Taxatlwn •( Oresatmeks. The Supreme Court of Cincinnati decided a few days ago that greenbacks could not bo at. sessed for taxation by State authority as money, upon the ground that they were just aa much a loan by the Government as the Indebtedness in the form of bonds. The Journal thinks this Is all wrong and reads a long bomlly against this opinion of a radical court, rendered by a radical Judge, and insists thst there should be a discrimination in taxation between tbe different forms of Government Indebtednees. That paper says the Supreme Court of the United States has repeatedly decided, ranging over a period of nearly fifty years, that the bonds of the nation can not constitution ally be taxed by State authority. The bonds of the Government' bear Interest, but greenbacks do not. In tbe one caee tbs Government pays the lender for toe ue# of the money, while In the other it does not. Although greenbacks circulate ss money, they represent Government Indebtedness or s loan to toe Government, just as much as Interest bearing bonds, and If the latter are exempt from taxation by State authority upon constitutional grounds, Is there any eenstble reason why tbe former ahould not be placed upon the same footing? In fact, are there not more urgent reasons for exempting a non-bearing Interest Innebtcdncsa from State taxation than Interest bearing bonds? Interest bearing bonds are held by the rich, by toe capitalists, almost exclusively, and they receive an ample compensation for the investment, while greenbacks circulate among the poer sod those of moderate means who have no surplus to Invest, yet they loan to the Government what greenbacks or non-bearing interest Indebtedness they bold. Tbe Journal says: “ There is no good resseason why money should bo shielded from any tax, local or general.” And It placas greenbacks in the same category as money. While greenbacks are used as • circulating medium, they can not be regarded as money, for they ean not be eonvsrtod Urtc sped# at toe wHl sf the holder. They are Gov era men t promises to pay, juvrtoVMBCTf Mods, only in a different toapo and not subject to Interest. We sgsin Inquire, why then should bonds he exempt from State taxation and greenbacks subjected to thst kind of aaeoMment? Tbo Journal say•: “ When tbs Government offers bond* for sals free of local taxes, It derives s benefit

Spncclation in Gold.—A Washington special says there Is much quiet talk In that city about schemes that have been formed In hlgb circles for a grand speculation In gold, by which mammoth fortunes were to bo realized. It Is charged that the Impeachment report was secured for the purpose of putting up the price of gold, and that Secretary McCulloch, to checkmate the gamblers, threw $26,000,000 upon the market, and tola prevented toe rise. Snch are toe statements current in congressional circles, and which are generally believed. —The Washington correspondent of the Boston Pott says too appointment of General Scbenck as chairmen of too Committee of Ways and Mean e took everybody by surprise, and the peculiar views of the new chairman on the question of finance were eagerly sought for by scores of lobby speculators who Infest the capitol. Mr. Scbenck is known to he opposed to any further 'contraction of the currency, and while he is not partlcnlsrly favorable to an expansion, he is a politician rather than a statesman and will yield to toe popular .demand of bis section as far as possible for a farther expansion. The House may have wisdom enough to drop toe whole matter, notwithstanding the report. If too contrary course should be taken, and too next session of Congress should be occupied with the partisan effort to put Johnson out of the way, it will remain for the people In 1868 to administer the proper rebuke. Gubernatorial.—We place at tbe head of our paper to-day, as our choice, tbe names of Thomas A. Hendricks and William S. Holman, for Governor and Lieutenant Governor, in the canvass of 1868. It is almost needles* that we give our reasons tor expressing our preference for them ae leaders of the conservative forces in tne coming Gubernatorial contest. They are both well known to our readers as men having no superiors in the State in personal Integrity, honor, and Irreproachable moral characters. Aa statesmen and orators, they have few equals. Their devotion to tbe Constitution and Union la unquestionable, and their nomination by the coming Democratic, and Conservative State Convention, will tend greatly to harmonize all the elements of opposition to negro equality, and do much toward carrying Indiana against radicalism In 1868. In our opinion, all that is needed to secure successes to harmonize the elements of opposition to radicalism, and be who does moat to secure that end is the beat patriot, and will be entitled to the greatest praise. -Hancock
