Customs Collector Hildebrand has prepared a few figures relative to the business oflSOO and 1S01 at tills port They are as follows; 1800. 1831. Bonded cars receired 703 . 03 Ronded peckagea received-. 61,10$ C3.870 Value of imports t3T2.M4.00 $333.20.00 Duties collected tU5.C12.20 $153,M7.32 Average rate of duties S3 5-7 28 These figures prove pretty conclusively that under ibe McKinley tariff the cost of importation is less than it was before the enactment of that law. According to the above figures they were 7 per cent. less, thougn the year lfe20 had three months of the McKinley law. Tbe majority of the imports for 1891 were dry goods, naeensware and metallic goods of more or leas value. Tbe countries represented in the order of the quantity of importations were England. France, Germany, Italy, Scotland. Japan, China, Hungary, Belgium. India, Austria-Hungary. Turkey, Netherlands, and almost every other country on the habitable globe was represented to some extent. Wines, brandiets, gin and mm, cigars, olives, fruits and preserves. Local tobacco-dealers have begun to import the leaf tobacco direct from Havana, much to their own saving. The largest line of importations and tbe costliest, and the one which pays the government the most money, is queensware. This includes everything from common stone ebina to the rarest and costliest vases and images. Thousands of dollars in toys are received here every year from Germany. A few months ago Cbarles Mayer & Co., imported 8KS cases of toys and playthings from Germany, for the holiday trade. Considerable American whisky has also been received during tne year, returned from tbe foreign storage houses where it has been boosed. Several years ago Congress came to the relief of tbe large whisky-dealers of tbe country by passing an act allowing them to ship their bonded whisky to foreign ports for storage. The conditions were that if it remained unchanged in any particular it eould be returned to this country and received here by the payment to the customs officers of the DO cents excise tax on each gallon. Bigexport companiesconldn't raise the money, and twice the time was extended two years each. The whisky was sent mostly to the Bahama islands ana to lirnuen. Germany. When it is received for storage in foreign ports tbe customs officers there must keep a lookout that no alterations are made to it. and tbey are required to give tho United States otiiclals a written certificate that it has not been tampered with before it will be.received back into this country. All tbe meats that Kingan & Co. pack for the foreign market are packed in Liverpool salt, because it is leas pungent than American salt. This salt, when imported, costs Kingan &. Co. 13 cents for every 100 pounds, but the company is entitled to a drawback of 00 per cent, of this on all export meats, thus making this much practically free of duty. The fact may not be generally known, but tbe law positively forbids the sending of dntiable matter through the mails, whether voluntary or by order. Such goods are always liable to confiscation by the collector of customs, but by tbe discretion of the Secretary of the Treasury, where it is proven that no intent was meant to evade the import duty, the addressee may be allowed to keep bis goods, provided be pays to the surveyor of the port the regnlar import tax. At the exterior ports, sueh as New York, Boston, Philadelphia and Baltimore, an officer is assigned to duty in tbe postoffice, and such matter as comes thronah the mail that appears to be imported , and dutiable, he holds. Tbe addressee is notified and he, together with his package, marked "supposed liable to customs duty," aro hauled up before the collector. There the package is opened and if the collector is satisfied that no fraud has been contemplated it is turned over to tbe owner and the regular duty is paid. It often occurs that certain people make a practice of importing small arti'ts through the mail to evade the import i.iw Other instances frequently occur where the recipient has been made a present of some article by ef friend on the other side and is himself innocent of any intention to defraud the government. The law was made for the former class, however. HALL'S STOLEN RIO. Clew to the Thief Found Yesterday, and John Orin Landed Behind the Bars. An expressman called at Brown's livery stable, on West Washington street, yesterday, and presented an ordersigned by John C. Klhs for a buggy which had been left there a month or six weeks before. It was stolen property, having been taken with a horso from Danville, I1L It belonged to a lawyer named Hall, who had traced tbe horse to Atlanta, Ga., and learned that it had been sold to a trader, who sold it with the buggy to Brown, and was by him (Brown) sold to another trader to dispose of again in the South. The identity of the man who made the first sale could not be discovered, and when liall identified this buggy as his, it was turned over to him. and is now again in Danville. It could therefore not be delivered on the order borne by tbe expressman. Mr. Brown was exceedingly anxious to meet Mr. Ellis, and informed tbe police of the state of affair a. He was instructed to deliver a buggy and let the expressmen haul it to the writer of the order. Detectives Thornton and James were . deputized to be on hand. The claimant of tbe vehicle met the expressman on North Alabama street, about the hay market, and was quickly put under arrest. He gave the name of John Orin at the station-house. When seen by a Journal reporter Orin said: "I am not John C. Ellis, and I do not know such a man. The case against me looks pretty bad, but 1 did not steal the rig. and 1 don't know who did. Tbe order for the buggy was given me by a brickmaaon named Frank Convers. I first met him last spring in Elwood. We used to play poker together, and after I came here he met me one day and asked me to loan him 5. He lost it gambling ;n Homer Young's, and 1 again loaned him $5. This went tho same way, and four days ago I gave him $0 to go to St. Louis with. In payment of this debt he gave me a verbal order for this buggy, and told me to sign John . Ellis to it, I have worked here as a carpenter for several months. My wife and 1 have been separated for two years past, and I have been playing cards a little, bnt I didn't steal the horse and baggy. 1 don't know whether Frank Convers did or not." Orin is a man of about thirty-three years of age, and Is of fair appearance in face and dress. He had 05 in his possession when arrested, which was attached by Brown to repair his loss on tbe rig. The fact of the arrest was wired to Danville, and a reply was received telling Superintendent Colbert to hold him until requisition papers could be secured. QaarTtllng Constables. There is another ruction among the con stables. Arthur Whltesell recently resigned his powers as deputy to William G. Cook, of Justice Alford's court, and was appointed under Constable George Hutton. This angered Cook, who worked himself into a mood in which he drew a revolver on Wbitesell in an interview in Alford's court-room. Cook also, it is said, provoked an altercation in Crone Sc Dippers saloou with John Moore, a deputy under Constable Hutton, in which he again tried to use his revolver. His head and hand were very unsteady, and so he was harmless. His grievance was due to Hutton's appointment of Wbitesell, in spite of the latter being a .Republican. They Are Shut Oat. Too. The Citizens. Street-railroad Company, while suffering from its attack of economy, has ordered that the sanitary officers shall not longer be allowed to ride free. The threo inspectors cannot alTord. out of their salaries to pay their street-car fare, and thev cannot attend to their duties and walk. They called on President Frenztd and asked him to rescind tbe order, but be vowed he would not. Tbe Board of Health, in consequence, is trying to devise some means ox conveyance, and bicycles axe oi.
