It Is now conceded by all right thinking men thattho riot on the evening of the arrival of tbe President In this city, was a scandalous and disgraceful occurrence. Among all respectable people, and all lovers of law and order, there Is no two opinions upon this point. It Is true, that those who were engaged In tbe shameful proceedings, as well as tbe roughs, Imus portion oftberadlcils, and htngerson ■round tbe Journal (rlotsiW organ) office, try to excuse and gloss It over. Morton from speaking. - « There are several bad results necessarily following such acts: First. The freedom of speech—which is Invaluable in a Republic in the maintenance of public liberty, Is lost—stricken down by

Second. To provoke a breach of tbe peaoc is, by our laws, punished as a crime; such conMet tends directly to a breach of tbe peace, and, ae In tbe Instance here, it almost surely follows. It therefore matters not who may have stricken tbe first blow. The results lie at tbe door of thone who wwe guilty of the Bret offense—the breech of good order. Third. A riot being thus created In a mixed orowd, always results in the Injury of Innocent persons, and often in damage to the property of such persons. Fourth. Such acts, as a natural result, bring into disrepute, the Instigators, actors, and abettors thereof, sooner or later. It is the Interest of every man of property, and every one who lores law and order, rather than tumult, disorder and anarchy, that the leffs of civilization, as well as the laws of the country, should be observed and Inforoed. One man has no more lawful right to set at defiance these laws than another. The laws of the State and tbe city are Intended to preserve the peace and leforce good order. There are officers elected and appelated under each of these systems of laws, whose duty it le to " keep the peaee.” If a couple of country an get up a brawl at the market place, or a couple of bod carriers get up a fight upon the question of precedence in ascending a ladder, theae vigilant servants, not ot the people nor of tbe law, but tools of a party, at oaee pounce upon them and drag them before an exceedingly impartial Mayor, and have a line assessed. Can it be that men may get drunk With fanaticism and exdtemeht, and acting Open impulse or malice may violate all these lews and yet be executable because they belong to a particular party, or because they profess to be respectable. The persons who did this thing were radicals of this dty. We care not what pestttou (bey occupy in society, they are, by nature and Instinct, lowbred despteable fellows. Who are making themselves arecssortteafter tbe fact, by attempting to justify the ooffdute upon that occasion—and, we might add, upon other occasions of riotous conduct la this city? The Journal, (riotcrV organ,) by srtieiee from which we quote, and others; one, in particular, in which the riot and tumult Wretreated as an effort upon the part of the boillee and roughs of tbe Journal, (rioters’ orgm,) to exercise free speech, st the Journal, (rtoterV organ,) cells it, at tbe same time the President was speaking.
