AFFAIRS OF THE RAILWAYS; Freight riusines Still Improving. The train records show that 7S8 more loaded cars were received and forwarded at this point iu tho week ending A up. 17 than in the preceding one. and, referring to the table below," it will be noticed that that there were Borno 2,000 more loaded cant bandied than in the correpunliug week of last yeaf or of 1SS7. The improvement is not confined, seemingly, to any ono road. The through lines handled more business, and the local traffic with all lines isheavier this year. There was a largely-increased movement eastward for interior New York and New England, and an increase in the ?xport basiuess. Tho demand for cars indicates that for some months to come eaHbonnd traffic will, with the direct lines, require all the cars which can be commanded. As the west-bound tonnage is becoming lieavy, cars will naturally move Biower than when business is heavy one w ay and cars are returned empty. Good earnings may be looked for. as when cars are loaded both wavs the revenue swells. There is 3eM talk about rate-cutting, now that business is good. It is quite evident that there is to be business enough for all lines at paying rates if the roads choose to adhere to tbxn. North-aud-south lines seem to b hhaiing in the general improvement, and jir living nearer to tariff rates than at any time in years. Local business is reaching hiiiii-water mark. About the city depots ;ind yards thero is a good deal of activity, and working overtime is becoming common. The Chicago, Burlington A Northern railroad came to the front with a periodical sensation to-day. At the meeting of the Western and North--western divisions of tho Western Freight Association. General Freight Agent Ilamblin Cooly anndunced that his road would immediately reduce its proportion of the through rate from the Atlantic seaboard to St. Paul to the basis of 15 cents, first class, to meet the competition of tho Canadian Pacific and Lake Superior water routes. Tho annual meeting of the stockholders of the Ohio, Indiana A Western will be held in this city Sept. 11. Increase this year, 22 cars. J. A Phelps has been appointed auditor of the American Midland road, with headquarters at Fiudlay, O. Construction work on this lino is said to bo moving along rather slowly. A. D. Dwelle. lato assistant general paseenger agent of tho Wabash, has been appointed assistant general passenger agent 'f the Iowa Central load, with headquarters at Marshalltown, la. J. C. Davie, privato secretary of M. E. Iu galls, and L. M. Brockenbrough, assistant general frieght agent of the C, C, C. A St. L., have gone to Wisconsin on a tishing and hunting expedition. The Pennsylvania Kail road Company - will pay cash on delivery lor the 3.0UO i freight cars which they have contracted for, and for that reason, it is stated, they got them built at very low prices. C. E. Henderson, general manager of the Ohio, Indiana A Western road, lias been notitit-d that the party of capitalists who were to come West for an inspection of tho property had deferred the trip for a few day 8. The roadmasters of New England roads will hold their seventh annual convention in Boston this week. Several important subjects, including the best methods of improving road-beds, aro to come up for discussion. The Chicago A Alton has declared its usual 2 per cent, quarterly divideud in npite of the talk that the road was becoming crippled tiuancially, and this dividend comes from the earnings it is stated officially. Tho C, C, C. A St. L. (Big Four) earned the first week in August, $2tj2,2U, which is an increase in earniugsover the corresponding week. lfcfcftJ, of 7,294, and it is said tho exhibit of the second week will bo even more favorable. Indications are that there will be an inixneuse crowd of people in the city on Thursday next. Connections of the main lines leading to Indianapolis aro notifying tho latter that they will turn over to them big crowds on that day. Tho Fort Wayne, Cincinnati A Louisville company ou Saturday received from tho Baldwin locomotive works two freight engines weighing fortv-tive tons each. A Western road last week contracted with the Pittsburg locomotive-works to build ten locomotives of tho same pattern as the heavy Pittsburg engino running on tho Vandalia. This establishment is so pressed with orders that tho men are working thirteen hours out of tho twenty-four. , The Pennsylvania Company will, to-day. stir the Mouou and the Big Four up again, by announcing a SO rate straight for the round trip, ludianapolis to Milwaukee. In dications are tuat oeiore me meeimgoz me Crand Army of the Bepublic in that city the rates will be much lower than 1 cent per mile. The promptness with which tho Northwestern lines paid the tines assessed against them by Chairman Walker, of theluterstate Kailway Associatiou.shows that there is some strength to the agreement and solidity to the organization. The C. A N. W., the C. A li. I. and the C, M, A St. P. were alllined for breaking the agreement, the lines aggregating several thousand dollars. The record of General Passenger Agent McCormick. since he took that position on the Cincinnati. Hamilton A Dayton, has been very satisfactory, every mouth showing an increase over the corresponding month of 1NSJ. The hard place comes now that thero is no exposition in progress at Cincinnati, and fewer other attractions on the road, and how to make up for this disadvantage will be a problem. The fact that rates are better maintained by the road, however, is in Mr. McCormickrs favor. President Ashley, of the Wabash, is East, and is giving the friends of tho property a rosy report of the situation. He suys: "I have never seen such a show of corn on each side of tho road through the corn belt. As far as the eye can reach are waving holds of corn eight or nine feet high, and almost invariably looking strong and healthy. Unless we have a premature frost the corn crop can hardly fail to be as large, if not larger, than any ever yet harvested. I should say the hame in regard to oats, which are being harvested, and by this time nearly of all gathered. I think the rates question is settled for the time by this promise of abundant harvests, the demand upon the railroads calling for all the equipment they have." The Erie is making a drive to secure a portion of the live-stock traffic, both for Eastern markets and for export. On Saturday last twenty-live of their stock cars were loaded at the Indianapolis yards with export stock and sent East over tho Ohio, Indiana A Western; on the 10th thirtylive car-loads were shipped out by the same route, and time was made which has never been excelled between Indiauapolis and Jersey City. The train left the yards at 1:40 r. i. Saturday afternoon and at 10:30 a. M. Monday was in Jersey City, making nearly as good time as passenger trains made a few years ago between tho points named. A Biologist Dissects the Theory of the Medical "Wonder Scientific Sarcasm. Philadelphia Press. Interest in the possibility that Dr.BrownSequard's theory of a vital animal elixir might be a truo one continues unabated, though tho possibility itself is growing weaker. John A. liyder. professor of coui1arative embryology in the University of Pennsylvania, contributes the following paper, weighing tho question in the scales of a biologist: The world of lavmen. and biologists in particular, have lately been startled by tho announcement that a distinguisued French physiologist had discovered a remedy for tho failing powers of advancing age. The eminent respectability of the source of this announcement has led not a few medical men in this country to repeat tho experiments upon enfeebled or aged persons with a view to test their value. There is danger of this "new remedy'' becoming the means of dishonorable practices at tho hands of unscrupulous persons, if it has not already been so used. It is only certain portions of the lower animals, such as the fresh male reproductive tissues or glands of guinea-pigs, dogs, rabbits and lambs, which are used for this purpose. After these organs aro rornoved from the recently killed animals they are at once crushed in a mortar and an extract is thus obtained which is diluted with distilled water, liltered and iniected beneath the skin of the patient who is thus to be invigorated or rejuvenated. This, in essence, is the method, and from its application remarkable results have been reported as following. As a biologist and specialist who has made the reproductive processes and products the objects of prolonged study I must pronounce it as ruy opinion that the whole theory of the proposed remedy is absurd, unscientific and worthy only of persons who have had no training iu elementary biological work. That the seminal cells could or do in any mysterious way trausmit power to the enfeebled or decrepit orgauism of an old person, after such or even previous to such a process of mutilation with pestle and mortar, dilution with water, addition of glycerine, etc., is sublimely ridiculous to those who have actual Iv witnessed the marvelous processes of fertilization which occur when the living male cell and the egg are brought into contact ultimately, uniting to form an embry. or the nucleus of a new being. Does not every botanist and zoologist know that crushing living matter kills and disorganizes itf Do they not know that tho addition of water, glycerine and other liquids of dittering density is fatal to the lile of naked living protoplasm? As if all the possible relinement of the exquisite arts of protoplasmic vivisection and murder were to bo appealed to in the preparation of this "elixir." our "rejuvenatirs of tho decrepit" next proceed to niter their precious liquid: This is the climax of their irrational methods. It is tacitly implied, if it has not been openly stated, that, in some mysterious way, the virility or virile properties which are supposed to bo contained in the preparation which has been concocted, are capable of transference from several of the lower animals to decrepit men by tho aid of the hypodermic syringe. Has it ever occurred to these philosophers in search of the elixir vit:o that the very substance which is the active agent in inducing development under normal conditions is tho part which they filter out of their solution and throw away! The crushed debris of disorganized male eleintnts, connective tissues, epithelial cells, etc.. is what is in reality used for the purpose ot injecting into the bodies of those who are the subjects of the treatment. Can anyone who has followed the development and progress of precise biological inquiry help but express his astonishment at tho credulity of the profession and public in tho face of thee unpleasant!)' true facts? Let us gather the fallen trains of plants and triturate tlum in the sarao way; mix the pulp so obtained with water and tilter, ami inject as lwfure. and I will venture to say the result will be the same as if tho animal fluid were used. Tho person who subjects himself to such proposed treatmeut need have no fear of beginning to put out llowersand leaves. Whatevervaluo thenew

Yet. as it has been proved above, the very substance in which the living power is positively known to inhere is separated by filtration and thrown away. How, then, is it possible to ascribe tho effects produced, even granting that they are produced, to to theerlects of tho substance upon which the function of tho male element solely depends!
