All the world over, the Inhabitants of cities have felt the ne. ceaslty, and appreciated the- value of some open public grounds within their Urn Its. These an neeeeeary: 1. To th* ventilation of the olty, If we may un tbe term, to the purification of Its atmoi. pbere. 2. For pieces cf recreation, exercise, tnd amusement for the citizens. 8. They may be made ornamental to tho city by artistic Improvement, at great cost. To meet the wants of a city, a variety of parke are needed, both for ventilation and amusement. The amusements and recreations demanded by the people are various: 1. They may desire to ait la the ahade, take rest, Ulk, drink beer, lemonade, etc. 2. Promenade, performgymnaetleezerciaee,

etc.

3. Have public assemblies. 4. Carriage drives, and horse back rides. Small parks, near to the people, will meet some of these wants; large parks, at a greater and more expensive distance, will meet others Large parks, for drives, are not demanded till the population of a city is large. Now, we have the Circle Park, of about two acres; the University Square, of four acres, and the Military Park (old fair ground) of, as now reduced, twelve acres. The first two have been Improved at the expense of the city. The third has been dis-improved, by the public use. This third park is within five squares of the Circle; within three squares of the State House, thus making It accessible at all times, to the people, without expense. It Is large enough for a promenade park for all our people, and few of us yet are rich enough to hire carriages for a drive. This park has still living on It about seventy large old forest trees, and the improvemement of It would come back to the city in the way of taxes. Now, we suggest that good policy, the public convenience. and justice to our Western citizens, call for the first outlay of money for park improvements to be made on this park. We arc u favor of the city accepting all park grounds that may be given without onerous conditions; but first Improve those we now. have In the city. Merchantable wool should be tbe standard for price, and must be well washed, free from all tugs and filib, and tied with only what twine la sufllctent to hold the fleece complete-

The Frirndofthe Offmesakd.—Minnie Johnston, the “Freedman’s Bureau Agent,” appeared la the police court yeeterday, to answer te a charge of obtaining money under false pretenses. A number of victims were present to testify in tbe con, but the Pr seeutlng Attorney dismissed It because It was Impossible to prove that she was not the agent she pretended to be, end her representations were so absurd that persons of ordinary Intelligence could not have been deceived by them. A charge of vagrancy, however, was made, and Miss Johnston being found guilty, was sent tojsll for thirty day*.
