The steamer Atlanta, itom London, arrived last night, and was ordered tu lower quarantine iu consequence of sickness among her uafengers. It is rumored on Stateu Island that eiijht deaths occurred onboard from Cholera. l.'ittr Dr liurditti, Quaiantine Surgeon, reports that five deaths by cholera, out of fifty or fixty casea ou board the ateamer Atlanta, occurred on the passage Irom Brest. There are also a few cses ot small-pox ou board the Atlanta. Tne cases of sickness numhercd, as is reported elsewhere, from fifty to aixty, and thtie weie fifteen death. Thesteeraqe passengers on the Atlanta did not know till they nrrived at this pott that the disease thai was amon them was the cholera, domo of the most intelligent among them suspected, but the physician carefully withheld positive information from them, fearing the effect ol the excitement. It is thought this accounts lor the fact that only fifteen ot the 500 persons who were exposed to the disease died of it. The passengers maniteited verr little anxiety; they did not seem to be mueh alarmed at the nature of the epidemic from which they were suffering. The dead were butied soon after they breathed their last; they wore notin any case kept more thau an hour. The Assistant Health Officer was conducted to the steerage of the Atlanta between 1) and 10 o'clock last evening; there was no liht, except that which came from a lantern, acd only one of the passengers could be seen at a time; they were not separated, but were in berths, as they had been placed when taking paisije. Nine or ten were sick, but two of the number were in a state of convalescence, and others wert in the first utiles of cholera. There were no unusual aighu, but a few were groaning. This afternoon the Artistaat Health Officer ordered the Atlanta to the Lower Bay, where she now is, fifteen miles from this city. The Hospital ship, known as the Florence Nightingale, has been ordered to her station, and patients will be removed to her and treated on board. The latest intelligence is from Dr. Walzer, who has charge of the patients on the Atlanta, The number of deaths up to 3 o'clock thia afteruoou are uineteco, the number of cues on board at that time was more than twenty. Examination into the Causes ml tue St. John Disaster. Niw Toaa, Nov. 3. Last Monday, Measrs. John 11. Alecks and J. W. Hopper, steamboat inspectors, took measures to investigate the cauae ol the St. John explosion. Mr. H. visited the steamer and saw at onee that the cause was a defect io the iron near the point where the flange was Lurued. The defect must have been imperceptible at the time when the Government inspection was made. Considerable testimony had been elicited, with the view to thoroughly investigate the cause of the explosion. Mr. J. Wright, second engineer of the St. John, testified that there was about twenty-eight pounds of tteam in the bdiler; be had nrver discovered any indications of weakness in the boiler; he saw do one asleep in the engiae room. The foreman of the boiler ho: ot the Pel meter Wor'a, who has been in the business twenty years, testified that he bad examined the exploded boiler; he would consider the boiler well built aod properly braced, he thinks the boiler safe to sarry forty pounds of .team. Mr. Fletcher examined the boiler, and thinks the cau.e ot the explosion was the continual working of the iroi from the expansion and contraction, or the continual pulsation in that part of the boiler; he does not think there was any original defect in the iron; he thinks there was plenty of water in the boiler at the time of the explosion. The Committee appointed at the last met tine to draft a memorial petitioning the General Government for the uae of lands at Sandy Hook for a quarantine, representing the necessity of a rigid quarantine iu several of tho ports of the country, to guard against the introduction of cholera, and that the authorities of New Ycrk are without a proper place to establish a quarantine to snttt the anticipated emergency. In this dilemma they request of the General Government for a temporary quarantine ground, so much of the lands as shall be necessary, now owned by the Government at Sandy Hook.
