Foreign A'Vtcs. OF HFAI.Y. Frnm f'p London Statesman, The subjoined Letter ami Proclamation, which have reached us from Spain, will convex a pretty good idea of what is parsing in lhat unfortunate country, and what, ere lung, may be expected : kt Dadajoz, July 29. ' Before the receipt of this, you will, no doubt, hae been made acquainted with what has befallen tne expeditionary troops, and the disarming of 7,000 men at Port r. Ma-ry?s-Be assured, that, tho? Ferdinand and Lis slave, O'Donuel, have been careful to find out for the expedition the troops least enthusiastic in favor of the Cortex and Constitution, tlie seeds of Spanish honor nevertheless e.vist among them, and with difficulty will thev be able to embark more than 5 or 4000 men to succor Morillo, who according to recent advices from Madrid, was at his last shifts: What a moment of glory presented itself to O'Donuel, if in one w eek he had w ished to save liif country ! Here a report was at first current, that he wi'S at the bead of the insurrection. For my own part I could not be brought t believe it, for I unfortunately know him too well. This shortsighted man does not see that the Spanish nation cannot be long before it casts oft' the yoke by which it is galled and oppressed ; and that he, as well as the whole of the perjured who do not fly to save their country, by washing away the foul stain that disgraces them in the eves of the world, w ill eventuallv thoujrh certainly, meet with the iust punishment the law awards against the crime of perjury ; a punishment which he, or any other of his class, would undoubtedly avoid, if through some memorable action, they were f.o rentier themselves worthy of the good will and gratitude of the Spanish people. All the Patiiots in this city, on the first arrival of the news respecting O'Donuell, loaded him with benedictions, and exclaimed, "That brave
