A belief prevails that tie Pennsylvania is behind the enterprise; that the Flint & Fere Marquette company is also interested, and that in the end it will be a means through which the Vandalia Trill bo able- to work Detroit business to adfantage. When it is taken into consideration that Detroit handles the largest tonnage of freight of any point in the country it will be seen that it Tronld bo a great business ruovo for the Pennsylvania lines to get in there. The Toledo Blade gaya regarding this enterprise: 1 he universal belief among railroad men in the city is that the Pennsylvania Company and the Flint & Pere Marquette have entered into an agreement to build a joint line between here and Monroe, so that the tracks may be used by both companies. An easy entrance Into Detroit could be made, which would be only a few miles out of the regular distance, by building a branch lino from Wayne, on the Flint &, l'ere Marquette, into Detroit The general belief at present is that the Pennsylvania and Flint fc Fero Marquette will use the lame tracks as far as Monroe, Micb.. and that the Pennsylvania Company will continue its line from Monroe clear through to Detroit, building west of tho Lake bnoro ana Michigan Central lines. It is reported on good authority that ever since the Lake Shore and F. & P. M. railroads severed all - relations with each other in regard to the passenger trains of the latter road using the former's trscks to secure an entrance into this city, which was a few weeks after the Lake fchore tunnel accident, that the Pennsylvania Company and the F. &, P. M. people have been trying to briutr about a traffic arrangement. TheVanrtalia line, a branch of the Pennsylvania system, which sow runs as far as hu Joseph, on the cast shore of Lake Michigan, will be built as far north as Luaington this year, by means of the F. A P. M. the Pennsylvania can make direct connections between Toledo end its Vandalia system at Lndington, and with a line to Detroit the Pennsylvania Company would have the Michigan territory pretty well taken care of. The intention of the Pennsylvania Company has been to keep its movements quiet and a " complete secret until it was ready to make a dash and build a line between Toledo find Detroit in a few months. A meeting of the Chicago committee of tho Central Traflic Association was held yesterday, at Chairman lilanchard's office, for the purpose of making further elioits to harmonize the difference in regard to switching and cartage charges. An important phase of the situation is the arrangement made by the Chicago & Grand Trunk with tho Chicago & Northwestern and the fit. Paul roads, whereby all freight billed in cither section is billed at the terminals of the companies carrying it, switching and all other local charges on the traffic being absorbed by the Grand Trunk. This arrangement allows the Western roads more for their haul than they received when the switching tariii was in force. At the meeting Chairman ISlanchard and tho representatives of the interested lines tried In vain to induce the Grand Trunk to cancel the arrangement with the Western roads. They were equally unsuccessful in their Sorts to prevail on that road to restore the switching tantl. It was decided, hewever, to keep up tho lijrbt, and au adjourned meeting will be held i riday, to further consider the matter. At the present time all the Eastern roads are absorbing switching charzes within the city limits, both on east and west-bound traffic. Denied by 'ew York Central OQcta!i. The monthly report ot Ticket Agent Keen shows that tne receipts from sales of tickets of the Vandalia at the outside offices fr.r A'bruary were $i,112.b0 in excess of Febrnary. The official report of George Mender, superintendent of the Chicago division of the Dig Four, showa that last month LS.l'1 loaded cars were bundled on the Chicago division, against 2 I.MS in February, lb'jl; increase this year, cars. Van Winkle, general fcuperintendentof the St. Louis Terminal Company, was in the city yesterday, looking alter some privato matters.--The Wabash'management annouces that hereafter all positions vacated on the system will be tilled by promotion of men in the employ of the company. Chief Engineer Hall, of the L.t N.A.& C. (Monon). has begun, preparing plans and specifications for new depots at Bedford. Mitchell, Crawfordsville and Greencastle. ' The Vandalia has put passenger trains on its Center Point coal branch. A local train is run on the branch each way twice a day. There are two telegraph stations on the branch. Frank Chandler, general passenger agent of the Wabash, returned yesterday from Canada, where he went lor a conference with Wm. Edgar, holding tho same position on the Grand Trunk. II. J. Hargraves. commercial agent of the Illinois Central road at Kansas City, has tendered his resignation, and Donald Kose, contracting agent at that point, has been appointed acting commercial agont. The railway freight agents of thirteen roadsmetat Chicago yesterday to discuss a proposition to consolidate the three freightclaim associations of the country into one national association. There will be another session to-day. On Saturday last, on the Big Fonr system, there were handled 5,37 Aeigh tears! of that number. 4,512 were loaded, and tbe passenger trains hauled Kb53 passcngsrs. as shown by the report of Superintendent ot Transportation Kose. Charles Hughe?, on March 1, began his twenty-fourth year of service with the Pennylvania lines, all but three of which he has been a passenger conductor, until qnite recently running only on the Little Miami division of tho Pennsylvania system. Tho coal-carrying roads of Ohio and Pennsylvania will hold a meeting to-day at Pittsburg to discuss freight rates. The roads claim that rates are now as low as they can bo and leave auy profit to tho roads, to large a per cent, of the cars are handled empty one way. W. R. Woodard, general manager of the Kentucky & Indiana bridge and its terminals, has returned from the East. As yet he has cot divulged to any one tho result of his visit to New England, but should he accent a position on one of the Eastern lines it would not be a surprise. Tho Vandalia notifies connections that the company proposes, on March 13, to open a freight station in St. Louis, at which St. Louis freight will be handled instead of being handled at East St. Louis, as is now done; that is to say. they propose to make delivery of St. Louis freight in St. Louis. The aggressive Norfolk & Western management, it is stated, is in a fair way to get into Cincinnati by using the Cincinnati, Portsmouth & Virginia road between Portsmouth and Cincinnati, a distance of 100 miles. The line of the Norfolk & Western, between Cincinnati and the sea-board would then be but twenty miles longer than the Chesapeake & Ohio. William Eaton, who for some years was an engineer on the Nickel-plate road, runningout of Fort Wayne, when visitiug his father-in-law, who resides in Denver, Col., a few years ago, was induced to invest a little money in mining stool:, and he is one of the fortunate persons. He has sold his interest nt a net profit of $43.00). Mr. Eaton has decided to make Denver his home. The Chicago, Altamont & Paducah Railway Company tiled articles of incorporation at brringtield, HI., yesterday. It is proposed to build a railroad from Altamont, 111., to Paducah, Ky. Tbe principal business office is to be at East St. Louis, and the capital stock is $5,000,030. The incorporators and directors are Pidello Smith, of Clinton. O.: Walker G. Cow en. of Cliarterri. Pa.; J. IL Mcssicks, Thos. L. Tehele and E. IL Hoads, of East St. Louis. The C, C, C, & St. L. (Tig Four) system earned in the third week of February, 244.;3; increnso over the corresponding week of 1801. S5,13. With this comes the official statement of 11. E. Ingalls, president of the liig Four, of its January business, which shows that the system earned, net, in January. M.CG7; increase oyer January, 1801, 817,044. The increase in gross earnings this year was S21.5111 II. W. Hibbard. general freight agent of the Vandalia. returned from New York yesterday, where ho went Lr a conferonco with Chairman Goddard, of the trunk lines, and other freight officials. In commenting on tho arivanco in west-bound rates from Indianapolis, noted in yesterday's Journal, he said it was au outrage, and that ho made such n light against tho advance that it made him enemies. When the managers of tho Western Traffic Association reconvened at Chicago, yesterday, the trouble over sugar rates to Kansas points was quickly settled. The Atchison and the Missouri Pacific, tho only lines that held out against Chairman Midgley's ruling, agreed to withdraw the unauthorized tariils, and a brief resolution to that eilVct was adopted. This was all that Was demanded by tho complaining roads east of the Missouri river, and they were satistied. Newark, N. J., has over one hundred railroad crossings at grade with the streets of the city, and a movement is on foot to elevate the tracks above the grade of the streets. The Pennsylvania company has o tie red to make the improvement, and It is thought that the other railroads running in there will do likewise. At one crossing in Nowark over fifty lives have been lost sinco the roads crossed that street, and the Common Council has taken up the matter in earnest. It is feared at Chicago that a senons demoralization in rates will be the result of J mi co Allen's decision regarding the right of ratiro ids to cut rates and traffic destined to points in Canada. Such roads as the Wabash (in connection with the Canadian Paciiio and Michigan Central), and the Chicago & Grand Trunk, can. it is claimed, privately make whatever rates they please nnder Judge Allen's decision, though tuey are likely to be careful not to do anything to haetou stringent legislation against them on the part of Congress. General Manager Echols, of the Newport NewsA. Mississippi Valley road, yesterday issued tho following circular: "The arrangement for some time existing betwcea this company and the L., .. O. & T. railway for joint traffic officers has beeu abrogated, rrom and after this date, and until further notice. Mr. 11. F. .Mitchell, general freight agent, at Louisville. Ky,, wiU have charge of all matters pertaiuing to the freight traffic of this company, aud Mr. W. 11. Pronty, general passenger agent, at Louisville, Ky.. will have charge of the passenger traffic." At the meeting of tho Western Passenger Association at Chicago yesterday tho Wisconsin Central brought on n stormy discussion by protesting against the rale that re- ' quires every member to pay a percentage of r.ll arbitration expense?. The discussion, however, left ths question unsettled. At the request of tho Chicago. St. Paul k Kansas City road it was decided that tho routing ot delegates to the Republican national convention at Minneapolis should be

It is understood, although no official announcement tothaterlcct has ticenmnde, that II. S. McLeod will not have charge of the duties of general manager; that the place will be given s. I. Wigard, at present general superintendent of the company, and that K. M. lionz; will be appointed general superintendent. A COSTLY KICK. Employo Asks for 610,000 for Injuries In CIctrd by a Virion Horse. William Hickman yesterday brought suit against the Standard Ice Company for ilO,000 personal damages. Tho complaint alleges that the plaintiff was employed as a laborer by tbe defendant, and while at work with a vicious horse belonging to the defendant, and known to be vicions, kicked and permanently injured him. Fred Borgman, a former employe of the Panhandle road, recovered a judgment, yesterday, in Justice Feibleman's court, against the company for $139.73. Tho plaintiff proved a contract to work at 15 cents an hour for a day of ten hours, but he had been working, as the evidence showed, an average of twelve hours a day. An appeal was taken. Declared Insane. Frances L. Vancamp was yesterday declared of unsound mind by a jury in the Circuit Court She had already been declared insane by an insanity commission and tho Circuit Court action was taken in order to put her estate under guardianship.
