What mischief has he prevented? None. The only power he claimed Against the President a moment’s thought obliges him to renounce. This Is our “priptlcal” statesman. whose first move is a blunder. This was our St. Michael whose resistless sword was to mow down the Satan of the fallen hosts! Instead of that we find that ho docs not know how to draw it. The great popular leader sinks to be only the President’s secretary issuing orders be abhors; sits like “ Ancient Pistol’' eating bis leek and grumbling! Was ever boastful promise followed by such miserable failure? The Ueneral of the United States Is to-day a weed caught in the presidential maelstrom, and unless some bettor brains than his own come to the rescue, sure soon to be swallowed in the vortex. Let no Grant man after this call Johnson a clumsy knave; he has found wit enough to befool the model leader, whose silence pasted for the highest wisdom—the nullof whose cigar was statesmanship. Once before there was an animal which pasted for a Hon until bespoke. (■rant’s friends excused the shame of his taking Stanton’s office on the ground that he got thereby so much power to prevent mischief. What power to prevent mischief has ho gained by becoming secretary? Absolutely none. Ills remonstrances are wholly disregarded; be Is obliged, as secretary, to Issue orders he dislikes and wait till, as General, he can do something to avert their sad results. Evidently then he has gained no beneficial power by taking the War Department. Has he, by such an act, assumed a position which teaches the people? What valuable lesson do the people learn from the sight of their admired and trusted leader befooled into this sorry plight by brains so muddled, that when, as secretary, Grant remonstrates against a measure, Johnson, forgetting that Grant Is anything but a General, chargee him with 11 Insubordination!” As 11 a cabinet officer could be guilty of "insubordination!” We challenge the South to produce a negro aa unlit to vote as this man shows himself to preside over a cabinet. Grant has not, aa Secretary, averted any mischief. Has he by taking the office roused and caught the people? To fasten public attention more thoroughly on this allotted treason, to rouse them to their duty, la worth anything but sacrifice of conscience. lias Grant done this great public duty by Inking Stanton’s office. Does chagrin at seeing his Ignorance, Joes disgust at witnessing the President’! policy triumph over him, teach them the needleee lesson? Every thoughtful-man sees that so far as Grant's Influence Is concerned, the loyal masses are weaker to-day than yeaterday. If Grant had Indignantly protested against Htanton’s suspension and refused to accept the place, that would have roused and taught the people and made him president of the United States on a just platform. Instead of this, the people see to day that Grant rushed forw ard to help oust Stanton, supposing himself to possess a power of controlling the district commanders which he confessed he has iio title to. lie stand* before the people convicted at once of Ignorance of his own duties and faithlessness to his friends. As matters stand, the only advantage the masses gained from this event Is one more hollow Idol broken—one more sham exploded. Grant joins McClel.an, to stand forever In history among the “ might have hern.” W r e by no means undervalue this gain. Hut the present business of the nation is neither to break nor to mend idols. Our present business Is to save the loyalty of the South from plunder and death. In this great emergency ttappeai* that neither the :>9tb nor 40th Congress had sense enough to draw a statute that would hold water. Thus far the crime had been kept a secret; at least, only suspicion was felt. But, by aecident, the note containing five dollars aforementioned, and the instructions to leave town until all evidence of their Intercourse should be removed, written by the reverened villain to the girl, was dropped on the floor of the church at the evening meeting, the matter at once investigated and all these facts brought to light. Through the Influence of various parties, and under the mistaken idea that the causo of religion would be benefited thereby, Howe was permitted to resign hla pastorate, make over a portion of his property to the poor, deceived, ruined girl, and to leave town quietly, never to return. In short, the matter was hushed up, and It was expected the whole affair would be permitted to sleep on till the final resurrection, known only to a few; but this was not to be. Ilowo suddenly returned, expressed contrition for what he bad done, but refused to abide by his agreement In making over certain property for the maintenance of bis victim, alleging that It was extorted from him, and altogether putting on the air of a person more sinned against than sinning. This has scandalized the good people of :etson very much, and I learn that an Indictment for adultery has been made out against Howe—that be will be prosecuted under it, and probably receive his just deserts. It is certain that the town of Stetson will lie made too hot to hold him; and It is no lees certain that the cause of good morals is outraged so leng as he is permitted to frequent the scene o( hts villainous conduct.

"All this talk about the vastoess of the pubHe debt, the taxation of the Government t>onds. and the forcing of the holders of bonds to take currency in payment, when it was solemnly provided to be paid In gold, means repudiation. Thev do not purpose It directly, for it would shock the moral sense of every honest man; but these leaders know that the repudiation of the whole public debt would be the Inevitable result, The Government can not be sued, and can only exist by a scrupulous fulfillment of Its promises and obligations. When the Government aaid to the people, 'Loan us your money, and we will pay you six per cent. Interest annually, payable every tlx month* In gold, and the principal in twenty years, and your loan for that time shall be exempt from local taxation, 1 it was a fair contract, neither unusual nor unreasonable In Us terms. And I undertake to say that the Government got the money at a less cost than individuals pay when they borrow from one another. It Is notorious that the use of money In this country will average ten per cent., yet many of the Government bonds draw above •lx. 3o that when you esumate the exemption from taxation, and the premium on gold. It will not amount to more than the average rate of Interest paid between Individuals.” Now. he commences by stating an nntrutb. We did not promise to pay the principal to the holders of the five-twenty, seven-thirty and other bonds in coin. On the contrary, it l« stipulated In the legal tender greenback law that they can be paid in that money. Thu bonds were taken subject to the law, and with a knowledge of Its provisions, by the bond

holders.

What Kimball thinks was a fair contract was this: The bondholders paid in greenbacks forty or fifty per cent, tn coin for each dollar of their bonds. The latter were exempted from State and local taxation, amounting to about three per cent. They bear six per cent, gold interest, equal to nine per cent. In currency. Then, as be understands the "fair contract,” they are to lie paid at par in coin, for what did nof co$t them half a dollar in that currency! Tula Is what bondholders’ advocates consider a "fair contract.” We do not imagine the people will look at it in that light. We do not believe they will pay In geld what they promised to pay in greenbacks. Wa do not believe they will pay tha bondholders any different currency from wh*t the bondholders lent them, and which Kimball and every body takes for thtlr debts.—Cfncfnnaff
