Tbo first national bank of this country was chartered by Congress In 1701, with a capital of *11.000,000, to run for tlfteen years. In l 'lo tills charter was renewed for twenty years, with the capital Increased to $28,000,i oo. The credit was soundly based on specie. The branches were distributed over the Stetee, coexisting with State and loeal banks, and guarded against encroachments nn the same. The corporators, by terms of tho charter, paid *1,;,on,ooo honus for the privilege. Yet, after thirty-one years experience with this limited capital, restricted with the precautions of vigilance. when application was made for a second renewal f"r lifteen years, and an extension of capital to #.'t.'>.bOO,boo, though another bonus was otlered of #0,000.000, (he advocates of the I'rmoeratto policy of "strict constitution” boldly (inestloned It* constitutionality, and assailed Its power as a growing, Insidious, and threatening monopoly. They Insist that the constitution gave Congress only the right "to coin money and regulato the value thereof," and that Congress had established a mint for this purpose, and had passed laws regulating the value of Its coin. Hut when the laws undertake to add to these lust and natural advantages, artificial distinctions, to grant titles, gratuities end exclusive privileges, to make the neb richer,and tho potent more powerful, tbo bumble membrrs of society, tbo farmers, meebanles and laborers, who have neither the time nor tbo means of securing like favors, have a right to complain of the Injustice of tbelrGoverninent." ••Many of our rlrh men have not been content with equal protection and equal henrflts, but have sought to make themselves richer by ante of Congress. Tbuatb® monopoly might have paid $18,000,000 annually Into the Treasury. While a bonus of nearly fourteen per cent, wae given for the old monopoly in 1801, the benefits of this stupendous scheme were given aw*y by our profligate and corrupt Congress. Do we need any lietter evidence of the complete subsidizing of thet body, under Mi* potent and persuasive Inducements of the moneyed oligarchs# Can we doubt the shameless corruption and intrigue behind all the extravagant and blatant pretenses of patriotism, where the fruit# are patent to our eyes on every hand # The principle never foils. When a loose woman, a treacherous hypocrite, or a blatant demagogue, are over eager to parade their virtue* to the world, villainy lurke behind the plausible tongue; and so, whenever radicillsm Is spaamodically affected on the surface with an excess of loyalty, let the people beware; a big

steal Will be very apt to follow.

The old bank monopoly, which Jackson, backed by our fathers, put an end to, did not dare to n«k much powers as this hydraheaded monster has bad lavished upon It. It was not allowed to Invade, or Interfere with, the rights of tbo 8tat* banks. The present charter law taxes every State bank ten per cent, on every dollar of Its Issue In circulation, a* much as the entire dividends of the banks In their most prosperous days. It Is called a tax; but virtually It Isa tine on any State Institution daring to Issue notes, designated to drive Its currency out of circulation. The law also attaches a penalty to any person who attempts to pass State bank currency. Thus an old and valued State right is at one blow annihilated by the usurpations of our centralized Government, Instigated by the

oligarchy of capitalists.

To show how reckless and Insensate to all principles of Justice these moneyed cormorants are, the benefits of the bank law are appropriated not only to the capitalist daaeee, but to a particular class in a particular aectlon. Of the $.760,000,000 capital tn bank stocks, $.780,000,000 of It Is located in the Northern .States, and two-thirds of the balance of the stock, though operated in the Southern States, Is owned by Northern capitalists. Thus all, but about one thirty-sixth of the profits, goes to swell the vaet Increase of wealth of the rich and powerful nabobs of

tho northeast.

To Illustrate this Inequality: Massachusetts possesses and operates about $50,000,000 of this stock. Kentucky, with tb« same population, and which made greater sacrifices and furnished more troops to the Union army during the war, has about $8,000,000. Of course, the $40,000,000 profits pretty much Hod their way into northwestern pockets, annually, from the operation of this bank law, swelling the riches and the power of the

oligarchy.

In the 9tare stock bank laws of Ohio and Indians. Tbaae stock-were as safe as United States bonds; yet, In a year or two after flooding the c ruutry with this stock bank money. Its eredlt was lost, and the banks bought up their own notes nt fifty to eighty cents on tbo dollar, thus cheating the public out of twenty to fifty per cenf. of their Iseuee. All experience proves that no currency can sustain a par value In market unless it Is redeemable, on demand, In
