I propose that there shall he erected in each circuit a building suitable for the reception of convict; and in lieu of the present mode of employing their time, to wit: in manufacturing, &c. there nhall be erected a flouring dill, or mill opon the plan of the inclined pland.There is no circuit in the state hut furnishes power sufficient to propel one of thescf mills-' and as that power increases, carding machines, and other profitable machinery may bo attached.
