The New York Times has an article upon I n national batikiiig system, containing some i.dements which do not conform to the actual f.c s. After alluding to the excellent free banking law of this State, some features of which were incorporated In the national act, the writer adds; "She (New York) readily surrendered her own preiereneo ” to accept the new system. Nothing could he further irom the truth. There never was a more grossly tyrannical act than the arbitrary imposiiten of tbis-new yoke upon the moneyed lositunions of this State. When It was first p;e-luiled to them the rfjection was unanlin his. In this city not a single bank accepted i:. •• readily ” or otherwirc; and, with one or two insignificant exceptions, every hank in the State openly avowed Its hostility to the i hau;,;e. One new hank was started here, but under such auspice* that It gained lor the time noereuit whatever with the general public. Then certain politicians proposed to la« augurate the system here by starting * large hank undir Government patronage; and the most extravagant promises of aid from tb* Treasury Department were made to our lead* lug capitalists to Induce them to subscribe for the stock; but that, too, was a failure. Thus, neither the existing bank managers nor the outside public were allured by the attractions oilorod. Every device wss employed to overcome this repugnance. The new bank already organized here was floated to s high degree of prosperity by tho unreserved use of public money. At a time when It had only one or two hundred thousand dollars capital, and no hold on the business community, It was allowed to retain several millions (we think at one time nearly five millions) of treasmy deposits, to loan at its pleasure. It not only had these immense sums without the cost to itself of a single farthing, but when its officers could not conveniently loan the whole o( the surplus to the public at lull rales, the treasury itself borrowed back part of it, paying interest for this purpose on its own capital! Every indulgence was given In the way of redrawing tho funds as the Secretary ol the Treasury might need tnem; and the bank not only bad notice of such drafts, but the assistant treasurer here was Instructed not to be too pressing, and large payments wi re received t>y Instalments, and after frefjiient delays, to suit toe convenience of the favored institution. The Interest on iheGovernment deposits during this brief period were more than the entire amount of the original capital ol the bank. We are not r< fleeting on bis organization. Its officials undoubtedly acted adroitly, »nd there was nothing to their discredit In this use of such Governmental aids to effect Its permanent establishment and secure Its future prosperity. We lire recounting these facts to show the almost tle-perate attempts of the department to Induce the banks of New York to surrender their alu gl men to the State, and accept the national control The attractions all tailed; ami hud the Government rested here, the existing bo k«, almost vstihout exception, would still have retained their old organization. Then came the strong h-inded pressure of which we complain. W ithout any justification in tb- Intciv.-is of the nation, and in violation of . very sound principle of finance, the National mil)* nt undertook to coerce the banks to relinquish their rights, and to accept of it< alliance. Congress, at the dictation of the Secretary, passed the most oppressive enactments to secure the desired result. It is true that tho extreme demands of tho denartm.'nt were not sanctioned by law, pirtly bee.au*o somo of them were of doubtful constitutionality, and partly because there was a little fetr of the const quinces of too rash a change; but the penalties, disabilities and resi.t.'non- wide . finally compelled the hanks o New Ynk and New England to exchange ih. .r rcluiinu* Irom the til ate to the national bureau lorm, all gether, one of the most discreditaide chapters In the history of financial legislation. A few of the banks which did not yield to the pressure congratulate themselves upon their sagacity; but thtlr present existence Is due, not to the superiority of their organization, but to the forbearance of the Government. II the bulk of the institutions bad not ceased their resistance as they did, further and more severe legislation would have been adopted, until all “.State banks would have been legid ded out of existence. Tho limes, in the article from which we have quoted, adds that the business community ot New York are not now opposed to the national hanking law, or In favor of returning to the old system.' The truth hero Is only roirtly stated. The business men of New York are eminently practical anil conservative. They were opposeil to the original change, and this upon ground* which Included more than a mere comparison of the merits of the two systems. They objected to any sueh wholesale substitution in the financial fabric as dangerous to the material Interests of all who bad anything at stake in the country. Ills true that the precise difficulty apprehended was not realized, owing to the Immense paper money Issues which flooded the country and created a tide to great that nothing was stranded in the transfer; but the method of gu irdlng against the one set of evils has produced others of still greater magnltude, part of which are now seen, and other*, which will he developed when settling day shall have fully come. They saw, as we predicted, that the banks would be compelled to yield to the force employed against them, These institutions, like the politician*, Lave accepted the prevailing notion that the central government was supreme in all matters of faith and practice (tho constitutional safeguards and restrictions upon Its encroachments being suspended or inoperative in time of war), and all resistance or opposition to Us decrees were branded as a species of rebellion against the national authority. This point being yielded, and the banks themselves having voluntarily traced the sceptre in despotic hands, there was nothing lelt for them but submission or extinction. But early and consistent opposition to the' National system does not necessarily require present effort to repeal It, or to return with equal abruptness to the discarded favorite. Toe business men of New York, as we said, are too practical and conservative to sacrifice the good attainable In their efforts after the higher ideal beyond their reach. As far M ws know the sentiment of judicious men Is in fsvor of amending the existing National set, so as to remove some of Us moat objectionable features, adding a few safeguards and restrictions to obviate evident perils, and by repealing all discriminating penalties and disabilities, open the whole subject once more to tho choice of the people. If the new system thus amended should work well, aa we think It might, no further change would come ef sueh action. If It were found Impossible to guard against the evils connected with any official control of the banking capital of the country by national authority, capitalist* would be shrewd enough to know on which eld* lay their true Interests, and would gradually reconvert tbslr property to somo perfected system of State management.
