AFFAIRS OF THE RAILWAYS. Action of the Trunk Lines Meeting. New York, Jnly 12. According to the Tribune of this morning, general satisfaction was expressed by tbo members of tho Joint executive committee of the trunk lines and their Western connections yesterday when their two days meeting was ended. Tho grain reduction hy the Baltimore &. Ohio had been coniincd to corn only. An agreement had "been reached speed ily to restore other rates, and some smaller matters had been disposed of in a harmonious spiiit. Vice-president JI. J. tablished on Dec. 17. 1n8, being on the basis of 25 cents per hundred pounds on grain from Chicago to New York. An exception is made in the case of corn, on which tho xate is lixed at W cents, but all com products are subject to the old tariff. It was decided to refuse all insured lake and rail bills of lading, thereby cutting off one of the mii all methods by which some of the lines have been whading through rates. The lake-ami-rail rate has peeu designed to apply only to uninsured freight, but some improper advantages liave heretofore been secured by making the rail proportion of the 'through rate applicable to goods billed through and insured by the lake lines. An .arrangement has been made by which there "will be a sufficient advance in the rail pro2ortion of the lake and rail grain rates to protect the all-rail through rato hereafter from injurious competition by tho water-aud-rail routes. A change was ordered in the classification of wool, by which the minimum amount per car-load, subject to charge, was reduced from 16,000 to 10.000 pounds. This reduction was brought abont by the Grand Trunk, of Canada, and was approved by Commissioner Blanchard. It protects the chipper, and yet does not actually reduce tariff rates. An application to reduce the tninimum weignt ot live stock per car was referred to the officers of the joint executive committee for a vote and official decision under the rules. Application for rates of 1 cent per mile Sot persons attending the encampment of the Grand Army of the Kepublic at Milwaukee during the last week of August was declined, and it was voted to lix tho rate at the lowest limited rlrst-class fare for the round trip. Commissioner ltlanchard said that the published dispatches had put the Central Traflic Association in a false light in this matter. The rates made by its members for the encampment were the same as those soade by all the railroad associations. Tho meeting adjourned without day. New Kail road Construction. New York, July 11. The Railroad Gazette of July 12 will publish a table of new railroad construction for tho first half of 1880. The table 6hows 1.410 miles of new main-line track built in the first sixmonths f this year in the United States against HJWin the corresponding period of last year. This is about the same ratio as was Ahown at the end of tho tirst quarter. If this ratio is maintained throughout tho year the total new mileage would be about Ti,G00 miles. The Southern States havo Lnilt 45 per cent, of th total new construction of this year, tho Southwestern States 24 per cent. The characteristic. feature of tho year's building is that it is in short lengths, by many companies. Personal, Local and General Notes. II. W. Hibbard, general freight agent of the V andalia, is to be in the city to-day. General Passenger Agent Daniels, of the 2s ew York Central road, is in the West for a few days, looking matters over, "the Illinois Central on Wednesday de clarcd its tiftv-fourth semi-annual dividend of 3 per cent., it being for the six months ending June SO. The approximate earnings of tho Atchison, Topeka fe Santa railroad, all lines, for Juno were 3,0lu,2lo; increase over same month last year, 4,100. T. A Switz, one of the veterans in tho hervice of the liee-lme, yesterday - tendered jus resignation, and J. l. ann, secretary, will assume the duties of his position. July thus far has been a fatal one to the men on the footboard. Six engineers and one tireman have been killed, a larger number than in the two months of May and June. C. L. Mayne, who has been appointed superintendent of the Chicago & Atlantic, Has lor some time been master of transportation of the road, and is said to bo a very competent man. The Louisville. New Albany &, Chicago Company is negotiating, with good nrosieets of success, to secure. control of the Kentucky Indiana bridgo crossing tho wiuo river ai iew Aioany. The IJoston & Albany is about to sell its line granite building in Springheld, -Mass., to the Connecticut Kiver road. Should the hale be- consummated the oihecs of the 1J. cc A., located at Springfield, will be re noved to Boston. The Western Freight Association voted Hot to allow the Chicago i. Alton to put its cut-rate on live stock from Kansas City eastward into effect, but tho Alton nromntl v gave notice that they intended to use the reduced tariff regardless ot all protests. The Union Pacific, which was fined "for violating tue agreement of the Transmisoun Association, declines to paj' the lines assigning as a reason.it is stated, that to my such fines would ruin the company. The selection of Mr. Hayden as temporary chairman is an excellent one, and it is believed that he wiil be able to hold the disturbing elements in the association in check until fcueh time as Mr. Fink returns. The Illinois Central, with its fast frnit trains, is making a great record. Car-loads of b.inauas are shipped from New Orleans over the Illinois Central, the Vandalia aud the C, St. L. & 1. roads, and landed at points like Columbus, Zanovillo and Springfield, O., in aeveuty-two hours from lime of shipment, which is almost equal to the time made by passenger trains. Upon motion of J. C. Clovne, of New York, Judge Coxen. in the United States Ciicuit Court, yesterday issued a writ of mandamus, ordering tho Delaware, Lackawanna fc Western Kailway Company to receive and transport Nehon Morris cattle cars from Itullalo to seaboard cities. This is a very important ruling, as several of the leading roads have positively refused to haul private cars. ago. In that year the range was between 28 and 45; Wednesday it dropped to 87. Were the stock quotations the criterion of the value of railroad property, the situation with the company would be really serious, but the outlook for tho company the next six months is more favorable than at auy time in the last two years. Judge Van Fleet, in the St. Joseph County Circuit Court, has ordered the sale of the Canada & St. Louis road, to take placo Aug. 17, and to net not less than $39,000 per mile. The Lake Shore Sc. Michigan Southern and the Cincinnati, Wabash Sc Michigan railway are prospective "purchasers. The new road has the right of way secured, and is well subsidized through to tho Indiana coaL fields, aud will eventually connect Bay City, Mich., with Danville. The Wheeling & Lake Erie road has declared its usual quarterly dividend of 1 per cent. For some time past this road has been under tho management of Mr. WoodrntV. the iipwlr-elected vice-president of
the Cincinnati, Hamilton &. Dayton lines. This leads to a belief that the financial condition of tho C. II. &. D. is to rapidly improve under his direction oi its nnanciai atiairs. as it i a much better nroDertV to build up than was the W. &. L. E. The Fort Wavne. Cincinnati & Louisville Railroad Company have purchased several new engines, and have this week received two of the number and a largo lot of rails, which are to be used in improving the Whitewater Valley division, it is the intention of the new management to put this division of the road in such condition that it will be safe to run trains over it at a speed of forty miles an hour. For years past the physical condition of the property has been such that it was unsafe to run fifteen miles an hour over it. Hereafter the passenger coaches of the Pennsylvania lines are to be thoroughly cleansed and disinfected at least once a week, and all rubbish, so far as possible, burned. Where this cannot bo accomplished a special disinfectant will bo luniisned by the company. Tho order further says that greafcaution mnst be exercised in obtaining the supply of drinking-water for tho coaches, and in places where the water is suspected of being impure, instructions are given ta boil it The ice used in the watertanks must be from pare water. McKeen, president and general manager; Col. Joseph Hill, assistant general mauatrer; Captain uarlow, assistant superintendent, and N. K. Elliott, master of transportation. Of the Pennsylvania lines. James McCrea, general manager, and John k. Miller, general superintendent. There are few if any stations in this country where so many passenger trains arrive ana aepan as at me union Mauon, Indianapolis. At the (Jrand Central Sta tion, New York, but 110 trains arrive and depart in the twenty-four hours: at tho Pennsylvania Station, Jersey City, 03 trains; tho Boston iV. Albany leads in Boston, and but 73 trains arrive and depart there daily, counting in all the suburban trains; at the Union Station, St. Louis, bit trains arrive and depart daily; at Kansas City, K2 trains, while at Indianapolis Union Station lo4 trains arrive and depart in tho twenty-four hours, and none ot these are suburban trains, tho management of Indianapolis roads not having ns j;et worked up to th'? point that they feel justified in running "short" trains. Tho Mackey mortgage on his consolidated lines is being filed in the county ollices along tho line under tho title of the tirst consolidated mortgage of the Louisville, Evansville Sc St. Louis Consolidated Kailroad Company. It is given to the New York Security and Trust Company and to Joseph us Collett, of Terro Haute. Ind., as trustees, for the sum of frSOOO.OC-o, due in 191)9, draw interest at the rate of 5 per cent., interest payable annually. The bonds are of 1,000 each. The mortgage is dated July 1. 1SS9. and is signed and aeknowled by J J. J. Mackey, president, and W. J. Lewis, secretary of the Louisville, Evansville & St. Louis Consolidated Kailroad Company, and by CharlcsS. Fairehihl, president, and John L. Lam son. secretary of the New York Security and Trust Compan', and by Josephus Collett. All of the consolidated company's lint s. including all of its appurtenances, is hereby mortgaged, but any lines and extensions hereafter to be constructed aro exempted. W. H. Fisher was yesterday appointed feneral passeneer and ticket agent of the ort Wayne, Cincinnati & Lonisvillo and the Whitewater Valley roads, with headquarters at Fort Wayne. Ho takes hold Aug. 1. General Manager Saul is already gathering some good timber around him, and seems determined to make a first-class line of the Ft. W., C. & L. Mr. Fisher began railroad service on the Indianapolis, Peru A- Chicago road as excursion agent of C. II. Kockwell, then general passenger agent of tho road. When tho Wabash took the road he took its ticket agencj at Indianapolis, and one year later entered tho service of the Indianapolis Journal, holding the position of general agent of circulatiou for three ears or more. Three years ago he took the ticket agency of the Cincinnati, Hamilton fc Dayton here, and was soon appointed district Passenger agent. which position ho has held since with credit to himself and with great advautage to the road he represented. The Chicago &. Atlantic yesterdavmet the cut in wheat and corn rates made by the Pennsylvania lines to seaboard points. This action leaves only the (Jrand Trunk, the? Michigan Central and the Lake Shore roads which have not met therates; but tho Grand Trunk people are getting on their war-paint,and have given notice that if tho matter is not Nettled in New York by an advance in rates on all roads, it would extend the reduction to mill feed, pig-lead, iron, grain. Hour, etc. None of the CeutralTrafiic roads believe there will bo a settlement, and all are preparing to meet the Grand Trunk. The Grand Trunk has reduced the minimum on car-lots of wool from 10,000 to 10.000 poundsmaking a practical cut from about $s a car. the present rate, to $55 a car, Chicago to Boston. Tiio (rand Trunk justifies the ciit by saving it" is impossible to get more than 10,000 pounds of pressed wool in a car, and it was a consequent imposition on shippers to charge for 10.000 pounds. Chairman Blanchard approves the Grand Trunk action iu regard to wool. If the slate of last night is carried out, M. E. lugalls will bo elected president of the Union Kailwav Company, John F. Miller, vice-president, and W. P. J jams, general superintendent. James McCrea lias held the presidency of the company for three years, and during his administration over $1,000,000 has been placed in improvements which are a credit to the citv and to Mr. McCrea and those who havo been associated with him. Mr. McCrea deserves complimentary notice, from the fact that the position of president of tho Union llailway Company is not a salaiied position, . and he has done much arduous work from prido in seeing that what he had undertaken was carried out, and doubtless resolutions showing that the company appreciate his good work will be adopted to-day. io far as Mr. Malott is concerned, he for a year past has been desirous of being relieved of some of the hard work which has been brought upon him by unfriendly State and city legislation in the early history of the new Union Station enterprise, and tho troubles incident to commencing and completing buildings of such magnitude as tho new Union Station and nheds. The President Doesn't Worry, E. W. Ayre, In Kansas City Times. Anybody who supposes that President Harrison overburdens himself with work or allows himself to fret and fume over the importunities of office-seekers and to be generally dragged down with care and responsibility makes a great mistake. On the contrary, ho takes thiugs remarkably easy, the circumstances considered, clearly intending to preserve his health and spirits, aud evidently resolving to hew closely to tho line of comfort he has marked out for himself. When ho finds his work becoming irksome ho stops it, no matter bow important, goes out for a drive ami separates himself for tho time being from otlicial dutythis greatly to the nnu03ac.ee of the fellows who are watching aud waiting.
