AFFAIRS OF T1IE RAILWAYS. Jay Gould and the Alton. The "ew York Tribnne prints the results of an interview Lad by a reporter of that yaper with Jay Gould. Mr. Gonld had just returned from a short cruise in hie yacht. When questioned as to the rumor that the .Missouri Pacific was about to withdraw from the Interstate-commerce Association, in consequence of the action of the Alton, he paid ho thought the association would continue in existence in spite of the Alton. As the Alton was a dividend-paying road he did not apprehend any such action cn its part as would cause great disturbance of rates, since it was the policy of such roads to operate conservatively to maintain their position. JJesides, all the crops in the Southwest were beyond danger, except cotton, and there would be business for all the lines at profitable ratps. All members of the association, he added, were satisfied with the prospect. When questioned regarding the rumor that he had been try iue to buy the Alton, he said there was no ground for such & report, as he had all the railroads he weeded at present, and he was not a speculator in railroads, but simply an investor, purchasing such securities tor investment purposes only, when he had money to spare. A friend of Mr. Gould gave it as his opinion that nothing was, to be feared from the Alton in the way of disturbing rates. It would stay out of the association, but wonld operate conservatively, in order to earn large dividends. Affairs of the I., D. & TV.
In April last the Indianapolis, Decatur & Western Railway Company defaulted on the interest due on its first mortgage bonds. Subsequently the holders of the bonds de manded of the trustees of the mortgage that they take possession of the road and operate it, under the provisions of the trust, for their benefit Accordingly, de mand was (yesterday made by the trustees Messrs. K. U. F. Peirce. of this city, and B. A. Sands, of New York upon President Hammond for possession, whicli request was promptly complied witn, ana tue roaa. and all its franchises and belongings passed under the control of the trustees, who will operate it for the benefit of the mortgage creditors. Mr. Peirc will practically have control of the road. No chance will be made in the roster of executive officers or agents, and a circular stating that fact will De sent oui oy me trustees to-uay. Western passenger agent of the Detroit &. Cleveland Navigation Com pany, is in the city looking up business for iiia line. The net earnings of the B. &. O. for June show an increase of 841.012: the net earnings for nine months show a falling oil Of Locomotive 117 was the first of the Big ir our equipment to make its appearance on the tracks, yesterday, relettered 'C, C, C. fc St. L." The Pullman Palace-car Company has declared the usual 2 percent, quarterly dividend, payable Aug. 15. The books will close Aug. 1 and reopen on the loth. The meeting of the Ohio-river committee. called at Cincinnati, on Tuesday, to fix grain rates, failed for want of a quorum, Cairo and Evansville not being repreeenieu. D. J. Culver, excursion a rent of the Bee. line, passed through the city late Tuesday xiieht with two car-loads of neonle from Cleveland and other points east, for the Pa cific coast. The local ticket a cents of the consoli dated Big Four, in addition to those named vesterdaj", are as follows: D. J. Collver, Cleveland; J. F. Rolf, Cincinnati; Charles fo. JJnrton, Chicago; S. F. Uildersleeve, St. Louis. The laws of New York require the posting of a llagman at every grade crossing. As a consequence the D.. L. & W., for instance, has a flagman with safety gates at every crossing from Buffalo to Hoboken, even in the hill countryt where some of the roads crossed do not see a team once a week. The engineer of the switch engine of the C, II. Sc I), which was in collision with a bnggy. at the Market-street crossing, on Tuesday evening, has a number of witnesses to show that he was not running at reckless speed, and that he was in noway responsible for the collision. The fact that his engine was movingvery slowly is shown by the fact that it was brought to a dead stop within a distance of twenty-live feet. A Chicago paper is authority for the statement that an effort will be made by the Trunk-lino Association to secure the services of Judge Cooley, chairman of the Interstate-commerce Commission, in place of Commissioner Albert Fink, whose resignation has been accepted. Judge Cooley. however, is on record as having expressed the opinion that a man holding a position am the Interstate-commerce Commission could not, with propriety, accept any position otiered by the railroads. The earnings of the Pennsylvania railToad (all lines cast of Pittsburg and Erie) lor June, 1880, as compared with June, 1868, show the gross earnings to have decreased $1,149,; expenses decreased,$344,720; net earnings decreased, $S04,0i. The first six months of 1S9, ns compared with the same period of 188S, show a decrease of $'Jj-7J93in net earnings. All lines west of Pittsburg and Erie tor the six months show a deficiency of $437,G94 in meeting all liabilities, being a decrease of S144,tX)8t as compared with the same period last year. The Chicago, Peoria & St. Louis Hallway Compani has filed in the office of the Secretary of State of Illinois a resolution authorizing the issuance of a mortgage in favor of the Central Trust Company of New York to secure the issue of titty-year live-per-cent. bonds to the amount of $,- fcOO.OoO. The money obtained on the bonds is to bo used in paying, funding or exchanging and retiring the outstanding bonds ot the road before its consolidation with the Peoria, Springfield A: St. Louis, and for purchasing additional equipment, ns well as constructing or acquiring additional railway. In the tight between the Kentucky and Indiana and the Louisville (Pennsylvania) Bridge Company, at Louisivlle. the Louisville Board of Trade isakiuir part, lhe Louisville Bridge Companv has reTcf used to receive freight offered it by the Louisville, New Albany fc Chicago road, which recently changed from crossing by the Louisville to the K. fc I. bridge. The Board of Trade is investigating to see if the Louisville bridge cannot be forced to receive freight, giving roads coming over the K. fc I. bridge the privilege of paying and using the Louisville Bridge Company's terminal facilities. Some time ago, it will be remembered, the P., C. V St. Li. tiled with tho Interstatecommerco Commissson a complaint rgainst the B. A. O. on account of its club rate of 2 cents a mile for parties ot forty or more, charging that it was illegal, being a discrimination within the meaning of the statute. The B. O. was given twenty days from July 13 to tile its answer.aud the attorneys of that road are now busy preIaring it. Thev will hold that under tho aw the complaint of ono road against another can have no standing before the commission. Should the commission decide against them on this point they will argue that the club rate is not a discriminating on. as anybody can take advantage of it on the same terms. The disastrous effects f full far upon theatrical and other traveling companies will bo dwelt upon. Mention was made a day or two since in the Journal of the fact that the New York Central had secured tho right to operate over the line (not jet constructed) of the Toronto, Hamilton .V, Buffalo road, thus securing direct communication between Chicago and Toronto, and gaining a decidxl ndyantago over the Delaware, Lackawanna A: W'estern, which was aiming at the samo result. The righto way has been purchased from the Falls to Toronto, and the route definitely located. Tho company engaged in its construction consists of seven Chicago capitalists and A. C. Pew. It was organized last April by ex-(Jov. Isaac P. Gray, jn connection with Y. C. Helm and Messrs. Modica, lonng. Latham, and two other Cnicogo gentlemen. To the Editor of the Indianajolls Journal: In your issue of July 23 you answer a reader" in reference to the administration of justice to the Indians that they may re ceive redress in the district court of western Arkansas. "While that is very true. allow me to call your attention to the fact (Commissioner Atkins's report. 18S7). that such is the extreme difficulty and expense attending such trials that the Indians who have been wronged will often submit to the wrong from mere force of circumstances. That the Indian could have his wrongs righted outside the Territory I did not deny: but there is no criminal court for the Indians within their own Territory. Be sides, the speaker had. in mind, and made the subject of his remarks, the Indians on reservations outside the Indian Territory. It is a notable fact that our government is now for the first time setting any criminal jurisdiction over these tribes. And it is still true that an Indian, as an individual, does not have the same protection of the law as foreigners who come to our shores.
