That there is a majority of the votes actually cast fora convention no doubt is entertained, but the third section of the act of March 2,1 requires that a majority of all the registered voters shall vote on the question one way or tho other, and in that event a majority of that number calls a convention. —The refusal of Stanton to iesue artillery to Governor Swann has been repeated In his attempts to procure guns from the Government. Swann has just purchased three field batteries, brass twelve pound Napoleons, and assigned them to three companies of the militia, »11 of whose commanders were In the rebel service. The specials to the Cincinnati Uasettea&j: It Is known positively that the President has made a formal tender of the sec retaryship of the treasury to Robert J.Walker. lie is to assume the duties of the office alter the elections next week. AVnether the position was made contingent upon tho charm ter of the elections is not known. The Washington specials say: An old Te nnessee friend of the President has had a talk with him upon the situation, and tells those he supposes to be in full sympathy with Mr. Johnson, that the latter declared to him tl at lie should make his stand against Congitss upon resisting its right to suspend him during the progress of the impeachment trial. —The Secretary of the Navy has ordered thecourt martial of an assistant engineer at the Portsmouth navy yard, on the charge that he said the President ousht to be Impeached. It begins on Wednesday. —General Mower telegraphs from New Orleans that the election of last Friday and Saturday passed off quietly in that city, and, as far as he knows, throughout the State. He does not say what the result of the vote was. The eonaervotivw in Washington profess to have Information that the call for the convention is defeated, and the President’s organ expresses great delight at this anticipated resul t. An erroneous idea seems to prevail that unless a majority of all registered vote for a convention that the election falls. One ot the most beautiful amt accomplished young ladles iu Toronto, Canada West, was Miss , a sterner the honorable postmaster general ot the Canadas. Her parents were peculiarly independent—if a fortune of several hundred thousand dollars would make them so—sad were, besides, highly connected. For the past fouror live years their daughter hae been in attendance upon a school in a neighboring city, where she has stored her mind with useful knowledge. During one of her visits to her home ia Toronto she met a young man about her own kg# tbe son of a prominent banker there. Having met, they loved, and having loved, their first impulse was to testify that love by wedding, as to tkem there seemed to be no reasonable objection. In the happiness of their new found affection they applied to the parents of the young lady for their consent to the unionno obstacle being interposed on the other side oC.the bouse. What was their dismay to meet with a positive, unequivocal refusal. The parents declared that such a connection could aevar take place; that although the young man bore an unexceptional character, be was the sea of a banker, and himself a banker, while they were people of quality. Bo prayers or entreaties on the part of the young, folks availed anything—they were Inexorable. They bad resolved that their daughter should many another—a lawyer of great wealth and at good blood, but one whom tbe young lady detested. Finding matters in this condition, the young couple did as many others have done before— resolved to elope. Although the young man was forbidden to enter tbe house, they managed to bold communication with other, and arranged ail tbe preliminaries. The young lady's parents gave a large party on tho eve of her departure tor her last term at the seminary where she had spent the latter years of her life. All tbe quality ot Toronto was present, among them the previously mentioned lawyer, destined by berpamu to w«d the heroine of our story. Dancing had commenced and the gayety was at its bight, when a servant banded a note to tbe belle of tbe party. Hastily excusing herself to tbe lawyer, to whom she waa engaged for the next set, she hurried to ber room, changed her clothes, and packing a few articles necessary for her journey, left the house and waa received in tbe arms of ber young lover. Together tbe two proceeded to a carriage not far off. drove to the railway station, embarked on board the car, and were soon speeding away to £i ngston. Arrived at that point, they loat no time, but, procuring the aid of a clergyman, were soon made one flesh. They were now joined together in bonds that no man can put asunder, and their minds were at last at rest. Taking tbe next train for the States, they crossed tbe border and came directly te this city, where they had friends. For a couple of weeks they remained among their friends here, evidently taking the greatest enjoyment in each other's society. Otherwise, I would have been long ago arrested and tried upon that charge. For my own part, conscious of my innocence and knowing full well that I have always waged war with tbe strictest regard to the usages of civilized nations, I have never shunned any investigation to which the Executive or Congress might subject my military conduct. As to the absurd charge that I marched against Columbus with 10,090 men and demanded its surrender, with the threat that I would, in the event of refusal, “massacre” its garrison, I have only to soy that I never was, during the war, within forty miles of Columbus. after Its evacuation by the confederates in 1862; and that the only troops which approached it at the time referred to, was a scouting party of less than loo mon; snd that the official report of General Lawrence himself utterly disproves your correspondent's statements.
