'"AFFAIRS OF THE RAILWAYS. The Atchison SUtbs Its Competitors. Chicago, Aug. 2. W. F. "White traffic manager of tho Atchison, Tcpeka fc Santa Fe, has written a lotlcr to Chairman Midgley, of the Western Freight Association, in "which ho says that, a year ago, when the road opened its Chicago line for traflic, it was thought hest, pending the action of other roads, not to put m effect the policy adopted by nearly all of its competitors, L c, to make through rates to Chicago exclusively by its own line, but to continue its through rates and divisions with other lines east of Kansas City. In view, however, of reductions recently made in the rates on live stock from points west of Kansas City to Chicago and tit. Louis on a lower basis than theso at present in effect, it becomes necessary for this company, in protection of its own interests, to change its policy above referred to in so far as live stock traflic to Chicago is concerned, and to adopt the policj- in ellect on the lines of most if not all its competitors, viz., tomako its through rate3 on Jive stock from all parts of its system to Chicago over its own line only. This plan will be adopted in the issue of the new tariff, "which is now under consideration, and which is made necesKary by the reduction in the Kansas City-Chi
cago rates on live stock made effective a few da vs since." In other words, the Atchison, Topeka fc Santa Fe, if it carries out the above threat, will cut oft not only the Alton, but the St. Paul and Wabash from all participation in its business originating west of Kansas City, except it is taken after paying full local rates to Kansas City, thereby materially lowering the former Kansas CityChicago proportion on this business. It is an exact duplicate of the atand taken by the Rock Inland. Speaking of this matter. General Manager Chappell, of the Alton, said to-day: "The Alton joined the Western Freight Association under tho stipulation that it should fehare in Kansas City in all business originating west of there. This stipulation was made especially in reference to business coming in on the Atchison, as at that time it did the bulk of the business. The stipulation applied only as a general principle; the Kock Island, at the time of our joining tho association, did little business west of 'Kansas City. Owing to this stipnlation,the issuance of the threatened tariff by the Atchison practically severs our connection with the association. We shall certainly withdraw as soon as the tariff is issued.'1 Personal and General Notes. . The Big Four has met the cut to Chautauqua and Hnllalomade by the Erie road. The freight coramitteo of tho Transcontinental Railway Association is in session at Chicago, considering routine matters, which will occupy ita time for several days. General Manager Bradbury, of the Lake Krie& Western, is in Cleveland, and Genrrar Passenger Agent Bronson, of the 0., I. t W. in Columbus both on business connected with their respective roads. The Lako Erio & Western's Niagara Falls excursion will depart to-day, and the indications are that a very large crowd will go with it. A. II. Kimberly has been appointed general superintendent of the Northern Pacilic, " to succeed S. K. Ainslie, who recently re- - signed to take the general managership of tho Wisconsin Central. Mr. Kimberly is an old employe of tho Northern Pacific, and has ot late been the assistant general, superintendent, with oilice at Helena, M. T. The directors of the New York, Fort - Wayne & Chicago railway, who met at Warsaw, on Thursday, ordered a survey of inn proposed line, anu appointed a ; committee on right of way. The new road will practically parallel the Pittsburg, Fort Wayne & Chicago. Work is to begin on Thursday next, and the company expects to have its cars running through Kosciusko county by Christmas. The C, H. & D.'s Niagara Falls excursion trains seven in number, including the regular train out of Indianapolis made excellent running time to Toledo, the several trains antving at that point as follows: 6:10 p.m., 8.40, 9:10, 9:55. 10-.30, .11:20, and 12:20 a. m. The several trains were transferred to the Michigan Central, at Toledo, for the continuation of the journey, an average of twenty minutes after arrival at Toledo. - Manager Kobinson, of the Atchison, Topeka vV Santa Fe, has notified Chairman Midpely, of the Western Freight Association that the A., T. & S. F. is preparing a new, schedule for freight between Chicago and Kansas City, and that hereafter it will refuse to divide business between those points with any of tho Chicago-Kansas City roads. Should the A., 1 fc S. F. persist in this determination, it will result in breaking up the association. Frank Herriott, general freight and traffic manager of the Baltimore &. Ohio, is authority for tho statement that at tho meeting of the Trunk-line Association in New York, this week, the Pennsylvania Company gave notice that if tho restoration of grain rates to the 25-cent basis, Chicago to New York, had the effect to destroyBaltimore's trade in grain and grain products it would pull down rates to thet)Ia tigare. Objection was made in the meeting to the B. fc Os 20-ccnt. rate on corn, but it was given out that tho cqjnpany was linn in its position and would continue to give Baltimore, dealers the benefit of the reduced basis. The companies not interested in the Chicago rates are pretty nearly unanimous in charging tho demoralization to the abuse of tho mileage-ticket system. One tratlic manager expressed the opinion yesterday that it would not bo a long time until rates were everywhere reduced practically toa2-cent basis, and that such state of atlairs would continue until the roads would be compelled, through loss of revenues, to cry a truce and come back to a paying basis lor business. It is charged that ' mileage tickets are used on many roads indiscriminate! v. no tlort being made bv con ductors to identify tho kolder, giving riso to the suspicion that tho conductors act under orders in the matter. Thero was a rumor current in Chicago, on Thursday, that negotiations were on foot bv which the Alton was to secure possession of the Kansas Pacitic branch of the Union Pacilic from Kansas Citj to Denver. At the otiice of the Alton tho storj was f:iven a positive denial, but on the other land, (jeiural Manager Chappell. of the Alton, was given as authority lor tho statement that such a deal was hei unconsidered. The. advantages to the Alton in the consummation of such purchase are very apparent, as it would give that road a through connection, via tho Union Pacific, to Cheyenne, and full re hef from tho disability under which it now labors. The Union Pacitic, on th5 other hand, would thus secure the business of the Alton. Should the deal be made it would boa severe blow at the Interstate Kailway Association, and probably hasten its demise. It was suggested yesterday by a local ticket agent that if the Big Four were disposed to retaliate upon tho Pennsylvania Company for cutting the Chicago rate, it might do so by putting on a train to Louisville, running ia Greensburg and Jsoith crnon. A two-dollar rate by this route, with fc3.50 for round trip tickets, would be a disturbing ele
ment of no mean proportions. It was also suggested that tho L., N. A. fc C. might make trouble by running a train out of Indianapolis, via the I. & St. L. to Greencastle, and thence to Louisville over their own track. In this connection it is worthy of mention that the Pennsylvania's rate from Hamilton, O.. to Chicago is $5.S0, being thirty cents more than the rate from Cincinnati to Chicago, though the distance is twenty-live miles less. It is claimed ly the rivals of the Pennsylvania that this is a clear case of violation of the long-and-shorthaul clauso of the interstate-commerce law. The Pennsylvania people, however, meet tho charge oy the statement that the Hamilton ticket is unlimited, while that from Cincinnati is limited to a continuous journey on the same train. Kosslngton Acquitted of the Charge of Fasting a Counterfeit MIL Charles Kossington, who was arrested in Fort Wayne Thursday and brought to this city to answer to a charge of passing a counterfeit SlObill, was given a hearing bofore United States Commissioner Van Buren yesterday morning, and released upon the evidence offered. He claimed to br.ve received the money from a young man named Eckert, but knew nothing of its character. William liheinhame, also charged with counterfeiting, was released on $10,000 bail.

When the work was tinished the city issued warrants for $1,G00, but on account of some disagreement among the contractors, these warrants have not been turned over to Loftin. He took steps, yesterday, to garnish thcamount. A Saloon-Keeper's Offense. Thomas Flemmiug, a saloon-keeper in North Indianapolis, was before Mayor Denny yesterday morning, charged with refusing to pay his full license. He asked for a continuance of his case, but it was promptly refused. Flemming was sent to jail until the line assessed Against him was Said. Mayor Denny intimated that unless elinqnent saloon-keepers are more active in obeying the law he would inflict the highest line possible $50 and costs. The Hilarious Crowds Disturb Him. Henry A. Ruske brought suit for 5,000 damages, yesterday, agaiust Elizabeth Waterman, who, he claims, is the owner of a resort oji East Court street, near his own residence. His complaint states that he is constantly annoyed by the crowds that visit the plaee, and that in consequence thereof he is unable to get his proper rest at night. Before the Mayor. Mayor Denny fined James Manning $25 yesterday, for an assault upon Hung Lung, a West-side laundryman. J. B. Bantell, who drew a revolver in a dispute with Elder Moulton, of Zion's A. M. E.
