COFFROTH, of Huntington. SUPERINTENDENT OF PUBLIC INSTRUCTION. R. M. CHAPMAN, of Knox. Civil Rights Bill. The Republicans, in pallation of the Civil Rights bill, and to break the odium of It, are attempting to deceive the people into the belief that it was only designed to operate in the Southern States. Such is not the bill. It declares that the negroes shall hare the same rights “ in every State and Territory” f 8 th ® whites have. This settles the question. It is to be regretted that the Civil Rights bill is not more explicit; that it does not define, exactly what it means; that it does not express what are political rights, and thus not embraced by the bill, in contradistinction to civil rights. There is also, one broad expression in the bill, of very sweeping operation; and that is, that negroes “ shall be subject to like punishment, pains and penalties, and to none other,” with the white man, any law er custom of any State to the contrary notwithstanding. Now, laws are enforced by penalties, and a law without a penalty is nothing. For example, a law that a man shall not sell liquor ■ without license, is no law, and is inoperative if there be no penalty for making such sale. Now then, as the negro can be subject to no penalty to which the white man is not subjected, no law can be made to operate on a negro that does not operate on a white man. And we may observe in passing, that the Civil Rights bill gives the negro in Indiana the right to be licensed to retail upon exact equality with white men. Hence, under the Civil Rights bill, as enacted by the Republicans, (a proper Civil Rights MU might have been passed,)it follows that: 1. You can not make a law punishing a white man for marrying a white woman; hence, you can not make a law punishing a negro for marrying * white woman. 2. You can not make a law punishing a white woman tor marrying a white man; hence, you can not make a law punishing a negro woman for marrying a white man. Thus the Civil Rights bill abrogates our State law of marriage. 3. You can not make a law that a^white man shall not send his children to the public schools. Hence, you can not make a law that a negro man shall not send his children to the public schools with the whites. 4. You can not make a law that a white man shall not rent or purchase pews in any part of the churches occupied by the whites. Hence, you cau not make a law that negroes shall not rent or purchase, and the church would have no power or right to prevent them renting or purchasing the front body pews in any of our churches, because the Civil Rights bill says they shall have ail the rights to coutrsct and obtain property that a white has, without any distinction. C. You cannot make a law that white guests shall not take any seats they can obtain at the tables at hotels; hence the landlord has ho right to prevent the negro taking the bead seat at a white table at the hotel. 0. The railroads will have no right to place negroes in separate cars on railroads. 7. You can not restrict the negroes in the right of coming into the State, of purchasing any property any where, that whites could, and of being licensed to sell liquor,and all that. Hence, we have,in law, already a Mexlcanizod people, a mixed race; our State marriage laws, # school laws, licenses laws, and our State Constitution, in short, abrogated, and a step or two more by the rads will put the negro to thd polls abd into, ofllee. The experience of a few years will teach the negroes to crowd the whites with these legal provisions in their utmost interpretation, and we shall see what we shall see.
fax or Afktant! We have received lately a great many letters inquiring of us which side O. I’. Morton takes in the controversy between the President and Congress. We do not know. We do not regard it of much importance as to which side he stands on in the controversy. Morton, by his double shuflllng, is pretty much played out with the respectable portion of his own party. A gentleman frotn the “ Burnt District,” the old home of Morton, put to us today the inquiry which stand his Excellency would take. He said he had asked MObroN the question, but he was as dumb as an oyster, Morton ought to enlighten his Mends upon that point. All the information we can gird upon the subject is, that Morton, before h« left to visit the crowned heads of Europe, made a Johnson speech at Richmond. How is it, Brother Newcomb? You was one of Morton’s dockers at that meeting, bis confldential adviser and representative editor, and ought to be fully posted as to how he stands. We put. the question: Is Morton for or agajiut the President in his controversy with Congress! As the official organ of his Excellency, it becomes your duty to enlighten the public as to his present position. We repeat the inquiry: Is Morton for or against the President in his issue with the radicals!
Federal Taxes. « . * tinder Democratic rule the people were not dogged at all for Federal taxes. What they made and earned they enjoyed. But the Republican disunion!sts got the power; they had previously been plundering the South; denouncing tbe constitution as a league with Hell; had fired on the Union flag at Harper's Ferry, which flag they denounced as a “ flaunting lie;” had murdered Southern people; and when, on the election of Lincoln, that people asked indemnity for the past and security for the future, or, at least, security for the future, the Republicans said no; blood, blood, blood, Is what we want and will have, and blood they took; they have broken up tbe Union, overthrown our system of laws, turned all topsy turvy, taken the people’s money, and heaped it into the pockets of the office holders who still riot upon it in debauch, luxury aad princely palaces, and now call on the people, with the horse leech cry, give money, give your earnings, the treasury is empty, a new loan Is demanded, Congress is voting away the treasure, expenses are Increasing, we have humbugged you an this subject as long as we can; (orknp; we must have “ the last dollar.” This Is the talk.

Chandler raised the bowl for blood, and thus fha republicans by sneering at security for the future, have deluged this country in blood, reduced the people to paupers by taxation, and so alienated the sections, that It is extremely doubtful if we ever here a harmonious republic again. Says the Richmond Timem: • - ^ A few days aao> Mr. Joseph Segar, an ever loyal Union man, who was actually a member of the Federal Mouse of RqpMsqatatives during tM civil war, wreteantoJeeartsoNBand timely letter to General Howard, the Chief of the “ Freedmen’s Bureau.” demonstrating by the recital of the laws themselves, that the Virginia Legislature, during the late session, bad so effectually legislated for the protection of the negro, that Virginia had really anticipated the Civil Rights bill. This letter and the copies of the laws which formed a part of it, convinced General Howard that opr legislature had failed to perform no act which was essential to the welfare of the “ freed men.” “ It Is but just to add that General Howard has himself made application to the editor ol the Washington Chronicle, and to the editor of the New York Tribune, asking the publication of tbis letter, 1° order that tbe truth in regard to this important matter might be known. In neither case was his application successful. Neither of these journals lias consented to publish the letter.”

None have been arrested. —The Sullivan Democrat nays It Is astonishing to see tbe apple, cherry, peach and pear trees in full bloom, after all we have beard and read during the past two mouths about the total destruction of fruit.--The Evansville Dally Journal has materially improved typographically to its appearance, since Ms change froti folio to qustto form, but its completion wears tbe sameebony hue. We wish success to the enterprise of our contemporary financially. » .. 1 A Woman Burned to Death.—An old lady, aged 71 years, named Olive Richardson was burned to death near Fredericksburg, in this county. It appears that the old lady lived alone, and her dress caught lire while cooking, and no assistance being near she was burned to a crisp before toe facts became known.—Nalem Advocate. . —The Evansville Journal learns that one of the Ml wells IR the Green riser country Is now yielding about turee barrels of oil per day. The arrangements for pumping are very imperfect, but will bn perfected in a short time, when It is expected that the yield will be greater. Safe Robbed.—One night last week, some enterprising burglars entered a building in Monroeville, took out a safe, broke It open, and secured booty to the amount of five hundred

SUICIDE.—The body of Frafirick Sieb, a German, of this city, was found on Wednesday last, hanging on an osk tree between the sandhills, near tbe lake shore, about half a mile west of this plane. The body was removed, an inquest held and the following verdict rendered, viz: “ that the deceased came to bis death by banging himself.”—JfteAtyan

—The Vincennes Gazette tells a story of an individual who came to that elty sometime since, engaged in his occupation, took boarding with a widow lady, finally married her. So far all went merry. The wife was hippy— the husband apparently contented. But soon the wife received a letter from a woman in Illinois, claiming to be tbe wife of the individual in queetion. On inspecting the throat and faucet and the posterior walls of the pharynx, they will appear redder than natural, and the mucous membrane covering these parts will be studded over with enlarged mucous follicles. Some tiroes, if tbe disease is recent, these glands will appear quite minute, and will be distinctly apparent only when the throat is exposed to a strong light. In other instances thev will attain the size of a split pea, and may be readily observed by the patient by depressing the tongue with a spoon handle and looking to the gloss. It is hardly ncccessary to add that-tbere is at times a severe and racking cough, Aphonia (or loss of voice) and great mental depression attendant upon this disease. Tbe usual applications that have heretofore been mode to this class of diseases, have been, worse than useless. Tbe practice of blistering and bleeding, cauterizing, or burning the throat with caustic, can not be too strongly condemned; the remedy in atony instances being worse than the disease, and only hasten-
ing on a fatal termination.
