Mr. Mobster, tbe old contractor for lighting the street lamps, waa before the Board, thlnking that they had power to do something In bn behalf, and wa* permitted to mahe a statement. He said that there appeared to have been a systematic course of persecution entered Into against him by parties Interested in lining his contract forfeited. He has ptlt In new glass in the evening, and when It come time to light the lamps, they would bo broken out; that lamps were put out alter lighted; lighted after put out; and all manner of inch petty methods of annoyance practiced. In tbe northern part of tbe city, especially, a set of boys, (either of their own Will, of at tbo In* stance of some one,; were in the habit Of throwing stones and breaking the glass, and
turning nut the lamps.
Being interrogated, he also stated that when the old contractor turned the work and implements over to him there was not a single ladder received hut was so broken and out of order that be would not trust one 6f bl* boys on them, and Immediately had new onee made—that the I imps wen to a terrible condition, and could scarcely be lighted until the cobwebs and old matches were cleaned out. A gentleman who works at Osgood, Smith A Co.’s, who is a stranger In tbe city, stated that he had several times somi boys throwing atones at the lamps; seen mips lighted and then put out, and the lights to burn until
after daylight.
A motion was offered, by Mr. MacArthur, recommending to the council that Mr. Webster be continued In his contract, but Mr. Webster having said that be would not continue ligbling the lamps while the matter was in doubt, the motion was withdrawn.
