Be it enacted by the senate and Borne of Bepreeentatieee Ihe United State* tn Congreet Attembled, That from and after the passage of tbts act, eseh and every male perton, excepting psupsrs and persons under guardianship, of the age of twenty-one ye and upwards, who has not been convicted any Infamous crime or offense, and exedptl persons who may have voluntary given i and comfort to tbe rebels In the late rebellion, and who shall have been born or naturalised in the United States, and vybo shall have resided In tbe said District for the period of one year, and three months In tbe ward or election precinct In which he shall offer to vote, next preeeedlng any election therein, shall be entitled to tbe elective franchise, and shall be deemed an elector and entitled to vote at any election In said District, without any distinc-

Mr. CULLEN announced that he was opposed to tho bill because it tended to concentrate litigation in townehipe in which were situated the couuty scats. It would build up justices of the peace in tho county Mats, and

and merchants’ bill.
Mr. BONHAM spoke in defense of tho hill, and thought it right that a man should bo sued in the township where he contracted his
debt.
