Parts, September 1 —Baron Monstler, Minister of Foreign Affairs, has addressed a circular dispatch to the diplomatic representatives of France at European courts, in regard to existing relations of that government with other continental powers, alluding to recent events, and particularly to the conference held at Salzburg. M. Monstler declares that this auspicious meeting between the Emperors of France and Austria should he regarded as a fresh pledge for the muintalnance of peace In

The WorleTe special says there is reason to believe that the President will Issue an Important proclamation of amnesty, supplemental to that tsened on May 29,1865. It will not proclaim unlveraal amnesty, but will enlarge the fourteen classes named In that proclamation. Among tho classes excepted by the Utter, but which I am asaured will be Included in the coming proclamation, will be all persons who snail have been military or naval officers of the pretend ed confederate government who are below tbe rank of brigadier general in the aimy or oaptHln tn tbe navy; also all persons who are or shall have been pretended civil or diplomatic officers, or otherwise domestic or for sign agents of tbe rebel government, also who have been engaged In any way In treating olherwise than lawfully the prlsomrs of war found In tho United States service as officers, soldiers, seamen, or in any other capacity. Other details are yet to be arranged, which may delay the Issuance of tbe proclamation for at least a week yet; but it is probable that it will be decided to pardon all persons except high officials who may be on hall

Seven hundred and forty members of Maximilian’s body guard sailed for Enrope today. Bonds received from the sub Treasury during the week amounted to eight and a half millions aurrency, disbursed la tbe purchase of 7-30’s which was shipped to Washington. Judge Barnard, In the supreme court to-day, denied a motion made at the Instance of tbe receiver of the Insolvent First National Bank of Selma, Alabama, for vacation in attachment upon certain deposits of bank In the Ocean bank here. An attachment had been Issued by the owners of certain checks drawn by tbe Selma bank, and three days after It refused payment of a Government draft on deposit here. It is claimed that tbe attachment ■ in derogation of tbe provisions cresting national banks, which provides for the winding up of insolvent concern*. Thrfcase has gone to tbe general term of tbe court on ap peals. Mrs. Jefferson Davis arrived to-day on her way to Canada. New York, September 1.—The steamship Havana from Southampton 20th ultimo, arrived this morning. The Prince and Princess of Wales, arrived at Drauistadt on a visit to Germany. The rumor that tbe King of Prntsia is at Cbblentz, Is denied. Prefect Perpignon had left Ceret at tbe bead of a oody of gensdarmes, to arrest fifty armed men marching towards tbe Spaoish frontier. Hungary will contribute 2Si^ per cent, of tbe amount required for the expenditures of tbe Ausirlan Empire. The, Hungarian Government confiscated 9,000 needle guns sent acros3 the frontier from Boritn to Belgrade. The King of Italy bas given hD assent to the church property bill. Tbe excitement In tbe city to-day on the announcement of the result of tbe Jones and McCoole flgbt was intense. The trains from tbe ground returned this afternoon about three o’clock, bringing McCoole, who, on the way down, passed tbrongh the train and raised a subscription for Jones, heading the list with fifty dollars. He is apparently uninjured, having but a slight cut above tbe left eye. Jones was unconscious for ten minutes after tbe fight was over. He bas two ribs broken, and tbe frontal bone crushed in. He was conveyed to Hamilton in a carriage, where he now remains. McCoole forced the fighting all along, Jones apparently acted on tbe defensive.
