SENATE. DECEMBER 8. -- Several written mesform the president of the United States, all of which, excepthe following, were upon executive business; To the senate of the United States. --- By an act of the last session of congress,
is made the duty of the accounting ra of the treasury to adjust and settle
of Daniel D. Tompkins, late Vernor of the state of N. York, on equity and justice, subject to decision of the presentUnited States. The account-
have, in compliance with this
act, reported to me a balance of $35,190
in favor of governor Tompkins; which report I have under consideration, together with his claim to additional allowance, and should have decided not he same before the present time, Had I not delayed my decision at his request. From the view which I have taken of the subject I am satisfied, considering all the circumstancesstances of the case, that. a larger sum ought tot be allowed him that that reported by the accounting officers of the treasury. No appropriation, however, having been made by the act, and is appearing, by recent information from him, the the sum reported would afford him an essential accommodation at this time, the subject is submitted to the consideration of congress, with a view to that subject. JAMES MONROE. Washington City, Dec. 1823. The bill subjecting real and personal estate to execution, has not yet passed the House of Representatives. The diversity of opinions on this subject, leaves it yet quite uncertain, in what shape it may pass. The bill to elect electors for President and Vice President, by general ticket, which passed the Senate, is now under consideration in the House of Representatives. An attempt will be made to change the features of the bill from that
of a general ticket to districts; but it is not probable that such change can be effected. - Ind. Gazette. It is said, that a part of the loan is already obtained, and prospects flattering as to the remainder. --Ib. Mr. Sohnee of Posey offered the following preamble and resolution in the House of Representatives on Monday last Whereas wc believe, that the prosperity aud happiness of our country would be advanced, by the etcouragement of domestic manufactures, which would give new vigor to the spirit of honest enterpnze in every section of the Union, and annihilate the present state of dependency, on European countries, for the
fabrics necessary to our comfort; and that this change in the policy of the government might be effected without producing pecuniary embarrassment, or imposing extraordinary burthens upon the people. Therefore. Resolved by the General Assmelly of the state of Indiana, That the members of Congress from this state, be requested to united in any effort, that may be made, to alter the tariff so as to encourage the manufacture of domestic fabrics. Which were read the first and second times, and referred to a committee of the whole house, and made the order of the day for tomorrow. Ind. Gazette. I'LL TREAT.-- Several people at a landing place in Saratoga county, New York, were spectators of the following scene: A raftsman, who had drank a little too freely, fell from a part of the raft where he was employed, and was near drowning, when his brother plunged in to his relief, seized him by the hair, and was struggling with him to the shore. The tide was strong, and the brother's strength being nearly exhausted, he was about relinquishing his hold, when the despairing one, raising his head above the water, exclaimed, "Hang on Sam! hang on! I'll treat, I wear I will!"
