So far a* the eaa vase for Congress is progresstng In Indiana, all other questions are, cr might to be, subordinated to the single questlen of the early praettefl Wstoratlon of the unity of the States—not a part of them but all of them. Wo hats loot all hope—hare no expectatlon whatever that the remnant, the rump of the present Congrew will do anything tending to bring'fbtftit that much desired ot» jeet. Wo eMalmoel any, wn hnow that three fourth* of the people do moat sincerely deem the aeeompHahment of this end. But W# also know that there Wane before the sear about Area hundred thousand wool dyed abolitionists In the United statos-raen who rend the Boston Liberator and other paper* that pot tip aa mot toot and maintained at principles the declaration ;that the ConetltuMon of the United States was M a league with bell and a covenant with the devil." These men have not heretofore, nor do they now, desire a restoration of peace, good order, unity and brotherly lov*. They live upon atrlfo and dlaeord. Sumner leads them In the United States Senate; Stevens, In the House; Cram, In the Judiciary; PHit.i.irs, In the lecture room, and
Greeley in newtpaperdom.
Uefore tbe war they were openly In favor of a dissolution of tbe Union. Now they treat dissolution as an accomplished fact—Instit that ten States arc out of the Union. They have, at least, learned prudence, and will not ■ay that they are for a perpetual dlaeolutlon of thia onoe glorious Union of States. But they interpose such obstacles to a unity In fact, as necessarily resulto In such continued dissolution. This rump Congress Is controlled by this manner of men. Tbe great question Is, their, how are we to bring about a practical restoration of the Union of tbe Slates. There
dd It quietly, quickly and
peaceably, and that Is, by displacing the present unworthy derelict rump of a radical Congress, who are following tbe command of these extreme men and thereby gratifying these three hundred thousand radicals, and dlasappolnting the fond hopea of million* of Union
loving people.
If men from tbe west, who are sent to Washington, will not act In a common sense practical manner, but will submit their votea and the fortune* of their people to the control ol these men, who for so long a time have been openly In favor of a dissolution of the Union then we should send other* in their stead. It la a trick of these extreme men to demand Impracticable conditions preceding the restoration of unity—oondltlona that they have every reason to be!lave can net be compiled with. First. The abolition of slavery wav demanded—that was granted by Incorporating a provision to that effect In Stats constitutions; at a cost to Southern people of twelve hundred million* of dollars. Tb* repudiation of tbs Southern war debt wa* demanded. That wasataogranted, In tbe same manner. Whst it amounted to matters nothing, as we never would have paid Bunder any circumstances. Next. Obedience to the Constitution and Federal Government was demanded; this waa also compiled with. All this has not resulted In arestored Union, but these radical leaders—these men who really do not desire a restoration now demand that the Constitution shall be so amended a* to make aH odors and shades of people equally dtlaens of the United States and of each State, and further that all such peraoa* shall bave tbe right of suffrage—tbe privilege of voting; and further that our national debt, however It may have l>een made, whether by honesty or dishonesty, fair dealing or fool, whether an equlvslent shall have been reeetved by the Government for the bond* or net—even If obtained from the Government by robbery, larceny, frond and corruption; still It I* now demanded that they snail be held as valid and "never questioned”—not even taxed a* tbe property of every farmer la taxed. Trad. srnvBwa-one of these very men who to thus demanding this exemption from taxation and these conditions to * festered Union— lately asserted In bis Bedford speech that tbta debt was flv* thousand millions of dollar*. Tben these conditions demanded are not to operate solely upon rebels, or men lately In rebellion, but Ibis bondholders’ clause will operate moat Injuriously upon the people of tbe North—for here we bave tbe wealth that must pay the taxes that the owners of these bonds ought to assist In paying. Thequestlon again recurs; ars not the pebpte—tbree.fourths of the people, tired of these subterfuge* being resorted to In order to prevent a restoration of the Union, peace and good order. Will they longer trust men In Congress who will not do anything looking to an early practical restoration Of unity f This la tbe all abaorblng, overshadowing quest'on. However much thew radicals may attempt to enver Ituphnd bldelt from view, this I* the question of the day in the election of Congress-
men.
|3PWe are refn'shed with a spasmodic outburst of honest and candor from an altogether unexpected source, Boynton, correspondent of tbe Cincinnati Qaeette, writes at follow* of tbe Cleveland Convention. He evidently does not agree with DaR. Macaw,»t and tbe two radical paper*of this city, In ranking the delegates to that body as bounty jumpers and
deserters:
First and foremost they sre brave men, as brave s* any upon whose faces the dame ef our battles plsyed. General Steedman Is as hrm In battle as any who, ever riding at tbe head of In- men. carried a stand of colom up a darning Mil side, where oaeh beat of the

oonMl not so dx it that white* should receive a like torn, of, Indeed, any tnm. They oeuld acknowledge tbe debt, and say It ought to be p*M. But there la a good deal *f difference badWffim, that and paying. UM give* his note tis B, payable at a certain bankj that Is an acknowledgment of a sum due to that amount,la B. But suppose a , 0fi to furnish the offieers of the bank With maney W maw—«u; then who are TMponstblefor'ttffiMNM to pay, whlctria awn » follow tbe preaentatton of tb* not* whom due? Certainly the man who thus acknowledged the debt, and whose duty It wa# to furnish the (hearts to Met that debt. Having ne funds to meet! the note, the bank officers, ‘who have no Interest In tbe matter, can not be held In any man«er liable for tbe nonpayment, g* here, Congress go on and acknowledge * ram do* each soldier, bntfafl to provide means and lodge tb* tame with dlebortag officer* t* pay tbe same. Under our Constitution, no other body of men bave tbe right or power to provide the money and direct it* payment but Congress. Tbe President can not, nor any officer under him. Then, a* this .rump ef a Congress waa and is radical, aud thus felted, no doubt purposely failed, to place matter* tn such condition aa to enable white soldier* to obtain bounty, It does not II# m their memtta* to attempt to blame any body else. They ktd the number* and the power, If they bad poaseated the will, to have paid them any amount they saw proper. Tbe truth Is, Eastern radicals are against tbe extra bounty, and Wcetera radicals only pretend to be for It to gat
the soldiers' votes.
