I sincerely regret that the General should have delivered such C?ntiments as the speech contains, and I re?;rct most deeply, that lie should have deliberately prepared it for the press, and that go much "pains should be taken to e.rtend its circulation. I am the more grieved, because the natter in debate did not call for the expression or a single opinion contained in the speech. In Supporting the propriety of striking out a part of the report of the committee, it va wholly unnecessary, and, in my opinion, quite "oat of order, to take any notice of the controversy between the state and the Hank. General legislation ought to be conducted w ithout reference to particular cases. For this reason, I commend the mutton to amend th: report, and disapprove the argument in sup nt r it.
