After 101 days of < numltte reports, action in both houses that have resulted m almost everything but a good old free-for-all, tile -State of Indiana now has a r.ew tax pl.ui. This plan naturally makes taxes ccnsuh.abiy higher. After a gruding 61 day regular ses ;on was completed, a special session of iu day, was called to omplete work left undunej These 41 days were filled with mure proposal ; than Car ter has little pal.-, all meeting their doom Somewhere along the line until late in Friday's session, Lt. Governor Hubard O. Hislme wa forced to vote, breaking a 24-24 tie on the lax is,ue. ^The new pr grain, to go into effect on July 1, 1963, was the first change in the state tax structure since 19333 Indiana fur years had opvr tied with a balance, tut in recent years, began to use up Lias balance until they were < on.ing out i . the r< d. Ths forced tax revision 11. is yeai and the battle that accompanied it. 5 Under the new program, atwo per cent sales tax has been added, a two per cent adjus'i 1 gross L.emne tax tor individuals, a two per cent a ijus’.ed gios income tax for corporations and higher gi /ss m< me tax rates for corporate taxpayers. The new program will add an e tinuited $231 million in addition al revenue mainly to support the pr-po-d state budeet. to Indiana will be to some measure a means of "getting even with some of the neighboring states. Many states have had a sales tax for y< ars and sue. rssfully, we might add. However, an Indiana resident traveling or doing bm ,m-ss utside ot Indi i: a, was subject to ail these sak.s axes while outsiders to our st tie nad no tax I to pay of any tyj • other than the gas line tax which every state has anyway. And. this gas tax is aueady earmarked for highway use. Just what the new tax will mean to the many involved remains to be seen. Certainly it will have its share of headache and changes for bookkeepers around the state until the time it becomes more familiar It will make pennies p pular once again in our state as in the neighboring stale,. And last but not least, it will add to the growing pile <>f out flowing money fr< m each and cveiy pocket and p » ketbook in the state. This is the hardest pill to swallow but it is a ne es.sary increase to continue to operate our stale on a status quo ba-:s. The schools were the persons who would* sutler if no tax increase would have been included in the legislature as local schools colleges and universities. m< ntal health, consenati n and other areas were the chief agent -es to gain by the increase. Any tax pill is hard to swallow. but if this current program works out successfully in the needed places, maybe that will provide the sugar coating that makes it more worth while. P S We did notice recently that the legislators did not have much trouble deciding on one subject, that being their salary. Very quickly each was voted $3,-. 00 per dny for the extra session. In addition to that, a substantia! increase was voted for the coming years This was I thoroughly summed up by one legislator simply as he said the pay increase was included "Bee ।tu.u we want the money.”
