Miss Helen Vance, teacher, lately residing on East Twenty-sixth street, yesterday morning took a dose of kyanite of pota->ium, in mistake for tincture of rheubarb. Discovering her error, she screamed for help, but before it arrived, she expired. Yesierday in the Uni ed State*-Circuit Court, Brooklyn, Colonel Richard C. Enright, was arraigned oa an Indictment cbargiug him with preparing and executing fraudulent whisky bonds. The case grew out of tbe Cailieott afftir. Colonel Eurigbl pleaded not guilty and gave bond to the aiuouut of twenty thousand dollars.

It Is In reply t« a letter addressed to him by a neighbor, and very long and comprehensive. Mr. Stevens commences. With tbe assertion • bat, so far as the financial condition of the R-puMic Is concerned, it is no’, nor never can be, in doubter peril, with the products which we can readily di.«| 0 e of to-upply the de mand, there mver can be a time when, with honest dealings, thi- Republic will be unable to pay all her just liabilities. He says: “I have not approved, and do not now approve, of the financial policy pursued by ourGovernment for the last six years. I think we have thrown away our billions, and are still thro-*-|»g away millions, by mismanagement.” Then, addressing bis corresp rodent, who is a national hanker, be says: ••You are a barker, and a sound o'he, but you are making more off tbe United States, through tbe national banking system, or any other m m who has adopted If, than you ought to make” He has never doubted, be says, that tbe Government has the constitutional power to make money out of whatever material it chooses, whether it be made of metal, paper, leather, tin or greenbacks, and to regulate Its value, and therefore legal tenders are to all intents and purposes the lawful money of the country. Money in which all debts, public or private, may be legally and justly p »id. Money Is just what the law makes it. He refers to the f«ct that tbe Government has at different times reduced the price of silver, and that when so reduced it was made to pass to every creditor as well as debtor at tbe original price and argues that there is the same power to t-sue and regulate the v due of any other kind of money. H* maintains, consequently, that If is Just and proper f»r the Government to pay the national debt in greenback lawful money. Referring to the debt be says: “Now, let ns come to the Government loan, and for a moment consider it, which, even without tbe monstrous doctrine of Greeley and Cooke, is • he roost profitable invesiment ever made by money lenders, and is a monstrous swindle on mencans on the part of European capitalists. However, be would pay in full the n*-h capi talists and spectators who have made princely fortunes through tbe folly of the Government, but be does not think there Is any obligation to force-pecie payment in order to pay two or three times over what they are only ami
justly entitled to.
He shows beyond contradiction, that in creating loans, there was no intention on tbe part of Congress, to commit the Government to tbe payment of tbe principal in coin, except where this was expressly mentioned. This matter was well considered and well understood at tbe time, ami bondholders have no reason ta complain if paid in legal tenders Speaking ol this m >ney, Mr. Stevens *ay* that for two years, the greenback* were the most popular currency ever used in the United States, and had there been no other, would not have failed to buy every necessary commodity for every use, public and private, without complain*, and If it swelled the currency of the country, it also swelled business of every kind, foreign and domestic, agricultural and manufacturing. So also, it swelled the income <f bu-lness men, and thereby vastly Increased tbe revenue of tbe Government. The great question at issue is the right of tbe Government to pav and the policy of pniing tbe debr m greenback lawful money. Upon this he remarks that various methods are suggested to redeem rhc5-2o’s in currency. One very able writer suggests a loan in greenbacks to their amount, so that afterwards the greenbacks mav be redeemed with tbe others. If we sre sHti'tbd that them is not more than suffletenr currency to do the buslne-s of the country, and with its probable increase, then that would be the proper method without inflating price* a» a counter balance to the saving, but if it is believed that tbe present and prospective business of the country would fairly absorb sn amount large enough to redeem those bonds as they become due and not injuriously increase business, the true way

would be for tbe Government to issue legal tenders equal to tbe amount to be redeemed, and thus save the Interest both of the old and a new loan. With these views he deem* the contraction of the currency of four millions a month, as now autboriz-d.bigbly impolitic. Finally, be believes tbe true way,if not the only one, to reach specie paymentls to redacn the debt as proposed before any attempt is
made to contract the currency.
It is stated on authority that the President bas determined to make changes in bis Cabinet. Henry F. Smytbe, Collector at New York, has been tendered tbe office of Post-m:.>t-'r General or Secretary of the Treasury. It is also said that Reverdy Johnson will be tendered the position of Secretary of SMte. It is said that Assistant Secretary Chandler will resign. There is a host of applicants

In the Supreme Court of Columbia to-day Mr Bradley read a statement in answer to the rule n{tbe court for him to show cause why he should not be expelled from tbe bar as a practicing attorney, owing to hi* difficulty with Judre Fisher. Hon R J. Walker nude an argument in Mr. Bradley’s behalf. A full court, through Judge Carter, sustained the order of Judge Fisher suspending Mr Bradley from the bar. Judge Carter said it was a painful duty, but it was necessarv that the court should sustain Its dignity and punish contempt. Mr. Bradley thanked the court for the delicate manner la '• hicb it announced the decision. He bad long ago contemplated retiring from the bar, but tbe present manner of severing bis connection with tbe court rendered tbe separation tbe more unpleasant. Washington, November 9.—The fraction al currency printed the past week, $317,100; currency shipped, $155,952, including $100,000 to the United State* depository at Cincinnati. National Bank notes issued, $80Ao0. Fractional currency redeemed, $416,403. The President will be serenaded Wednesday night under tbe auspice* of the Conservative Army and Navy Union. Other organizations will unite in the demonstrations. The receipts of internal revenue for the past week, $403,100. General Grant ha* ditected that no leaves of absence for army officers be granted, or even considered, unless applied lor tbrrugh the regular channels, and that applications bt outside parties will not be heeded. This is designed to put an end to that abuse of political influence by which certain officers are permitted to stay from their commands. Tbe Postmaster General has appointed U. Ray Myers, assi-taqt special agent, ot the pi»toffice department, at a salary of $1,600 per annua, and two dollars per diem, to take effect November 5, 1867. General Grant bas issued a circular through the Adjutant General’s office, a* follow^: All clerks and employes of the bureaus of the War Department are prohibited from holding communication, on the business of their offices, during office hour*, with cl dm agents, or other person*, not duly authorized by tbe chief of tbe bureau to transact with them such besines*. Tbe elerks and employes are ordered to report the name and business of any claim agent who shall approach them on business connected with their offices, without authority in writing from tbe heads of such offi -es, and they will be prohibited from prosecuting their business with the bureaus of the War Department. Tbe story that the cholera had broken out in this island is a fabrication, though it is alleged that the report was started on good authority. Tbe boat was owned and insured in Cincinnati. The storm of Friday night did considerably damage at Franklin. Kentucky, demolishing a two story tobacco warehouse, unroofing the Baptist church and injuring several other buildings. At Greencastle, Indiana, twenty-five thousand dollars worth of property was destroyed. The Baptist church was blown down, and the Methodist church unroofed, and other houses considerably injured.
