Tbe Illinois Central Las at last been drawn into the fitfht and has an nonnced redactions to New Orleans and Memphis to take effect next Saturday. Its rates to New Orleans will be $20 first class and $12.50 second class; to Memphis. $12.8 first class and f 7.50 second class. The Illinois Central' first-class rate to New Orleaneis still S2 higher than that by the Monon and its southern connections, but on second class It fully meets the Monon' Xonr-dollar rednotion, the standard tariif being 10. The Monon also applied the knife again yesterday and announced a further reduction of 2.&J in the ronndtrip rate between Chicago and Cincinnati and Chicago and Lomsville, . This brings the round-trip rate between those points down to $3,50, while the one way second-class rate still hangs at $3.50. llow Itate Wan JLre Started and Continued. A few days" ago a general passenger agent,' speaking of the demoralization in. rates which bas prevailed since the early Bummer, said It was astonishing that a rate war could be inaugurated or continued upon such trivial grievances as those which bad caused the trouble with the Eastern lines the pa&t season. He then, sketched the trouble substantially as follows: Tbe Pennsylvania Company announced a rate of one fare for the ronnd trip from all points on its lines to New York on acconnt of the Christian Endeavor convention, with a twenty days' limit for return. The Chesapeake Sc Ohio and Baltimore & Ohio followed suit with an oiler of a lifteen-dollar round-trip rateclaiming tbe right to their dirterential, the same as on reznlar business, and giving a thirty-day limit for retnrn. This reduced figure and extended time were very promptly met by tbe Pennsylvania, which denied the right of Us rivals to a ditlerential on excursion business. The C & O. and B. & O. immediately rcanced their rate to 313, insisting on their ditlerential as before, and Hiving a sixty-day limit for return. On this basis all went to work for business, the Big Fonr coming in with tbe Pennsylvania on the $15 rate. According to advertisements, tiokets wero to be sold at these reduced rates on the 2d to the 5th of July, inclusive, apd it was supposed that with the sales ellected in those four days all lines would be satisfied and ready to quit the rninons strife, lint tbe fonr days proved to be only the skirmish preceding the battle. It chanoed that tbe Pennsvlvania learned that the Big Fonr, which had not been able to secure the suffi cient sleeping-cars on the 5th. had allowed Its conductors to permit their passengers provided with the cheap tickets to go for ward on tne first train of the sixtb. Thereupon, the Pennsylvania announced that it would continue to sell tickets at 15 for one week longer. Tbe week expiied. And all supposed tbe trouble at an end; but again an excuse was found lor continuing it. On the 13th a ill Four passenger man was shown by a scalper a book of tickets which he said were Pennsylvania tickets, and wbicb he declared the scalpers were well stocked with. Tho first ticket in the book was. in fact a ticket reading over the Pennsylvania. What the others were the Big Pour man did not etop to examine, bnt taking the 6oa!per'a word for truth he hurried off to his superior and told whjat ho had heard and seen. . That officer telegraphed tbe general passencer ageit, who at once ordered tbattbdt $15 rate be continued for a week longer. . In the meantime tbe C, II. & D. and the Erie had taken a hand in the struggle for business and wore selling at 13. The third week saw matters m still worse shape, as all lines were giving stop-overs, and local t ratlic was beginning to sutler in consequence. At tho clos of the third week all lines except the C, H. & D. withdrew the low rate; but as that line continued to sell at the reduced figure, all the others resumed the sale of low-rate tickets for a week longer. On the 25tb, however, it was announced that rates wonld be restored to taritt on the 80th, and tbe general passenger agents, apparently, ashamed of having permitted so ruinous a war to wage so long on such trivial grounds, actually withdrew the cheap rate, and since that elate peace has reigned. Proposed New Agreement The committee of managers and ricepresidents appointed by the Western Freight Association to formulate a new agreement or suggest amendments to the one already in existence met at Chairman Midgley's office, in Chicago, yesterday. There was a full representation of the Missouri river roads. At the morning session a resolution was unanimously adopted providing for tbe organization of s tonnage pool to cover all competitive trallic in the territory of the Western Freight andTransmissonri Association. This action.- of course, is in the natnre of a recommenda tion, to be passed upon by a general meetiniz to be held later, should all tbe lines interested subscribe to the agreement, and live up to it, there will be an end of cut throat competition in the West, and the rate problem will have been solved. It is proDoted to make tbe agreement binding lor ft period of live years at least, and to appoint an advisory board with full au thority, to oraer aiversions oi ireignt wnen ever such a course may appear necessary to preserve the equalization of tonnage. This leaves only the Denver fc ltio Grauda to share with the Southern Pacitio the bonorof remaining with the sinking pnip. tinder the circumstances it would seem to be a useless formality to give thirty aays notice of withdrawal from an organization that is certain to die within that time. It is possible, however, that the roads taking that action are shrewdly guarding themselves against any technical point that may be raised to hold them responsible for any of the association ex penses after the ninety days have expired. Local freight business with ail lines con tinues very brisk. In fadt. it is quite be yond the capacity of the majority of the roads to handle with promptness. One superintendent remarked that his chief busi ness at present was to aToid meeting pat rons of the road, as the lack of both cars and power to move local freights was in many cases proving a great detriment to the business of local dealers, and he found it very hard to convince people that they were not being discriminated against It is diflicult to approach most of tbe freighthouse platforms by reason ot the space being crowded with drays and transler wagons, and it is quite impossible to make one's way along the platforms owing to the barricades of freight MORTALITY OP THE CITY. Deaths and Their Causes During SeptemberDispensary arid Hospital Reports. The September mortality report shows that the total number of deaths for that month was 179, of which 164 were white and fifteen colored, eighty-nine male and ninety female, ninety-seven single, fifty married. fifteen widows, twelve widowers, and five not stated. Tho principal causes were cholera infantum, of wbicb five died; con sumption, of which eighteen died; typhoid fever, of which thirteen died; heart disease. of which nine died, pneumonia, of which six died, and inanition, of which eleven died. The monthly report of the City Dis pensary shows that 403 people were treated at that institution, ther were 142 patients visited, there were 36 visits made, six deaths, three births and eleven sent to the hospital. The September report of the City Hospi tal shows that 150 were cared for at it, at an expenditure of Sl,J3J.tJi. I here were thirteen deaths and sixty-six people dis charged as cured. No More Bonfires. Superintendent Colbert instructed pa troimen. at roll-call, to arrest persons building bonfires on the street between sunset and sunrise. These fires, he says. are seen by the tower watchman, who, not Knowing tueir uaiure, boiiuus an aiarm oi fire.
