The speaker then drew a comparison between the chu.acters cf Franklin and Wsshington, thelatterhaving been a son of wealthy Virginia parents, and enjoyed the advantages of education and social rank. Considering all things he placed Franklin above Washington, though the former could not have done the work of the latter. And great as Washington was, ho was not great eneugh to write and print, after ho had achieved power and farao, a frank, ingenious confession of his youthful follies, and send them out for the in-

struction and admonition of others.

Next the lecturer took up as another exsmp,e of a distinct class of self made men. the pioneer Danltfl Boone, lie was, in most respects, the antlpodo of Poor Richard. Me was not even a patriot; knew but little about the great cause of American Independence, aud twenty years later bid American ten Rory good bye, and emigrated to the dominions o( Spain, without the foresight that Missouri would ever become a part of this nation. The lecturer’s sketch of backwoods life, the csraless, heedless, monotonous routine of the hunter’s duties and habits,were perfectly and somewhat poetically drawn. It was a phase of human nature with which be had little

sympathy.

Burns was the next character considered. Ho was eminently a self-made man, ami was compelled to battle with sqalid poverty. The "City Measurer ” ordinance was referred to the Committee on Revision of Ordinances. • ORDINANCES passed. Appropriating $500 47 for payment of claim* against the City Hoeplta). Crusting the office of Gas Inspector, and prescribing bis duties. Adding to the duties of the City Marshal and Chief of Police, aa heretofore deferred. On motion, the election of the Gaa Inspector was made the special order for next Monday night. The amendments to the ordinance protecting public morality and decency, on its second reading, was then taken up. On this amendment members expressed themselves in various waya. Mr. Brown favored It, because it prevented "raidings” upon house* of Ill-fame by the police, and corrected, other abuses that were very apparent in the old ordinance. Mr. Jameson was of the same opinion Mr. Savis—It ie well known that the houses of HI fame in thl* city had been used by tbe police In timea ,>ast a* "neet eggs;” that tbe police had time end again laid in wait, in order to catch some “galloot,” who had hl« pockets full of greenbacks, and make him ‘‘shell out” to the tune of $15 or more, or else go to Jail. Raids upon these houaee by the police had nevar yet succeeded la squelching one, or In decreasing the number of prostitutes. It had worked more harm than good. He was no apologist for these bouses of prostitution,but he was inflexibly opposed to allowing the police to use them aa “nest egga” for the purpose of putting money In their pockets. • Mr. Sledenstlcker—“ Raiding*” by the police have been stopped by the Board for more than f, year past, and they are not, unless upon complaint ofl the citizens residing in close proximity, or in case of a riot, allowed to enter them. Dr. Jameson—There has been an outward premire brought to bear against th* police. There was no gentleman here who would stake hi* veracity on tbe wholesale charge* made against the police force. It was not right to try to Injure tbe character of these n.jn. They were gentle-nen, and tried to do their duty faithfully. Mr. DavD—I make no charge* against, and have no relercnc# to, the present police force. Mr. Coburn had beait approached by one of tbe most notorious "fancy men” (a this town, and asked to vote for this ordlmice; and that this man had told him that there were men in this Council who had pledged themselves to put this ordinance tbroogb.
