Acting Upon thia system of tergiversation and delay, it has at Ungth replied tothei new representations made to it by the two Envoys, to whom the task of the ncgocation is confined. Protesting its earnest desire to maintain peace with all Powers in general, and especially with Russia, the Rcia Effendi explains the motives of the determination of the Grand Divan of the 23th February; and endeavors to prove that the porte has completely satisfied all that there existed any right to exact from it. He endeavors particularly to justify the determination adopted respecting Wallachia and Moldavia, of which ho aain premise the entire evacuation by tho Ottoman troops as soon as the Greek insurrection shall be put down. . It it sufficient. to say that the yt rt( has also its Ultimatum and that it Desists in it, as Russia declares she will pregist in her'a. There is therefor at the present moment a Russian matuni and a Turkish Ulttoiainn:. Our Cabinet will doubtless consume ate this nsw overture of the wrto--to the Court of Russia, and wil'hct fail to propose to make new remonstrances to tne Grand Seignior, to induce him to modify his Uldmaturu The communication about to be made to the Russian . Cabinet cannot arrive at vetersburgh before the 2 6;h inst. The answer will be here about the !Oth June. Thejicw Instructions given to M. Lutxow, cannot reach till abcut the 25th of June; he will then present a new Note about the end of that month. The torte, according to its custom, will reply a month afterwards. The summer will pass in transmissions & communications, and the vorte will again gain a stimraer, and thus postpone ulterior measures till the spring of 1923, during which internal mtans may be found cf arranging every thing."
