The New York Financier says: "The statement of the associated bank3 of New York for th week ending Oct. CI fchowa that the position of the institutions a a whole is better than it was a week a&o. They have increased their caeh holdings and their surplus reserve, bringing tho excels cash in banks to Jt7.4C3.225, which Is higher than it has been since August last. From a banking standpoint thla indicates the result of the conservatism, which has been a -leading characteristic of the situation for some timo past, although the statement does not tako in account the heavy loans which were xnnde Friday during the flurry. The opening was strong nd higher under liberal buying for both accounts, despite lower quotation for American securities in Ijondon and cabied advices of a rather discouraging nature regarding alleged impending tlnanclal and political disturbances in connection with Kaffirs abroad. Buy State Gas rose Vn per cent, on a variety of rumors. Including that of a settlement of all differences between the conflict ing interests in tho property. The fai.ur ! of conurmatlon of the report, up to the close of business, subsequently caused a tsharp reaction of 1JU. The extreme advances in the other leading shares ranged up to 2U ier cent. Tho early trad'ng of the week wns marked by a continuation of tho buoyancy that had characterized the previous week, under the stimulus of cheerful forecast. of the financial and general business outlook to which the animation in the cereal markets and increased foreign demand in a most important degree contributed. The steady Import movement of gold and the Increased strength of the resources o the banks and treasury also constituted a buek log to the operations of the bulls. On Tuesday, however, a daring "scoop was engineered, presumably by the bear leaders on vague sensational rumors of impending political complications between this country and Spain regarding Cuba, The street fell into the trap. An ensuing rally on tho vruiua.tfted denial of the reports was check-d by growing firmness In the money market and subsequently a dull and drooping market was noted. On Thursday the epecu.ation became dt-mora'.lzed on semipanic rates for cull money, a flat 10 per cnt rate being reached. The excitement Htlmulated relief action by a number of banks the next day, and a pool was fcrmed with an aggregate surplus reserve of J13.VQ.iM) to lend money from Friday to Monday next at equivalent to r.i per cent, per annum. This action caused competition between lenders and the rate subsequently fell to 6 xcr cent. A large demand for cash gold had also been reported at advancing premiums, hut at the close the Inquiry fell off materially. Form- comment was excited over the continued lirmnesu of the foreign exchange market in the face of the stringency in money, but this was partly attributed to the belief that the hlh money rates would only last for a very brief period. Tho news of the bank iol stimulated renewed confidence and heavy buying orders for both accounts caused advances or 13 per cent, in the active share. Tho Snow-Church Company's weekly report says: Itegaralng business during the week ending Ovt. 31, it was conspicuous by Its absence. The all-absorbing topic for the present seems to be pollti:. the early solution of which and the many lnd;cations of strength xhown in the markets, by leather and rubber good and all the leading star leg. is conclusive proof that we will soon xperirnce an era of prosperity. Heavy offerinss cau&ed tho decline. Alany brokers are asking Dc and 10c margins to carry wheat lines over election, as Monday's market will have a decidedly holiday aspect. The result was that a good deal was offeied for sale. For a time the market took the offerings readilj but finally the demand slackened and prices weakened.
