The effect of this amendment will be to force

It also defines the conditions upon which the States lately in rebellion shall be allowed .to participate in national legislation, and their Representatives be authorized to' take their seats ill'Congress. That is, they will be shut out from all participation in Congressional legislation, and denied representation in Congress, although compelled to bear thfir share ef foe burdens of :gorernaas*t, unfit this amendment to the Constttntion is adopted by Congress and ratified by the required number of States. The proposition of Owen furnishes to the country an ides of the restoration policy of the radicals, of Stevens,i Sumner & Co., who now direct the action of
the radical majority in Congress.

John A.i Bingham, of Ohio, who, we believe was *4* Advocate M ah illegal hhtftary commission that sat in Washington, and one of its acts was the hanging of a woman, is Impressed with the idea that he is, par excellence, a Constitution doctor of very considerable ability. The Cincinnati GoMtUft Washington telegraphic correspondent says that the proposition of Judge Advocate Bingham for amend-; ing the Constitution, is one of the most promG5rera^!g'ilrect<Jry. ^is as follows: i No State shall pass or enforce any law which shall impair or deny any of the immunities or privileges of citizens of the United States; > nor shall any State deprive any person of life, liberty or property without due process of law, nor take private property for public use without just compensation, nor deny the equal protection of the laws to ali persons therein, and Congress shall have power fo pas* all laws which sfydf be neflefoary arid .proper to cany
