AFFAIRS OF T11K RAILWAYS. The Transcontinental Settlement. Omaha, Ncb.f Arts. 4. The term of the settlement of the transcontinental difficulties were made known here to-day. The remit shows a reduction in the differentials allowed tho Canadian Pacific of about SO per cent, on all freights from Chicago, Milwaukee. Detroit. Toledo, Pittsburg. Huffalo, New York. Boston. Philadelphia. Baltimore and common points to and from I acilic coast points. The differentials on business originating at St. Paul and comr;on points and deatiued to Pacihc-coast points and vice versa remain unchanged. Th Atchison Earning. Boston. Aug. 4. Tho gross earnings of the Atchison. Topeka fc Santa Fe Railroad Company for June were an in crease over June. 1888, of $54,80$. The net earnings were &X)S,112, a decrease of $77,875. The net earnings for six mouths of 1889 were f2,47f.J74, an increase over the same period of lbbS of gaftStH. Feraoual and icneral Ifotee. The old stockyard at Covington, Ky., Lave passed into tho hands of the Chesapeake &, Ohio. A Hopkinsville. Ky., dispatch announces the resignation of James Montgomery, general superintendent of the Ohio Valley railroad. Tho contractors who are building the 'zig-zag' tunuel on tho New York, Ontario & Western, near Franklin, have COO men at work, and expect to complete the job in -a year and a half. The Grand Trunk people at Chicago are satisfied to stand alone in maintaining the rate on corn at 25 cents, claiming that they have all the business they can handle with their equipment. The Boston Transcript says the report that negotiations are pending for the purchase of the Kansas Pacific branch of the Union Pacilie lines by the Chicago & Alton is officially denied in that city. Win. M. Grafton has boen appointed signal engineer of tho Pennsylvania lines west of Pittsburg, with office at Pittsburg. . This is a new office, rendered necessary by ' the immensity of tho Pennsylvania lines and the increasing business. When the managers of the Southwestern roads lay before the Interstate-commerce Commission their complaint against tho Alton for violation of the law in the matter of live stock rates from Kansas City we fchall learn all about it. Until then the Alton will move on in tho even tenor of its way. C. C. Curtis, passenger agent of the Vandalia, at Fort Worth, together with Messrs. Dering, Kech, Campbell and Wilt, of this city, left for Mackinac island, yesterday, to attend the meeting of passenger agents of the Pennsylvania lines called by Mr. Ford for Tuesday next. The agents will mix a large amount of pleasure with a moderate share of business, and expect to have a good time.

As regards the rumored negotiations for the purchase by tho Chicago cc Alton or the Kansas Pacific branch of the Union Pacific, it seems sufficient to say that tho Kansas Pacific branch is an integral part of the Union Pacific, is covered by the general mortgages on that property, and. though un profitable to the main lines, ana operated at a loss, the company is powerless to dispose of it, even though it were desirous of doing so. Tho Alton is not the only road to suffer by the ultimatum of the A.. T. fc b. r ., to make through rates on live stock from transmissoun points only over its own line. Both the Burlington and the Wabash have been getting a liberal share of the business but as they aro both members of the Presi dents' Association they will probably enter no complaint while the associated lines are making common cause against the Alton. Tho earnings of the Lake Erie &. Wesl " era railroad for the month of July were. S20S.CW.47, against $175,581.25 in July, 158, a gain of &2.813.22. The earnings for the year were $1,557,2G.C0, against 1,097,4.00.04, lor the preceumc year, a gam of S259, T70.62. When it is remembered that this large gain was made upon precisely tho p.ime mileage, it notonlv shows the snleu did earning capacity of the line, but bears flattering testimony to the efficiencv And faithfulness of tho management which has had control of its operations. To-day J. K. McCord technically assumes control of the passenger business of theC, 11. & D. at this point, though ho is not expected in the city until to-morrow or next clay. To-day, also, W. II. Fisbep, Mr. McCord's predecessor, assumes his new duties as general passenger agent of the Ft. Wayne, Cincinnati & Louisville line. There is an ample field there for Mr. Fisher to demonstrate his capabilities, and his friends are sanguino in the belief that he will prove equal to the demands of his new position and largely increase tho traffic of tho road. Tho Cincinnati Commercial Gazette suggests that "if" tho C, JI. &. I), and tho Monon should choose to assume the offensive far enough to extend tho live-dollar rate through Hamilton to Chicago, from Lima. Piqua, Troy and Dayton, it would affect the Pittsburg, Ft. Wayne &. Chicago, at Lima; the Panhandle, at Piqua; tho I., B. fc W. at Troy, and tho Bee-line at Daytou. Then the demoralization would extend to Columbus, and eventually affect all east-and-west traffic. It admits, however, what every one knows to be the case, that the tendency is toward conservatism, and that there is little, if any, danger of a general rate war. It now seems certain that the Chicago &. Alton will withdraw from the Western lfailway Association. The Atchison, . Topeka Santa Fe, as has been already announced, will soon pat into operation its new tariff, making through rates on live stock that will apply to its own lino exclusively from transmissouri points. As foon as this new tariff takes wife t tho Alton will withdraw, not only from the Western Freight and Western States Passenger associations, but from the Western Kailway Weighing Association as well. President Strong, of tho Atchison, says positively that its new tariff will be put into cvffect at tho expiration of tho timo necessary for legal notice. Kobert O. Israel, who does business in Xew York and Brooklyn as the Pioneer Chicago Dressed Beef 'Company, has brought suit against Armour & Co.. claiming $7,000 as rebate from that house. He alleges in his complaint that the Armours have steadily charged against him the freight on every car-load of meat shipped to him, but have never credited him with any portion of the rebate which, he alleges, is granted them bj all the railroads of the country. He claims that the rebates on meats shipped to him aggregate $7,000. Justice Cullen granted an order for the appointment of a commission to go to Chicago and take evidence in the matter, and one of the counsel for Mr. Israel said ho would elicit more facts in regard to payment of rebates than the Inter-ftate-cominerce Commission ever dreamed f. The Hot Springs road, popularly known as "The Diamond Joe' road, has an arrangement with the St. Louis, Iron Mountain & if outbern road, by which through tickets are sold over thelatter discriminatingagainst the Memphis & Little Kock. The -Memphis iV Little Bock held this to bo an unlawful Uiscrimiuation under the provisions of the interstate-commerce law. It accordingly brought suit to compel "The Diamond Joe" to recognize through .tickets reading over the Memphis fc Little Bock road between Memphis aud Hot Springs. On Saturday Judge Caldwell, of the United .States Court, handed down his opinion in tho case. Ho holds that there is no povcr in the laws of the United States, either through the Interstate-commerce Commission oc the courts, to compel any road to enter into an agreement as to rates with any competing road. Chairman Walker, of tho Interstate-commerce Kail road Association, has just rendered his decision on a numberof questions submitted to him, the most important of which wa the question of grain rates from points in Kansas to St. Paul and Minneapolis. On this question ho says: "It appearing that at present jio rates on grain from points in Kansas to St. Paul ana Minneapolis are in existence other than the sum of the locals by tho various lines, after hearing other members of tho Transmissouri Association, who make no objection, a rater is authorized 2lj cents higher than tho late in etl'ect from the tame points to Chicago. 'Ibis award is made on tho application of the Uukm Pacilie Kailway Company from the disagreement of tho uianajrersof theTransuuouri Association, tho Application being haneil on the existing ditierentials between Chicago and St. Paul from southwest Missouri liver points." Ho suggests that the subject be taken op and disposed of next winter. On tho question of reduced rates on lumber to be used for constructing corn-cribs, he decides that a reduction of 50 per cent, on lumber for such purposes may be made within State lines. 1 he appeal of the St. Joseph & Grand Kapids to apply adiflerential rate on wheat from points on its line to Duluth, is dismissed without prej ndice to its renewal in case the existing tariff on corn shall not bo modified within a reasonable time. The Engineering News of last week ha9 an interesting article on the subject of railroad building, contemplated and in profTess. iFrom- its compilation of data we earn that in the States and Territories of Illinois, Wisconsin, Montana, Minnesota, Dakota. Nebraska and Iowa, the track laid in 1S9 has been, thus far, Vi miles against 1,159 miles in the year 1888. In course of construction. 1,258 miles, against 1,857 in nary, 18NS. The News regards this exhibit as something to cause surprise. The building of competing lines in this section has already been largely overdone, and in several of the States named there is such a tendency toward hostile legislation as would naturally tend to make capitalists very cautious about investing their money in railroad enterprises of any Kind, no matter how promising. COMMERCIAL TRAVELERS. What Those of the Protective Association Are Doing in the Interest of the Organization. T. W. Chapin, of Jackson, Mich., who represented the Bortree Manufacturing Company for several years, will locato here. He will represent a large New York house. Charles Matlock, of tho firm of Dill & Matlock, died suddenly, Saturday morning. He was a member of the Commercial Travelers' Society of Indiana, and Secretary D. V. Coflin wishes all members who are in the city to attend the funeral, which occurs at 2 o'clock this afternoon, at No. 14 Park avenue. The assessment for association dues was made July 1, and nwtices sent to all members at that time, but it appears that quite a number of members were out of the city on vacations, and neglected to attend to the matter. As most traveling men nro assuming their duties again, it is hoped those who have not sent assessments will do so without further delay. During his stay in Fort "Wayne, President D. C. Griffith eurolled five new names on his list, for the Commercial Travelers' Association. The committee appointed to arrange for a general meeting with the Board of Trade in regard to tho interests of the Travelers' Protective Association consists of P. A. Lewald. W. F. Winchester, (J. W. Elbreg, It. I... Webb, D. C. Griftilh, 1. W. Cotliu. W. D. Cooper, J. C. Perry, L. C. Atkins and 11. K.Syfers. At h general meeting of the Travelers' Protective Association, with business men in St. Louis a few d&yn ago, the 5.000 mileage, book question was thoroughly discussed and the matter placed before the managers of all roads running into that city. Although no decision has been reached and will not bo until the next meeting of railroad officials, it is thought that before many months, such n mileago book will be accepted aud pat into use by every road in Missouri. Mr. Hiishberg, chairman of tho national hotel committee, is in Chicago, getting out a new form of hotel contracts, instructions to all State hotel committees, and other printed matter for work of this character in various States. It is his intention to establish a uniform system in every Stato where the Travelers' Protective Association is organized. The hotel committee intends to urgo upon somo hotel proprietors the necessity of improving their service. Kather than have concession in rate granted, the committee says tho rate can bo increased, so better accommodations aro had. The Meyer Bros. Drug Company, of St. Louis has made application for membership for fifty-four ot its traveliug men in the Travelers' Protective Association. The greatest number of active members ever taken into the association in a day were received by Manager Van Pelt, in St. Louis, July 20, when 112 were admitted. The Critic, an illustrated journal, published at New Orleans, has been accepted as tho official organ for the Louisiana Division. The Southern Traveler, a new paper published weekly at Union Point, Ga., and devoted entirely to tho interests of the Southern Travelers' Association, has made its appearance. Nearly 1,000 applications for membership have been received by the national secretary at Chicago since the convention at Atlantic City. A Commercial Travelers' Club has been organized in Pittsburg, Pa. It is indorsed by the business men of that city, aud has their earnest support, t Whatever the commercial travelers of Indianapolis undertako is always attended with success, whether their purposes are directed to business or pleasure. The excursion to Warsaw they have arranged for Saturday, the 24th inst., will bo no exception to the rule, as the committee having the atlair in charge reports the certainty of a large attendance. Everything that contributes to healthful enjoyment will be at the command of the travelers on this trip. The train will leave at 7 a. m., and reach Warsaw in time to give the excursionists many hours of pleasure in Spring Fountain Park. Holland Waking Up. Boston Journal.
