Declaration of Wat Spam. KkwYork. June 16 The Spanish letter of marque ship Tarantula arrived here yesterday, in 41 days from Cadiz We learn that she sail ed on the 5th of May that a formal DECLARATION OF WAR against Trance had been published; that the Spanish prirateerrs were liming out with all expedition and that one French merchant vessel had been captured off Algesiras previous to the sailing of this vessel. The following interesting letter from Cadiz, dated April 25th, was received in this city, by the schooner Little William. It is from the same gentleman who wrote rather despondingly a few days previous to date of this. We know him personally, and place the utmost confidence in his ntatcments Aerc. Adv. "Cadiz, April 25 "The French as ou know, entered Spain on the 7ih, and without meeting any opposition proceeded as far as Vittoria. The advanced guard is composed of discon tented Spaniards, which the French allow very much against their own interest, as the spirit of vengeance which kads them on has created a re action, and those who otherwise were disposed to' receive the French tranquility, are retiring from thvir home s, and u siting themselves to Ballasteros by thousands. Almost all the local militia of the Provinces, have already abandoned their houses, and are collecting where their services may be useful. In the towns the French have passed, some disorders have been committed, as much from the disappointment of not meeting the welcome TccKfitian they expected as from any other cauv. The Constitutional General O'Donnell is doing wonders we perceive his energy in every act he performs The last accounts we have of him, is that of his having or ganized an army of about 15,000 men, with which he will soon begin to operate, and I believe one of his first steps will be to secure the passes of somo sierra, about twelve leagues north of Madrid. All the Militia of Madrid, amounting nearly to 8000 men, hiv Tolunteered on masse to join the army of reserve in Andalusia With such Clements in a people, what should be their reward? Certainly not oppression, "The government has not yet signed a declaration of war. We expect it every moment. I suppose great numbers of privateers will be fitted out from the United States If they come htre they will get commissions without any difficulty, the grand object being to do the French ail the mischief possible. "It is reported, and I believe correctly, that Cadiz will shortly be put under martial law, to be prepared for the worst, and that a Governor will be appointed who will unite in his own person the civil and military authority. If he be a man of nerve, he will do much good." SPANISH DECLARATION OF WAR. Seville Gazette, April 26. The King has issued the following decree: "Whereas the Spanish territory has been invaded by the troops of the French government, without a previous declaration of War. or any of those formalities established by custom; and whereas that act of aggression cannot be considered in any other light than as a violation of the Law of Nations, and an open rupture of hostilities a gainst Spain, it becomes my duty, therefore, to repel force by force, to defend the integrity of the states of the monarchy, and chastise the audacity of its enemies: Now, after having consulted the Council of State, agreeably to the 236 n article of the political constitution, 1 DO DECLRE WAR AGAINST FRANCE, and the same is hereby declared, and in censfquence whereof, I order 8c 'command tne competent authorities to commit hostilities upon her both by Bra and land, to annoy her by every act of aggression in their power, authorized by the law of nations. I also direct that this my declaration of war be published with the solemnity.

"To Don Evaristo San Miguel, "Secretary of State.' LATE AND IMPORTANT FROM THE SPANISH MAIN. N. York. June 9 By tne schooner Eclipse, capt. Hathaway, from La Guayra, we have received Caraccas papers to the 22d May. A postcript in the Columbiano, of . the 21st May, announces the important intelligence of the capture of the fortress of San Carlos, and consequently the lake and city of Maracaibo, by the Colombian forces under General Montilla, The information was received through so many chan nels. no double were entertained of its authenticity. A salute . was fired at Laguayra in consequence. A division of General Morales army. (600 strong,) under the command of Col. Gomes, which entered Coro, were lately defeated by the Colombian troops under the command of Lt. Col. Gonsalez. The Spanish Governor, with many others, were killed. On the 20th May, the Colombian frigate Congress, Capt Cheync, of 44 guns, 300 men, anchored in the roads of Laguayra The Spanish frigate was still at Porto Cabello, not having repaired the damage she received in the late action with the Colombian corvette. Letters received at Coraccas from Bogota, dated the 15th April,, state that Congress met for the despatch of business on the 8th April. They also announced that Gen. Bolivar was at Guayaquil to the month of March, and had withdrawn the succors furnished by Colombia to Peru, they being no longer wanted, and were on their passage to Panama, to proceed to Santa Martha, and, if necessary, to Maracaibo. This force is said to amount to upwards of 8000 men. LATEST FROM EUROPE. New York, June JO The first of May Packet James Cropper, Captain Marshal, from Liverpool, brings papers to iliai Uaic inclusive, and London to the evening of the 29th. They contain no news of importance. In the House of Commons on the 29th, a debate took place on a mo ion for an address to the King, complying of the conduct of the ministry in the late negotiations but the hoise adjourned without deciding the question. Accounts from Portugal to April IS, state that the Insurgents were giviig way in all directions. It was reported that the late proceedings of the British Parliament had given serious umbrage to the French government r 1 PROCL A MATION: the qualified electors of Harrison county are requested to meet, on the first Monday in August next, in their respective townships, in said county, at their usual places of holding elections, then and there to elect two representatives to represent said county of Harrison in the next general assembly ot the state of Indiana; also, toelect two associate judges for said county, to fill the vacancies of Abigail Bayless and James Kirkpatrick esq. whose t?meof service has expired by law; also to elect one county Clerk for said county in the room of Henry W Heth esq whose time of service has expired by law; also to elect two county Commissioners, one in the room of G o Bently esq. whose time aervi'-e has expired by law and one other county Commissioner to fill the vacancy of Robert Baldwin esq. resigned: alo to elxt one Recorder for said county in the room of John T. Jammison esq. whose timolol service . has expired by law; and the inspectors of the elections, in each and every township in said county, are strictly required to attend in their respective townships, then and there to conduct said elections, and the manner of their returns shall be in conformity , to law.
