Widespread interest in the revision of present real and personal property taxes has resulted because t/f the almost 30G increase in these tax rates in just the past two ymrs wi St. Joseph County. It is acknowledged th.it even the most prudent local officials will have difficulty in restraining a further rise in the face of salary increases and the general inflationary trend. With the 1969 state legislative session less than ninety days away, there are bills already being prepared to reise the existing property tax structure. While the exact provisions of these bills have not been disclosed they will undoubtedly call for limitations in property tax rates or even complete elimination o r the personal or inventory tax to he replaced by an increased sales or income tax. It is the intent of the conference tu explore in depth all the potential proposals for the considelation of those attending. No particular plan or bill is to be endorsed by the conference or its spon.^rs. The conference will begin at 9:30 am. and will be divided into four sessions. Speakers from the State Tax Board, the State Legislature, and representatives of the City of South Bend will be announced later. The conference is open to every* no in th*’ state cum erned with this problem. John W Hicks is executive assistant to the president and professor of agricultural economics at Purdue University. Dr. Hicks was bom in Sydney, Australia. He gnaduated from high school in New RocheHe, N.Y., received a bachelor o' science degree from the University of Massachusetts. and the master of science and dtx tor of philosphy degrees from Purdue. During World War II he served in the Army Air Force:; in the United States and Pacific Theaters. In 1946 Dr. Hicks was instructor in agricultural economics at the University o' Massachusetts. He was app* inted to the faculty of Purdue's department of agricultural econ >mic< in 1950. and was named to hi present position as executive assistant to Purdue's President Frederit k L Huvde in 1955. In addition to his Purdue duties. D Hicks has carried on a number of other activities. In 1953-54 he was staff director o* th*- Indiani Uommission on State Tax and Financing Policy, and Inter served as a consultant to the Cnmmi-sion. During 1961 and 1962 he wa chairman of the Indiana Post High Schisil Education Stud' Commission, created b\ th** 1961
