murdoy an aVlta« Art. If we might believe the rawbaad atortealn the radical paper*, the people of the loath ore hopelessly addicted to marder. The Detroit Pott seem* to bare untuaal facilities for accamnlattag new* of aoathem murders, and we rarely pick up a copy of that singular journal without being horrWed with accounts of Union men being shot, subbed, scalped, skinned and roasted, ta som»of the Southern State*; the whole being rounded off with an argument in favor of the constitutional amendment, and the perpetuation of radical wisdom In the government of the nation. Without being exactly partial, the Post locates most of its strocitloa in Texas, probably on account of Its being farther removes! and enjoying lea* frequent communication with mills itlon. The last number of the Pott which baa reached this office has fresh Intelligence from the blood stained State of Texas, and works itself up Into a fury of vlrtuoua indignation against "my policy.” We quote: In one county more men have bean charged with such murders, and more such murders have been perpetrated than there are voters left In the county. In Blsneo county there are six hundred and forty-three white males, all told. In this county there are elgbtythree indictment* for mur Jers of Union men, and four for attempt to murder. Yet these indictments never come to anything, unless in the rarest of rare Instances. The murder of Union men is a crime fearfully common, while punishment Is still more fearfully rare. The story has rather a Ashy look, when closely scanned, but will answer very wellior radical consumption. In one county more Union men have been murdered than there are voters In the county. Consequently there must havo keen, before the murdering began, a majority of Union mon In that county. If so, how Is It that the majority suffered themselves to be murdered by the minority—led, so to speak, like abeep to the shamMosf Did these Union men, havfog a majority, meekly walk up at the bidding of the minority, and place their necks In the noosef And was anybody else murdered, while this large number of Union men were being tlnisbed off? Or did the rebel murderers have unusual and improved facilities for committlagmurder, which enabled them to overcome the Union majority? From onr limited acquaintance with Texans we do not think that they are so fond of being murdered as to submit to throat cutting just for the fun of it, and, consequently, we receive the above story with many grains of allowance. But, admitting the facts to be as the Post states them, what does it prove? limply that the radical Congren has unjustly discriminated between whites and blacks. Thsy framed the bureau for the protection of the negro, and the institution is in sueceatM operation in Texas. At leasrwe judge so from the fast of a Texas editor having been arrested, Imprisoned and fined, for jocular remarks about that piece of. furniture. Why did not Congreas also provide for the protection of white Unionists in Texas? The asms stretch of authority which gave us the bureau eouW have also provided for the protection of white citizens from being murdered by whole coun-

ties.

But what Is the remedy proposed? Only to pass the constitutional amendment. Some how or other the radicals bare successfully worked it out that an amendment to the Constitution is a specific for lawlseanesa of all sorts, and have demonstrated, to their own satisfaction at least, that a citizen of a constitutionally amended State can not commit murder, or any other crime. If we believed the stories of violence committed on "Union men” of the South, we would advise all " Union men ” to leave Immediately, and seek mors congenial society. It would be hard to be driven ont of the neighborhood In which they have spent many of the best years of their lives. It would doubtless be attended with pecuniary sacrifices; but life is dearer than property. Congress can no more legislate against murder In Texas, than it can prohibit yellow fever la New Orleans. If the condition of the South were as bad as It is represented, the only safety for Union men would be In flight. But, fortunately, we know these statements to be foul and malignant Has, set afloat by hired mercenaries for.the purpose of fostering the ill feeling between the North and Sooth, continuing the practleal dissolution of tha Union, and perpetuating the power of New England. These lies are gotten up by correspondents of New England radical papers, assisted by agents of ibe freedmen’s bureau. They are puMished in the radical papers, taken np by the political preachers of the country, and retailed at third hand, to a crednloua people. Some time since we published tha following which appeared In the New York TYibune, without a word of comment. Tha TYibvne has been one of the most persistent of the outrage mongers, and has published accounts of outrages purported to have been committed la the same county from which comet the follow-

ing:

PKACK AT THK SOUTH.

We, the undersigned, Northern men and new settlers, have bought and leased plantations in the county of Madison, Mississippi, since the close of the late war, employing the freed men, and tilling our land* with their work. We have noticed many letters In the Northern papers, which, so far aa star locality Is concerned, we consider defamatory exaggerated and uncalled tor; and should ws remain silent to misrepresentations of onr locality and its old citiXcne, It would bo upjust to those who have received us hospitably and treated

Butler has been an Inmate of the home s portion of the tuna Mace been treated with the ntmota ktadneae Ijr Ml, HmnTand'cametaiadt”laatweek Mddrw over one hundred dollars pension, and with this money in hit pocket. Is begglngfor mere. This Is the character of the man. Beware of We really do not aw how Mr. Hahhxmah la justified In branding poor Bctlxb aa aa impostor. Does tbe Jmpeetnre He in the fact that Butler to " abusive of Dr. WiShaxp,” or to It because, with a hundred dollars la his pocket, he to around begging for more? As for Dr. W is (Li bd, we think we have heard af him before, in connection with the Soldiers’ Bone. We believe the doetor to on his mnacle, to a limited extent, and has been known to take refractory Inmates of tha Horn* through wholesome courses of aproats. Perhaps Butler has felt the weight of tbe doctor's muscular arm and has cause to be abusive. Bat, perhaps, Mr. Uahheman denounces Butler as sn impostor because he to begging after having received a hundred dollara. We presume Mr. Butler begs simply because be wants more than a hundred dollara. Dow Mr. Haeremah think that a hundred dollara will last him all hla life? Or dow ha pretend to say that a mas, having the enormous fortune of on* hundred dollars, in clean cash should rest satisfied, and retire from bosinew? Butler was disabled In the service of hto country. (We believe Mr. Haheemaji ww not.) Being disabled, he bna to rely on a pitiful pension and the charity of the public for a subsistence. Perhaps he wants a little more money to put with hto hundred dollars, to set blmselfup in business—say, for instance, In thej peanut and pie (line—ao that he will no longer be a charge on the community. And yet Mr. Hareemar to mean enough to fty to injure Butler in his business, (begging) simply because be to abusive of Dr. Wishabd, For shame, Hr. Haeeemar! Such meanneas Is equal to the stoning of a half starved cur, while flsbtng for a bona In tbe gutter. Do yon fear lb tl Butler will absorb any eooaldersblo amount of capital In hto begging operations, Mr. HaEKEMaR? If so, yon can rest easy. We can assure yon that onr people are not going to hopelessly Impoverish themselves by contributions to a disabled soldier, and your solemn warning was not needed. Hut we suspect that something more than fear of general bankruptcy, consequent upon 'the unrestrained begging of stick soldier,!* at the bottom of Mr. Hanexmah’S card. Vague muttering*, stifled at much aa possible by the loyal element, have been heard before now from the inmates of the Home, and we suspect that Butler knows more than Dr. Wizard cares to have told. Hence Butler to published as an '■ Impostor,” In order to break down the force of hts testimony.

%3T The Journal has no better Idea of the Constitution than that of a comparison to an old tenement house, with the plastering falling from the ceiling. The Bible has been tn service longer than tha Constitution, and according to the JournnVt" argument from use,” to subject to profitable amendment. Whatever may have been the Journal» education, we have been taught to regard tbe Constitution and tbe Bible as sacred things, not to be lightly tampered with. Tbe Constltntion, like wine, Improvw with age. As a thing verging on to a century in years, and having always prospered under its benign Influences, our people had begun to regard the Constitution snta feelings of reverential awe; but since the sacnllgeous tinkers have laid violent bands on It, a last year’s ordinance of our city council inspires aa much reverence. Who can revere the work of last year’s Congress, and tuck a Congress? And tbe next one, wa presaa^ Will be wane, It possible. Every radical ass will feel It incumbent upon bim to amend tbe Constitution. Think of William* and Sharks offering amendment* to the Constitution? But no; m Artxmus Ward says, we would rather not think of Williams and

Shark*.

fTT The Journo! calls our argument against the adoption of tho constitutional amendments, " Tbe argument from use,” sad answers It by e domiciliary comparison, and dirty linen metaphor. Tbe Journal thinks the Constitution needs patching and washing. It believes wNfe Jim. Lahx, “ the Constitution be d—d. The Constitution to played out,” and would, so cover up that old instrument with radical piebald patchnork that the original garment could not be detected. It to not strange that a party that has no regard for the Constitution of Its country, and is disposed to treat It aa a piece of waste paper, have little or no compunction in violating its provisions and speaking of it in tbe contemptuons language used by the Journal. Such arejthe leseons Inculcated by radicalism. We have “ used ” the Constitution for seventy years, and never, nntll the ascendancy of radleal theories, was the wisdom of its provisions questioned, and not until the party now In power treated It aa a nullity did the country experience the mtofortunes that It to now afflicted with. A little more " using ” of the Constitution might be productive of more beneficial results.

The prefens* qf being a fraternal aad charitable organization has long since been abandoned, and it is absolutely certain that Ufa notcatled together on the 20th to relieve the necessities of soldiers’ widows sod orphans, or to- rapport soldiers for office—“other things befog cquaL” Neither Is it called for the purpose of vain show, end senseless parade. We sre coffipelled, considering all the circumstances, to the belief that tbo> meeting is called for the purpose of taking action In reference to the civil war which Is impending.
