A MERIT SYSTEM I • I believe a merit system shou’d be set up for promotion and advancement of personnel within the Department • A’so, there should be an active recruitment program to obtain personnel with the highest education and skills available, wi*h the budget allowance. D A retirement program should be prov.ded as an incentivt to attract and retain the most qualified pe sonnel • A Cadet Prog-am to form a hard core for future leadership, and also to bridge the gap between high school graduation and the 21 year old age requirement for police recruits Z PART 5.
