to be done in St. Joseph county. He also answered a few questions at the end o' the talk. Prior to the main speaker of the day, a considerable amount <4 reports were briefly given. Secretary Bob Urbin read the minutes of the board meeting held Tuesday n/on and minutes o' the previous regular meeting were distributed to each individual A treasurer’s report showed the organization very solvent ut this time. In regu.Js to membership, to date a total of 83 in the different categories are signed up in i it was reported that the toard of directors would contact the remaining pro pects to wind up the membersiiip drive as soon a. possible. To date, our combined promotions have been planned, a clean-up campaign an 1 >/e in conjunction with the Civic Improvement C< mmittee; an Old Fashioned I ay s Sale; a Sidewalk Sale and a Midnight M idness sale. More details will be sent to all merchants concerning these promotions, but co< peration of everyone is the key point of a successful program. It was announced by Branson Hiatt, of the Industrial Committee, that plans are in the process for toms of some of the Walkerton Industry for high school students to allow them to see what is done in Walkerton prior to leaving school. These plans aren’t definate to date, but hope to be completed m the near future. The Summer Festival Committee is continuing progress and now one x/f the main needs if for various business md civic groups to get their parade entiles in as soon as possible. It wa i announced that Dr. Hai old C. Urey would be here for the parade and would lx* Grand Marshall this year. The Civic Improvement Committee, headed by Wayne Burch, reported meeting with the Walkerton T wn B aid an I cxpectr I complete cooperation in their c'forts to improve Walkerton. PLJ Teachers Present Salary Proposals To Board The Welfare Committee of th© P-L-J Teachers Association met with the B, ard of Educath a Tuesday. April 15, an 1 at that tune presented the teacher’s proposal concerning welfare bent.its for 1970. The prop sal as p.csented includes the .ollowing. a. A Profession al Negoti lion agreement which would make the Polk-Lincoln-Johnson Teacher. Association the sole bargaining agent for teachers. b. A retirement serveran-e plan which would be available to teachers past the age of ti.ty and having a minimum of ten years service to the school corporation. c. Hospital and Major Medical Insurance for each certified faculty member. d. Pay periods to be changed from twenty-four (24) to twentysix (26) pay periods per year. e. Request that the board accept the salary schedule as proposed by the Association. f. Tax. Sheltered Annuity payments to be deducted upon request of the individual teacher. The board took no action on the proposal and requested time to review the proposal. Other items of business attended to during the regular meeting in ’ *de the following: -Acknowledged invitations to dedication services at Triton High School on April 20. and New Prairie High School on May 4. -Accepted teacher resignations from Miss Mary Slick, English teacher at John Glenn High School; Miss Barbara Leininger, 3rd grade teacher at Walkerton Elementary School, Mr. James Thomas, English teacher at Utey Middle School, and Mr. Charles Mason, mathematics and physics teacher. -Approved 1969-70 teacher contract for Miss Lynette Swanson to teach in the elementary school. -Approved a special board meeting for April 22. 1969, 7:00 p.m. WALKERTON POLICE MEWS Appearing before Justice of the peace H. Plans were given for a natural screen between U.S. 6 and the Sanitary Lmd'ill at the west edge of Walkerton. Other items cf bu iness were briefly mentioned including one by program chairman Sam Shobert. He stated the May meeting will be an open di - cussion with the board of directors serving as a panel to dhctia ideas and plans for the area Mr. Shubert also intr duced the speaker tor the meeting.

Exchange Student t Ab Miss M.nna Muller a senior in North Liberty High School, an exchange student from Germany will be the guest Os the Walkerton Business and Professional Womens Club dinner meeting. 'i mu >v evening April 24 at 7 o'clock EST. Miss Muller, sponsored by the Pine Creek Church of the Brethren is residing with Mr. and Mrs. Elmer Halt, R. R. 2, North Liberty. She comes from the Northern part of Germany, about 150 miles west of Hamburg. She came to this country with the International Christian Youth Exchange (I.C.Y.E ). The young guest will show slides she brought with her an I tell interesting things of hei country and answer questions. Members are urged to invite a frit nd to this dinner meeting and hear first hand Miss Mulh irnpie aon of our country and give us a clear version of the type o' young person both heie and foreign lands given this opportunity <»f exchanging educational training. North Liberty Alumni Banquet Set For May 24 The North Liberty Alumni Association officers met at the home of vice-president Udo Radandt on Sunday, April 13. Several new ideas were discussed and it was determined that the alumni will be held May 24 at the St. Peter and St. Paul Serbian Church Grounds with music by Eddie Knight’s Orchestra. The attendance at this year’s banquet will determine whether the alumni will continue or be abandoned. The Alumni has to guarantee a minimum o' 200 dinner reservations in order to meet at the Serbian Church Grounds. WALKERTON TOWN BOARD NEWS The Board of Trustees of the Town of Walkerton convened in regular session. Tuesday evening. April 15th with hlliaing in attend.in e: Pres.. R. A. Nusbaum; V-pres., G. W. Ochs; Tiu-tees. (E. Dill and K. E. Hufstettcr. Tru-tee O. (’. White being absent from the city. Minutes of previous meeting were pie anted and adapted. Outstanding claims were presented sci ci.n-i .mit i n ari l review and following same were authorized payable from respective funds. Following discussion of the ruling (r; the U.S. Department of Transportation in regards the u'ficial time observance in the State of Indiana, the Board unanimously passed a resolution placing the Town (A Walkerton on Eastern Daylight Savings Time, effective Sunday, April 27th. As Walkerton is presently observing Eastern Standard Time it results that local citizens will move their clocks ahead only one hour on April 27th while remaining communities of St. Joseph County will be required to adjust to a two h,iur jump due to their present observance of Central Standard Time. Proposed replacement t.< present shelving in the Community Building was again tabled by the Board as only one price quotation has been received as of date and was belief of Board that additional price quotations should be procured to making an official decision on the proposed improvement. Board was advised that a crack had developed in concrete steps of the Community Building, due to probable settling o' the base. As the new steps were constructed late last fall, the Board was advised that contractor had been contacted and had agreed to make necessary correction repairs. Utility Supt. K. L. txnepper was authorized to purchase necessary electric distribution line voltage capacitors as will be required on the various circuits o-f the t< wn’s utility system to improve the power factor rating on the system. Comparing preferences to following South Bend or other surrounding area if a difference be. over 64 per cent desired to follow South Bend, less than 35 per cent following the other surnmnding area and the balance, wrote in Chicago. By far and away, the most jxipular choice where those opinions on both issues at once were to be with Sv>uth Bend, but wanted Eastern Standard Time. It was obvious that the people of the Walkerton and North LdMTty area in particular want to be with South Bend, but did n >t care lor South Bend to buck at that time, wh.it it appeared most of the state if Indiana was chooung. to remain on Eastern Stand aid uiMo id of Eastern D yhght.
