READY OX THE ISTHMUS NEW YORK. March 12. William Nelson Cromwell, counsel for the Panama Canal Compauy. galled for France to-day on the steamship Now York, to arrange for the flnal transfer of thr property and records of the company to this government. Before leaving he announced that the Isthmi.iti rorr n.:-si n will s til from New York for Panama on March 29. "I will attend to all the formalities.'" he aid, "the holding of flnal meetings and the getting ready of the archives of twenty years and all necessary papers for the flnal transfer. I will also arrange the details o that the turning over of the company's property will be simultaneous with the turning over of the property and rights on the isthmus. I will bring back the deeds of transfer, and they will be formally turned over to the attorney general and the secretary of the treasury in New York.' Things are in such a shape on the isthmus, he said, that Admiral YValk.r and the commission will be in a position to undertake the work leading to the actual transfer, and he had given orders to the cornpan v s agents in Panama t afford to tne canal commission every facility to examine and study, or for such aim as they desire to take, the same as though the canal was formally in the i -i -u of this governtnent.
