We eopf tb# hbot# to#B the Indlanapolie Journal, A few day# ago tb# eatno paptr publlabed approvingly the address of Governor l^ftnn, at Knfgbtstown, on the Kourtb, which the radical prtee pvoaounced an able expoaltlon of tb# prlnolplaa which underlie tb# National Constitution, la that addresa Goternor fiAfttn laid down tha following propetition a# tb# tru# theory Of the Govern-

The Journal also, published a speech delivered by Governor Moutox, at Htobmond, a little more than a fear age, in which he thus eets forth what hi regard* the true theory of the Government and tb# proper sphere* of mate end federal action. We copy verbatim from bis printed speech, the sentiments which were eordleify approved by tha radical
State organ:
“ From the beginning of the war up to tha present time, every tneesag* of the President. every State paper, and

Every proclamation and every act of Conyrett have
proceeded upon thie hypatheeie."
Tie Journal says now that the rebel State* have not bad legal civil governments alno# they declared tbemeelres out of the Union. Mr. Liftcoi.*, however, speaking for the Republican party, In an ollleta! message to Coagress, laid that "the State* have their ttatue In the Union, and they have no ether legal itatut." Governor Mortow, In bis Richmond epeeb, re-echoed this sentiment of Mr. LixcotN. “Ooco In (be Union always in tha Union," were hie emphatic words. And to make the sentiment more explicit b# added, "that as these States were, accord log to law, In the Union, thetr standing would not be affected by tha action of the people, # * but so far as their action Is concerned, In a legal point of view, they bad no power to effect the condition of the State in the Unions’ After approving the positions taken by both President Lmcol* and Governor Montox In regard to the status of tha rebel States—that the condition of a State In the Ualon could not be affected by the action of Its people, the Journal now occupies the ground that they hnvo not "legal olyll governments," although It coincided with Governor MonTox,“that every ordinance of secession, every act of the Legislatures of the southern States In that direction, was a nullity, uaeonttiiutionNl and void, having no legal fores or effect whatever." But what uae la there In arguing tha consistency of a party which changes Its poltcy to meet lie partisan exigencies, regardless of principle or It* publicly recorded declarations as to the true theory of the Government which underlies the Constitutionf A political organisation which make* principle subaidlary to party supremacy, Is certainly not entitled to the respect and confidence of the country. Colonel S. C. Wruox, the President of tbe Indianapolis, Crawfordivlllo and Danville railroad, has returned from Raw Yortt and reports that he has completed a contract with Messrs. Kixo, SMITH A Co., of that city, who are represented to be tesponslblc contractors, for the construction of thatJmportant low provement, both to the Interests of Indlannnolls and the country through which It paeeee. The terms and conditions of the contrast are of stu b a character as to Insure the building of the road. Tbe contract requires Us completion In 11*70, and the contractors are not obliged to have It In running condition previous to that time, yet they bops—If all thing* prove favorable—to have It completed within eighteen months. Work will be comm«ne#d on the road In Anguet, and it will be vigorously prosoouted thenceforward. Tha road will add largely to the prosperity of Indianapdl*, and seme of our most sagaetous citizens think more so than any other which bee yet bees eonetmeted. It Will not only open up to our trad* a country rich la agricultural resource* and developments, bat me# of tb* finest mineral regions in this State. It will place us In oloa* proximity to valuable coal and Iron mln«a, etons quarries and fin# timber, all essential In the building of a dty, and giving employment to an induatrlal population. Mot only will It give ua those local advantages, but It will open another communication for aaat and west travel which can not fall to attract tha tide of emigration westward. In this connection wo tab# pleasure In paying a Just tribute to the energy and perseverance which have finally tenured the construction of this Important enterprise. For two year*-Colonel 8. C. When Mr. Lonn, preeident of tb* Cincinnati road, abandoned the enterpnsa last year, It was thought to b* ueyond hope, but this did not diminish the seal of Colonel Wiloox In its behalf, or his faith in accompllahing ita eonstruoLoa. Without tha neat, industry, parteversnoe and faith which have I aspired Coloas! Wftaox to etaItfgfe fler the enterprise, It would have beau only a castle In tha air.
