The Railroad Appropriation-Will It Pay! We presume the paramount question in the minds or all, or nearly all, in determining to vote for or against the railroad appropriation, will be, "Is it to my interest? will it pay me?" And In this connection we wish it disMnctly understood that it is hot an APPttoraiATiOlf in the ordinary acceptation of the term. In the first place, nothing is to be paid to the Company until the road is completed and trains running. Secondly, no gift or donation is to be made, as in Ih case of the Valley Kailroad, but we are only asked to take stock in the rot i to an amount eqial to the appropriation. The road being completed and in oper
