Jcrmans May Soon Have a Law Limiting the Privilege of Getting Drunk. Emperor William's Bill to Repress the "Jag Habit Likely to Fass the Keichita?-Goci Field for Informers and Black-Jlailers. (.Copyright, 1352. by t ie New Vork Associated Press. Berlin. Jan. 0. The Reichstag, next week. Trill debate, tho bill for the repression of drunkencess. The Bundezrath baa approved the measure as it was originated by Emperor William, only modifying the ne verity of ths penalties to be imposed open oflending j'ublio-house-keepers. The Ministers, it is known, consider the proposals with disfavor, and the members of the Itandezrath express doubt as to their practical value. However, the Emperor having set his bean upon trying the effect upon drinking of legislative restrictions, has obtained from them a hesitating assent. The fate of the measure in the Reichstag is donbtfuL The Conservatives and National Liberals will support the bill, while the Freismnige and Socialist parties will oppose it, mainly because its provisions will invest the police authorities with exceptional powers of interference in the private life of citizens. The clause of the measure which baa caused the most widespread objection empowers the officials to prosecute all persons denounced to them as habitual drunkards and to canse tnem to be imprisoned until they shall have obtained a medical certificate stating that they have been enred of the liquor habit. Their property also may be seized and applied to the support of their families and of themselves daring the imprisonment. The bill fails so entirely to define what proof will be sufficient to warrant the arrest and sequestration of a person denounced as being a habitual drunkard as to enable malicious or prejudiced prosecutors free scone. The measure, if it becomes a law, will inevitably give rise to a host of malicio&s informers ana black-mailers, who will continually busy themselves in laying traps for the keepers of places of publio resort and who stand in readiness to blast the reputations of private individuals. - No public enthusiasm is shown in support of the proposals. On the contrary, the prevailing opinion seems to be that the bill will never operate successfully in any large section of the empire. When the bill was before the Bundesratb, Chancellor Landemann. of Bavaria, induced that body to discriminate between the various forms of 'drunkenness. It was found practically impossible, however, to classify drinkers of comparatively harmless beer and wine apart from the drunkards who are poisoning themselves with potato spirits. Prosecutions under the bill will follow when two witnesses of the otlense shall denounce the culprit, and should the measure ever come into active operation in this city there will be a mighty swarm of convictions. The Center party is divided upon the question of the wisdom of the measure, the majority leaning towards the bill as moral legislation approved by the Vatican. The result depends upon the Centrists, and therefore the bill is likely to pass. ' THE INFLUENZA BACILLUS. The discovery by Dr. Pfeifl'er. the son-in-law of Professor Koch, of the influenza bacillus, has caused considerable excitement m medical and scientific circles. The publio ask of what practical use these revelations can be until a principle for the destruction of the bacilli shall have been obtained. The discovery of bacilli brings no comfort to the suffering, according to the Japanese physicians. Dr. Kitisato, who is assisting Dr. Pfeitler in his investigations, has. it was recently announced, discovered a cure for tetanus, but ths remedy bas not yet bsen tested, and the tetanus bacilli continues to tnrive. The report of Dr. Pfeitler, which was recently read at the Charity Hospital, details how the Doctor traced the intiaenza bacilli, and describes their special eharaoteras distiuotfrom that of other bacilli. The report concludes with the single practical recommendation to combat infection by removing and destroying the sputum ot persons suffering from intiuenza, and by laeping the surroundings clean and thoroughly disinfected. The strike of printers is still partly on in Berlin, Leipsic, Frankfort and Municb. The strike leaders state that 10.000 men are still out and that 14,000 men at work are contributing to the fund for th support of the strikers. The leaders also claim that if assisted from abroad the men '.rill be able to holdout until their movement is crowned with success. A number of the master printers in obis city have conceded the demands of the men, and 1,400 of the strikers have been enabled to return to work. The condition of the strikers in Berlin is hopeful, but the men in Munich, Leipsic and btuttgart. . where there is less prospect of an immediate return to work, are suffering greatly. Public meetings have been held in every provincial center for the purpose of expressing approval of the movement, but material support fails. If the men had not associated their cause with socialism, popular aid would have been more readily secured. As matters now stand, unless further foreign help is received tho movement will inevitably collapse. 1 1 err Bebel, the Socialist leader, in an address to a conference of workmen at Alul house, at which one thousand -persons were present, proceeded to attack the capitalists and the bourgeoisie in his usual vein. Ho was permitted to proceed until he began to comment upon the annexation of Alsace-Lorraine, when the police, who were present in considerable force, compelled nim to desist and broke up the meetin amid cheers for Herr lie Del. The wife of M. Morkowzky. the noted composer and pianist, hasmysteriously disappeared. One report bus it that Madame Morkowzky was too fond of Ludwig Fulda. the playright. and hints that they are now enjoying eacn, others society, while another rumr is that the relations existing between Alorkowf ky and a young women of Washington D. C, one of his pupils, caused a rupture between the composer and bis wife. Intimate friends of the composer say that his wife's lively French character caused trouble between the couple, which has resulted in separation. The friends who made this statement declare, however, that there is no great moral defeet on either side. Murat llalstead has spent a week in this city. Air. llalstead started for Paris to-dsy. From there he will proceed to Lonaon. and will sail for New York on the 20th instant. Cook, the Boston world-trotter, and young Wilbur, of New York, were to-day released from jail, where they have been serving a term of imprisonment for defrauding a hotel-keeper. Cook persists that ho will carry out his project of 'beating'' his way around the world. Consul-general Edwards is recovering from an attack of influenza. At one time the Consul-general was considered to be in a critical condition, liis physician has adVised him to make a prolonged stay at Ems. THR1LL1'U TALE OP TAB WAK. How FriT&te Townsend, Who Was Paralyzed and Dumb frcn a Wcnnd,Eicaped ths Grave. Fpeclal to tie Indianapolis Journal. Spencer, Ind., Jan. 9. Thomas TownBend, who resides sU miles west of this city, attributes his present existence to circumstances which he considers little short of miraculous. It was during the siege of Fort Donelson, in February, 1SG2. that he fell, shot through the cheek by a minie ball, which tore away his palate, and left him unable to move a muscle. He retained consciousness, however, and was able to understand all that was going on about him. He lay on the ground twenty-four hours, when a detachment of comrades came to bury the dead. He could hear them talk as they performed the sad duty, and when they had completed his grave he learned from their conversation that he was to be interred with Comrade Hal torn. The soldiers placed the corpse of his comrade in the grave. Two of them then rolled Mr. Townreud in his blanket and lifted him from the ground. His form was limn, and one of them suspected that life tras not j et extinct, and they left him nn-
buried until they completed their task. They returned in an hour, and, after some debate, decided to take him to the camp. The same day he was placed on board a steamer, with other wounded, to bo taken to tit. Louis. On the way the boat stopped to bury those who had succumbed to their wounds, and again thoy gathered about him to decide whether he was alive or dead. All save a citizen physician of St. Louis were of the opinion that he should be buried with the others, and it was only through his intervention that Mr. To wnsend was saved. Having arrived at St. Louis, this physician, to vindicate his judgment, took charge of the case. The first time that Mr. Townsend remembers having been able to move a muscle was when given a swallow of br&zdy soon after his arrival at the destination. His recovery was slow, but it came, and he returned to Owen county. His power of speech had left him. and in the toof of his month was a bole through which, by means of a glass, could be seen the optio nerves. For several years he was deprived of speech, nntil a roving doctor came along, and ont of a silver quarter hammered a plate, which he inserted in his month to cover the bole left by the loss of his palate. He soon was able to converse, and to-day speaks with remarkable clearness. His chief suffering come from nervous trouble, caused by the wound. He was pensioned by special act of Congress. REVENGE IS SWEET.
Waj the Cry of a Would-Be Assassin, Then He1 Opened Fire on 8ylvester Tracy. Fpeclal to the Indianapolis Journal. Crawfordsville. Ind.. Jan. 9. Last night about 9 o'clock a bold attempt was made to assassinate Ves' Tracy, son of John Tracy, as he was passing along East Pike street toward his home on the' corner of Pike and Pino streets. Tracy had been attending prayer-meeting service at tho court-house, where he had taken an interesting part. He states that as he was walking along, whistling softly, having his hands in his pockets, a man, wearing a - large fur overcoat, suddenly stepped from an alley and faced him. The strange man held a revolver in his hand, and remarked as he thrice pulled the trigger: Kevenge is sweet: I'll even np things now." The would-be assassin then disappeared up the alley. Tracy being only a short distance from his borne, managed to reach there, and a doctor was summoned. It was found that two shots bad taken effect one penetratin g tbe left lung and the other entering the left shoulder. The ball that entered the shoulder was removed.and isa22-caliber. Tracy started downtown this morning, to give the police a clew to the man who had attempted to take his life, but the doctor sent him home. His lung wound is giving him considerable pain. The police have been busy all day trying to get a clew to the man that did the shooting, and it is probable that he will soon be nnder arrest. Tracy says that he has no enemy, and can give no explanation for the attempt on bis life. One or the Jall-Ilreakers Caught. Fpeeial to the Indianapolis Journal. ScpxTsnuRG, Ind., Jan. 9. James Avery, who escaped from the county jail last night, wa recaptured near Otisco this afternoon and brought here on horseback to-night. When he was returned to jail he was ' presently taken with a congestive chill from the exposure be endnred and now lies unconscious.
