Tfljraentcf Commissions to Be KesnmeJtj All Western Eoads New Rules Adopted' Ij Local Freight "Agents. v The joint committee of the Trunk-lino and Central 'Traffic associations has. according to private advices from New York, referred the matter of the Alton bojott to a committee of general passenger agents. This commission was instructed to make a fall report of the present status 04 the boycott and the commission question, and recommend action. Meantime, the Western roads hare lost no time in adopting the pace set by the Burlington. The majority of them have notified Western ticket agents that they will resume the payment of commissions in what has been known as forbidden territory. It is not the intention of an7 of these roads, however, to pay such vouchers for ticket sales that were made longer ago than Dee. 1. The Alton officials Seem rather displeased than otherwise at the prospect of the boycott being lifted. It has been a great advertisement for their road, and they have so arranged their business that it runs smoothly, in epite of tho hostility of connecting lines, and without any apparent loss of revenue. Of all the roads east and west of Chicago, there is probably none so inditlerent as the Alton is to what disposition shall be made of the 'boycott. A IUsform In Railway Management. The American Kail way Association has Issued a map showing the territory where car-service rules are in effect It shows that most of the lines in the Northern, Northwestern and Eastern States and several of the important lines in the Southern States have adopted car-service rules, and at the present rate of growth the system will soon be recognized by all the railroads nd shippers in the United States. It is a striking coincident that in localities where car-eervice rules prevail cars are more plentiful, and shippers and transportation companies are alike ben ti ted. In territory where the rules are not in effect the greatest scarcity of ears exists, due to shippers failing to promptly load and unload cars, which practically converts them into warehouses and works a detriment to their customers, the railroad companies and the publio in general. In the United States there are about one million freight cars, which, if all were loaded with wheat would be able to hold 1.000.000,000 bushels about twice the total production in the United States. There is no seotion in the United States where the rules are better observed than in Indiana, all of the roads running through and in tho State having adopted this reform, - It is noticeable that, notwithstanding the enormous wheat and corn crops produced this year, cars have been reasonably plenty, while in former years, and prior to the adoption of car-service rules, it has been ditlicult to supply the cars needed to move a much lighter gram crop. Indiana shippers who have investigated the workings and results of the present carservice system readily admit the benefits accruing to themselves, and are giving it their hearty support. New Rales to Go Into Effect Jan. 1. The local Freight Agents' Association has Gxed upon Jan. 1 as the date for the new rules as to collecting freight charges to go into effect. If a consignee does not wish to pay all freight charges, when the freight is delivered he will bo called upon to settle onco a week; but to have the benefit of this rule the shipper must give a bond, which will make the agent safe, he being held by the companies for all charges after freight has been delivered. The agents, under this rule, are several hundred dollars out of pocket, having been called upon to advanco Buch charges out -of their salaries. The bond given is similar in character to tho usual guarantee bond, with the following prorisions: "If the said .shipper shall pay to the agents of said railroad companies all freight and other charges due them, upon which credit has been extended, then this bond shall be void. If such freight and other charges are not promptly paid on demand after dolivery or shipment of the property then this bond shall be and remain in full force and effect, and said obligee, its officers, atrentsand attorneys may bring snit hereon in any court having jurisdiction of the amount, for tho use and benefit of said company or companies to whom any such freight or other charges may be due, and shall recover in addition to such charges all cost and expense of such litigation, including attorney's fees, without relief from valuation or appraisement laws of Indiana. The provisions of this bond shall extend to and cover and secure the payment of any and all freight due to any successor of said obligee or affy of its agents the same as though tiuch successor or agent was expressly named herein." f - -- I'ersonnl, Local and General Not. The Western roads rnnninfl into Chicago have voted to hereafter collect switching charges of per car on all freight consigned to connecting Eastern roads. The Pennsylvania Company, on Wednesday, placed an order for live hundred box cartwith the Erie car-work. They are to bo delivered at tho rate of fifteen a day after Monday next. Over the coal roads belonging to tho C. & K. I. Mr. Kockwell will place a trainmaster and a full Bft ot train-dhpatchers. In the past this work has been doue from offices of other divisions. J. W. Lamont has invented a car-coupler which is well spoken of by railroad men who bare examined it. The cars can be coupled from either the top or side without the brakeman taking any risk. Shipments of live stock to the Buffalo market this week havo been unusually large, and a very sharp tiaht has been iu progress between the llig Foar. via CleTeland, and tho Lake Erie & Western for the business. Mileage-books are steadily coming into more general demand. The official report shows that in November tho Cincinnati, Hamilton & Dayton sold, at the Union Station, Indianapolis, and its no-town office, 204 mileage-books. The Ohio &. Mississippi, in its gross earnings for November, shows a decrease, as compared with November. 100. of SJ&43. Last year its November business was unusually heavy, consequently a falling off this year is not a surprise. B. G. Stump, who for ten years past has been chief clerk of D. Cory, superintendent of motive power of the Cincinnati. Hamilton & Dayton road, has resigned to go into business for himself. Harry Dalzell has been appointed his successor. The Chicago V West Michigan now crosses the Michigan Central at New Buffalo. Ind.. above grade, having just completed the improvement at considerable cost. The tracks of the two roads are so located that this crossing was a very dangerous one. Tho Missouri, Kansas & Texas railway has decided to establish a dispensary at Denison. Tex., at once, and may build a hospital later. The general officers of the road for Texas will open their headquarters at Deuison to-day, removing Irom Dallas. The Cincinnati, Hamilton & Dayton peof tie have moved into their new depot at .ima. O. The depot is large and well arranged, costing in the neighborhood of $20,too. eral passenger agents since tho road was opened, all of whom were promoted to such position: Samuel 1'owell. G. W. Hitchcock. J. K. Wood. Percival Lowell, Paul Morton and P. S. Euttis. John Fitzmorris. on Tuesday last, commenced his twenty-second year of service on tho I.. 1. C. division of the Lake Erie fc Western road. He is an engineer, and has had great exemption from accidents. He is now a member of the City Council of Peru, Ind. General Manager Bradbury, of the Lake Erie &, Western, says that the passenger earnings of the lines for Vs'Jl will be between $50.(OJ and 5-2.000 in excess of those of lS'.O. This is the more creditable as the passenger earnings for 1SJ0 were $06,000 ahead of those of IbSO. Under tho schedule which takes effect on the Cincinnati, Hamilton & Dayton road Sunday, train No. 11 will leave Indianapolis at2;f5 P. M. and reach Cincinnati at 6 p. m., stopping only at liushville. Connersville and Hamilton, being the fastest regular tram ever run between the two points. The Wisconsin Central has contracted to run a special train of three cars, carrying an opera troupe from Minneapolis to Chicafo. in ten hours. The distance is 4i miles, f not accomplished the compauy is to forfeit the amount of transportation. ?S0. The train will leave Minneapolis after the performance this evening. Commissioner Vanlandingham, of the Kansas City Transportation Company, has written a letter to Chairman Finley scoring the Western linos for refusing to grant reduced rates to the Missouri river improvement convention, to be held in KansasCity. beginning Deo. 15. The chairman has sent a copy of this letter to all Western lines, requesting their votes on the application for reduced rates not later than Dec. 9. At the Car-service Association meeting, next week, a question will come np which is giving the association a good deal of trouble. Tho Standard Oil Comnany makes certain demands on the association which, if conceded, will lead to other shippers and

consignees making similar demands, and a general demoralization will follow, consequently there is a good deal of opposition to granting the demands of this powerful corporation. Vice-president Howard, of the New York & New England road, who was educated on Western lines, is taking steps to make the N. Y. & N. E. road more popular with Western shippers. The company is to erect at Boston a building iu which 30,000 barrels of Hour can be stored at once and handled conveniently, and sheds under which 1,000 car-loads of lumber can be housed. A great deal of hard-wood lumber is shipped from this territory to Boston, and euch a building to unload lumber in on its arrival will come in good play. The commissioners of the Western Traffic Association will meet Dec. 15 to again take up the question of Hutchinson salt rates. The whole tight is between the Hutchinson output on one side and the Michigan and New York output on the other for favorable freight rates. The Michigan and New York companies want rates that will let them into territory which the Hutchinson people claim as their own, and the railroad companies, which are more or less interested in the matter, havo no littlo difficulty in deciding just where the lines should be drawn. The Hutchinson corporation is now lighting for an extension of its market east of the Mississippi river. In reference to railway officials criticising the actions of Mr. C. II. Rockwell, general superintendent of the C. fc E. J., for having a following of his old employes from tho C. II. V. & T. It is stated that none of the vacancies on the C. & E. I. were made by Mr. Kockwell, and in rilling them he employed men whom ho had tried for years, and knew their ability. In making the remark alluded to in the foregoing, the railway officials did not intend any reflection on Mr. Kockwell, but argued that it was better to till vacancies by promotion of men on the road, thus making friends on coming to the road. The great success on the Pennsylvania road is largely due to the promotion of men from the ranks as opportunity offers. A Cincinnati paper states that Albert S. White is to be appointed general freight agent of the Big Four lines, a position which has been vacant since Edgar Hill retired a few months ago. Mr. Whito left the Merchant's Dispatch as its agent in Minneapolis to become agent of the Beeline at Indianapolis, in 1879. succeeding W. E. Thnrber. Two years later he was made general agent, with headquarters at Indianapolis; then division freight agent. In 18ns he was appointed assistant general freight agent, with headquarters at St. Lonis, which position he held until a year ago, when he was transferred to Cincinnati, bearing the same title. It was then nnderstood that ho eventually was to bo made general freight agent of the Big Four lines, a position which he is perfectly competent to till. The officials of the Indianapolis, Decatur & Western road returned yesterday from their inspection trip. H. B. Hammond on Thursday telegraphed that he was unwell and could not come West to accompany them. The trip demonstrated that the road is now in better physical condition than at any time in its history. Tho report of the officials will rhow that during the year one mile of new steel rail was laid, and this completes the line from Indianapolis to Decatur, all steel. There were 76,000 new cross-ties pat in and ton miles of road ballasted with gravel; several hundred carloads of gravel were distributed about the stations, side-tracks and stockyards. Thirty-four trestles were replaced with iron pipes and then filled up with dirt to the level of the track bed; 2.375 running leet of trestle was filled with dirt; 2.1S0 feet of trestle was rebuilt; new tops were placed on two long meek bridges, and every bridge on tho line painted; four water tanks were rebuilt, a new depot built at Dana, and nine other depots were repaird and repainted; 1.7SO leet of platform around depots were renewed; new stock pens were built at five stations; at tho shops live furniture cars ami ninety-fonr box cars were built; one engine was built, in addition to the ordinary repairs of the road. Every bridge and trestle on tho line is now in good repair. The side-track capacity was increased 1.-&0 feet. DAILY WEATHER BULLETIX. Local forecasts. The winds have been unusually high at the interior stations east of tho Mississippi, and soma damage must have resulted from severe local storms in the Ohio valley and middle Atlantic Mates. FORMING A COMBINATION

Xatural-Gas Magnates of the State Meet Hehind Closed and Locked Doors. United Effort to Be Mads to Introduce Meters and Regulate Prices Fighting' the Chicago Pipe-Line Company. Is there to be a gigantic natural-gas trust in Indiana! Fossibly it will never develop into that, but yesterday a powerful combination was formed for various purposes, including nearly every natural-gas company in the State. Somo days ago the Grand Hotel received a mysterious notice asking that oue of its parlors be reserved for the gas men of the State" yesterday, and yesterday they gathered in largo numbers. Among them were Judge K. N. Lamb, president of the Consumers' Gas Trust, of Indianapolis; Hneh Daugherty, of IJluQton; J. 13. Townsend, of Lima, 0., Cal Price's right-hand man; D. F. Allen and D. A. Coulter, of Frankfort; James Murdock and Chas. B. Stuart, of Lafayette; Judge Kibbey, of Richmond: C. F. Hose, of Muncie; Calvin Cowgill, of Wabash; Charles Urownlce, of Pern; H. C. Pain and R. C. Hell, of Fort Wayne; Judge Gooding, of Greenfield; George J. Dippus, of Huntington. The meeting was held behind closed doors. No one was allowed inside but the representatives of tho companies invited. An effort was made by the prime movers of the meeting to keep the business of the session quiet, but it leaked out later in the day. The nrst object to be gained by the combination is to get a uniform price for gas. and of course its effort will bo to make that price as high as the public can reasonably be expected to stand without insurrection. At present the methods of paying diller all over the State, some cities charging by meter and others by the kind of fire used, in each cae the rate being lixed by ordinance. The 'gasmen are all anxious for meters and that agreed E rices bo afiixed and changed on the asis of so much per thousand feet In order to do this it will be found necessary to make a fund among tho gasmen to agitate the matter in the city councils. Recent publications in the Indianapolis News have helped this agitation not a little. Nothing,was said in the mooting yesterday about what should be charged per 1,000 feet, but' there is a general understanding that it the agitation for meters can be made successful, they will start out on a basis of 15 cents per thousand. . The secondary object of the combination is to continue the fight against the Chicago Pipe-line Company or Indiana Natural Gas Company, us its legal title is. On Nov. 17 Judge McConnell, of Logansport, rendered a decision perpetually enjoining the Chicago Fipe-line Company from crossing the Wabash & Erie canal. The technical phraseology of the case, as docketed on the court records, was Elbert W. Shirk vs. the Indiana Natural-gas Company. The Pipe-line company wanted to pipe the gas from the Howard county iields to Chicago, and, among his reasons for enjoining the work, Judge McConnell held that, while the law only allowed a capital 6tock of two millions, tho evidence showed that the expense of such a proceeding would bo at least six millions. Still the Pipe-line company sought other methods of evading the law and accomplishing their task, and it is the intention to tight theso. With reference to this war on the Chicago Pipe-line Company, alias the Indiana Natural-gas Company, an attendant at the meeting said: "The report that our gas supply is on the wane is not wholly incorrect, and for that reason we propose to take vigorous methods from the outset to save all we can by economy. If the Chicago Pipe-line Company was permitted to run the gas to Chicago it would be jusi that much more taken from our supply. If the people aro made to believe that the gas is wearing out they will appreciate what such a loss would mean to them and undoubtedly would all economize. It is to the consumers' interests as well as ours that we are taking this step." C. E. Hegenberg. engineer of the Chicago company, dropped in. accidentally, of course, and stopped at the Graiid Hotel to see what he might see.
