DAILY HERALD,
WEDNESDAY MORNING, APRIL 11.
CITY NEW. Amusement* till. Ereninff. MK fROPOLrrAS TilEATER.—Benenflt of Mr. Ryder. Octoroon.
D. L. Stout ha*been cetmniasioneil clerk of the steamer Governor Morton. 137’Captaln Ogden, recruiting officer for the regular army at this point, has been relieved, and the office closed. Ale.—During the month of March Frank Wright sold 219J4 barrels of ale, upon which he paid a revenue tax of $219 25. IK3~ Councilman Boaz is reported to have won enough on the election to stock his farm In the country with Cashmere goats. Gas.—The Indianapolis Gas Light and Coke company paid for the month of March a tax of $49135 upon 1,707,300 cubic feet of gas consumed. _ _ Notaries.—Eugene Holden, of Vigo; R. 8. Haines, of Noble; George Wiltse, of Rush; and M. Lewis Enyart, of Cass, have been commissioned as notaries public. The former site of Lake Braden, a fashionable watering place (for cows) last summer, is being built up with comfortable and elegant residences by the Fatout brothers. 13" All the counties except Fulton have acknowledged the receipt of the session laws It has been ascertained that the acts sent to Fulton county have lodged at Peru. I tT The gutters of Illinois street between Washington and Market, were cleaned yesterday. A good deal of cholera was taken out and piled up, ready for being carted off. Criminal Court.—John Brown and Tom Uiiey, two potty larcenious colored cusses, were yesterday sentenced to on* month’s imprisonment in the county jail, for pilfering. ]r-tr We find Admiral Socwcll’s establishment, on the corner of East and Washington streets, a very comfortable stopping place in making our rounds. The Admiral’s cigars and oranges are excellent. -The Metropolitan.—A passably good audience witnessed the repetition of “ Uncle Tom’s Cahill” at the Metropolitan last night. The piece went off quite well, “ little Katie ” being tlie bright particular star of the evening. Pigeons continue abundant in every direction. Our sportsmen have slaughtered the silly birds until they are disgusted with the spurt. One gentleman is reported to have slain mx hundred in two nights, at a roost In
Clay county.
1.3- We are glad to learn that our obituary notice of Mr. W. 11. Loomis was a little preinilture, that worthy horticultural gentleman being so busily engaged in setting out standard Bartlutts and “sieh” that he couldn’t find time to die, if he wanted to.

HeaeaerU that there were bat one hundred and ten men present for duty—that but one-half of them voted, and that on* hundred votes were palled for tbe so called Democ-

Let’* see: the half of one hundred and ten is fifty* five. One hundred of this number voted the Democratic ticket, and he assert* hut flfty-flv# voted. Bow preposterous end ridiculous I We are surprised that a gentleman of such a “comprehenalv* mind’’ should make such an egreglon* arror, in th# vain attempt to exonerate the party which he advocates from th* odium •f election frauds. Th# gentleman ia evidently “ erratom.” and allows my artisto to elicit from Msamehixecrations.. Must! Falsehoods copiously bestowed— esused by a deep sens* of wounded pride. Suffice to ley that we will meet the gentleman who has so boldly challenged cj, willingly. Therefore, as I am the challenged party, acc rding to the roles and laws by which duelists ar* goreroed, 1 believe I have the choice of weapons. I would suggest that the gentleman had better come prepared, nor doUee any impropriety in hie bringing a box for the deposit of his immortal body, for it is my opinion that If the man is as soft aa hit very commendable aote, 1 will bring him down. Goon i U'r <>r Evil.— We heard :t cholera frightened geiUlenuu yesterday, eommeuting on thi; report that several deaths liad occurred at Washington, eongratulating himself on the prohahility that the pestilence would for.te an aiijotirmnent of Cougress—one poison thus eradicating the other. i'HOBABLK Infanticide.— Mr. Thomas Warner, llshing m the canal, near Camp Carrington, yesterday, hookeil up the body of a new born white male infant, perfectly mule, which had evidently been in the water for several says. Some miserable woman has probably stained her soul with the crime of child ] murder to hide her shame. IjarA very pleasant bachelor party was given at the Circle res tab rant last night, by Mr. George Rliodius, on the occasion of bis fortieth birthday. The table was a triumph of culinary science, and the wines aud cigars ai>peared lobe relished by the guests. Mr. Hhodius plays the host to perfection, and his entertainments are uniformly pleasant. ift-TT We do not know exactly bow Mr Laugsdalc feels toward the Herald, but he certainly should feel grateful to it. The Herald first called tbe attention of the County Commissioners to the fact that the township trustee was so crowded with his multifarious duties that he could not even have the Sundays to himself. The commissioners, seeing that Mr. Laugsdalc was wearing himself out in the service, and was too modest to complain himself, kindly relieved him of the extra duty of wood distributing. Improvements.—Work has commenced on Mr. W. II. Morrison’s block of store rooms on the corner of Meridian and Maryland streets. The tirst story Is of iron and the three upper stories will be of solid stone work, of fine design and finish. We understand that the third and fourth rtorics of Mr. Morrison’s block, and tfiosc of tlie adjoining two store rooms, will be llnishcd for an opera hall, making one of the finest amusement rooms in the West. The front of Mr. Morrison’s block will not be surpassed in the State, and will add to the substantial improvements of Indianapolis, giving additional evidence of the solid prosperity of our city, m otlf dally walks we notice improvements progressing in every part of the city, and there is every reason to believe that the amount of buildiug tliil year will fully equal that of last
season.
lifTie United Htute* District Attorney has commenced suit against Ernest Shrader, a government inspector of Lawrenceburg, on a charge of fraudulently stamping one hundred and seventy-four boxes of cigars. The penalty in such cases made and provided is $300 per box. and if the charge is sustained. Mr. Shrader will liud himself involved to tbn tunc of
$32,290. _
The City Census.—If any evidence wye lacking to fasten upon the Republican party the enormous fraud* practiced at the election* in ISOI, it might be found in the figures of the city census, as reported to the Gnuucil on Monday night. The population of the city, according to the census, is 35,87S. Tliis comprises only those living within tlie corporate limits. Probably enough ol people might be found in the suburbs to bring it up to 40,000, certainly not more. Yet out of this population of forty thousand, in the neighborhood of tciithousand votes were polled. Mayor's CiMJKT.^-FJiza Berry and MitggK Hazleton had an examination yesterday on a charge of stealing a set of furs from Hiram Deshon. They were held to bail lu the hiiih of $.'>00 each, and went to jail in default. George Davis and Frank Finical, the two birds who attempted Mr. Clark’s merchant tailorfhg establishment Sunday morning, were bound over in the sum of $I,ikh) each. Anna Green, Sally Dodds, John Gray, Mattie Halford and Sallte Brown, were ussessett $14 7n each, for unlawful assembly. Rudolph Cidetnler, Henry Rankin, Joseph Hubbard. William Davis. Richard Doggett, J. Given, John Greenwood and Daniel CaHihan, were tiled for baring
been drunk.
Exchange Billiard Saloon.—‘A fe’nuut reopening took place last evening at the famous Exchange Billiard Rooms, and they were crowded with our citizen* intent upqjl Welcoming the advent of Mr. X. D. Keneaster to their charge. The National Guards baud was in attendance and discoursed delightful music during the entire eveulsg. Each of tbe nine super!i Phelan’s tables were taken posseSsfon of by lovers of the cue, but the most of the interest seemed to center in a game played by those superior bllliardists, Messrs. Morris and Benjamin, who gave a display of their science. Mr. Keneaster did every thing in his power to please, and it was the general expression that
he made every one feel at home.

I'OLICK Hkgulations.—The police ay stem of our city .seem* sadly deficient In any successful effort to arreat erime. Judging from tbe Mayor’s docket such does not seem to be the object in view. The report of the doings at ttia muftklpal court yoiterday morning exhibits, as is usual, the fact that a few men were ay rested aud fined for drunkenness, and a periodical descent was made upon some bagnios, or Upon the females who frequent such establishments. As customary, these frail creatures were lined, and saddled with a gp$d bill of costs, and then. If they were able to pay the assessed damages, were permitted to go and resume their customary avocations to accumulate the moans to compensate for another arrest. We have been innocent enough to suppose that the object of police laws was to prevent crime. In this impression it seems we have been egregiously mistaken. As the law is now administered, the sole purpose seems to be on the part of those to whom the administration of municipal law is entrusted, to make as much as possible out ol a certain class of ottender* while no effort is made by the imposition of severe penalties to reform aud purify the public morals, and prevent the recurrence of the offences. In certain cases, if we may judge by results, just the amount Qf pecuniary penalty is imposed, that, in tho judgment of our police court, the offenders arc able to pay. Can such an administration of justice be regarded in any other light, if we may judge of it by a true standard of morale, than a partnership with crime]' As lohg as our police courts are administered upon a free policy, the public need not expect any vigorous efforts tor tho suppression of tbe offenaea ifhich now appear most frequently in the police reports. The system must be eluyqpd. aaU'a fixed ealnry or compensation attached to all our municipal officers, especially those to whom police regulations are entruetolfc, u » e,, « re*®® 1 * 8 we havc 1,0 inviUl * ouspurpose in particularizing any municipal offleer, but we ask tf the mayor of the city, under present regulations, is anything more Hum mere police judge ? As such, he makes a fat thing out of his ofllcc, while the proper duties of the chief magistrate of a city, are in a great measure neglected. The same remark will apply to the pdHee officers. They look more to the offenders against city ordinances, and those infractions of them, out of which foes can be made, tliao to tbe police aud nanitary retotnffi, Ahfch would advance tbe moral# and health of the city. And as long as the peo|MNillef Ae’tucfc a state of affairs, they may rest assured they will continue, and officially
