Jfcw Counties. Amon? the numerous applications which will be made to our Legislature this winter, there will proba

bly be some for the erection of new counties. The policy of forming a new county very materially depends upon time, place, and circumstances. A new county can be made prematurely, without regard to interest as to its locality, and in the midst 'f circumstances most distressing to the people. The formation of a new countv very often crives a sudden

and fictitious rise to the value of its lands, which time will not support, and all the individual distress which springs, from short-ighted speculation, is the certain Consequence. The purcho.se of lots in a new seat of justice has often been known to involve whole families in alniot hopeless ruin. Experience cannot justify the expectations of the buyers pay-day will
